When planning for a move with the military, you might consider moving into government housing. Government housing is owned and maintained by the Department of Defense and is typically on the installation. Eligibility and availability for this type of housing may vary by service member, family size and installation. Learn more about the different options, benefits and discounts that may be available to you through government housing.
The Navy Housing and South Texas Military Family Housing (PPV) offices are co-located in the Housing Welcome Center, Building 3600, at the corner of Dimmit and E Streets. Orders for military personnel reporting to the installation state that they are to check in with the Navy Housing office before committing to rentals in the community. The NAS Corpus Christi Navy Housing office also maintains a waiting list of Preferred Referrals for on-base PPV housing.
Privatization
The military housing at NAS Corpus Christi was privatized in 2002 as part of the DoD Housing Privatization initiative. Landmark/Faulkner USA was selected to be the Navy's partner for the South Texas project, which included demolition of older housing units, construction of new units, and renovations of some of the existing units conveyed to the partner. Under PPV, the service member signs a lease and makes monthly payments using his Basic Allowance for Housing (BAH) at the With-Dependent Rate, which covers rent and estimated utilities.
New residents of PPV housing at NAS Corpus Christi are required to sign one-year leases at the time of move-in. At the end of the first lease term, residents have the option of renewing for an additional year, or remaining on a month-to-month basis. Security deposits are not required in PPV housing if the service member establishes an allotment for payment of monthly rent. Military residents who elect not to set up an allotment will be charged a security deposit equal to one month's rent.
All rent is based on the service members' BAH at the With-Dependent rate. Rent for dual-military families is slightly different - the rent charged is an amount equal to the BAH of each spouse, but not to exceed the market rent cost established by the PPV Partner. Rent is due on the first of each month, and late fees are assessed if not paid on the due date. A drop off mail box is conveniently located on the outside of the building to help avoid late charges to residents. For new residents moving in after the first of the month, rent is pro-rated from the move-in date to the end of the month.
Part of the privatization initiative also requires that residents pay for their own gas and/or electric utility usage. However, a utility allowance is built into the monthly BAH payment that residents make to PPV management. Monthly usage for electricity is individually metered at each house. Meters are read by PPV staff on a monthly basis, and monthly usage is determined from those readings. The same process applies for those units that use gas for certain appliances in the homes. The utility allowance is based on average consumption, using utility rates established by the Navy. The Navy much charge both its cost to purchase utility commodities on the local market, as well as its cost to maintain its distribution system on the installation. Even after adding these costs in, the rate charged by the Navy is still less than what you can find out in town.
Residents receive a monthly statement of their utility usage and costs from a third-party billing company employed by the PPV partner. If actual costs exceed the established utility allowance, the resident would pay the amount over the average. Residents who use less than the established average receive a refund based on the difference between the average utility cost and their actual usage cost.
Availability
There are 272 PPV Housing units at NAS Corpus Christ that are part of the South Texas PPV project. Floor plans of new-construction units are similar at both sites.
South Texas Military Housing units at NAS Corpus Christi range in size from a 2-bedroom 950 sq ft townhouse to a 4-bedroom 1,798 sq ft single family home, available for military personnel in pay grades E1 through O5. Senior Officer (O6) housing units are 3-bedroom 2,000+ sq ft single family homes with a 4th bedroom in their detached guest quarters. All units have a single-car attached garage, while Senior Officer units have 2-car garages. Features include: frost-free refrigerator w/ice maker, range, dishwasher, garbage disposal, microwave oven (may not be in all units), washer/dryer connections, ceiling fans, pre-wired telephone/cable outlets, carpet/vinyl/ceramic tile flooring, mini-blinds and fenced back yard.
Eligibility
All officers and enlisted personnel with accompanying dependents are eligible to for Family Housing. Sponsors with family members designated as Category IV or V in the Navy's Exceptional Family Member (EFM) program will be housed on a priority basis. Service members whose families are experiencing severe hardships should call the Navy Housing Office for special assistance and services available to them.
Military bachelors or unaccompanied personnel may be eligible for privatized family housing under certain circumstances, such as when an excessive number of vacant units are identified and there are insufficient numbers of families on the Preferred Referral list to fill the units. The application process for bachelors is the same as for families. Market rent rates have been established for bachelor personnel (or roommates) who desire to lease a PPV housing unit.
Application
To apply for on-base PPV housing, submit a completed DD Form 1746 along with a copy of orders and copy of your NAVPERS 1070/602 (i.e., Page 2) or personal data sheet. Advance applications are accepted, however the service member's date of eligibility determines when the applicant actually becomes active on the Housing Priority Referral list. The date of eligibility is generally the service member's detaching date from most recent permanent duty station. Applicants must check in with the Navy Housing office upon arrival in the area to activate their application.
Applications may be made in person, by fax, by e-mail, or by regular mail.
If you have a family member in need of a physically challenged or wheelchair access unit, documentation from your family member's physician should be included along with your housing application package. You should identify any other medical requirement at the time you submit your application.
The Housing Preferred Referral list is maintained in a manner similar to the way waiting lists were managed when housing was government-owned. Bedroom eligibility is based on family size, or in some cases, pay grade. Under PPV, an order of precedence is established based on the following categories of personnel:
The Navy Housing office manages the Housing Preferred Referral List, contacts service members when units are identified as available for lease, and prepares the necessary referral paperwork for the service member and PPV management. Wait times can range anywhere from 0-3 months for a 2-bedroom unit, 6-12 months for a 3-bedroom unit, and 12 months or longer for a 4-bedroom unit.
Local moves from community housing into PPV housing may be authorized under certain circumstances. If the service member applies for privatized housing within 30 days of arrival, goes on the Preferred Referral List and a privatized home is not available, the member completes their PCS move into community housing and remains eligible for a local move when privatized housing does become available. If the service member turns down the first offer of a home, then the member is no longer eligible for a government-funded local move and will be responsible for paying any future move costs.

NAS Corpus Christi is also committed to providing single Soldiers with a clean, healthy and safe living area that provides privacy and comfort.
The excess of housing has resulted in a benefit to single/bachelor military personnel in the area - especially the incoming student pilots who want to rent a place to share with a roommate. Although military families normally have priority, there are times, such as when there are a large number of vacancies, when it becomes necessary to open referrals to the single/bachelor military population.
The application process for PPV Housing is simple. A completed DD1746 Application for Assignment to Housing must be submitted to the Navy Family Housing Office, along with a copy of the active-duty member's orders to the local area. Advance application packages are accepted, but placement on a Preferred Referral or waiting list is based on the service member's detaching date from last permanent duty station.
Waiting times for on-base housing vary according to the time of the year and the unit size entitlement of the applicant. Due to the large inventory of 2-bedroom units, the wait time is generally short - 0 to 3 months on average.
Mobile Homes -- There are no government mobile home parks in the area.

Pets
Pets are allowed in privatized housing at NAS Corpus Christi - maximum of 2 dogs, or 2 cats, or 1 dog and 1 cat per household. Pets deposits are required - $300 for the first pet, plus $150 for the second pet. A non-refundable fee from $100-$200 depending on unit will automatically be deducted from the pet deposit to cover charges to clean, de-flea, and deodorize the carpet. Additional amounts may be deducted for damages to the unit caused by the pet.
NASCORPCINST 5090 provides guidance on the care and keeping of pets on-board the station and must be adhered to. All pets must be vaccinated for rabies and other diseases; must be spayed or neutered; are implanted with a microchip registration device; must be registered with the South Texas Military Housing office; must wear registration or ID tags at all times; must be kept and fed indoors or under close supervision when outdoors.
Self-Help
Self-help is limited to some basic lawn equipment (mowers and weed eaters). Self-help hours are the same as STMH office hours - Monday - Friday, 8:30 a.m. - 5:30 p.m.
