The New Orleans military housing complex consists of affordable, high-quality public-private venture (PPV) homes at two locations: the Naval Air Station-Joint Reserve Base in Belle Chasse and The Village at Federal City located in Algiers, formerly Naval Support Activity. Both locations have numerous unit designs and amenities to meet the needs of today's service members and their families.

A total of 936 units are available for occupancy, including 525 townhomes built by the PPV Partner and 411 previously constructed original Navy-built townhomes and flats. New Orleans Navy Housing and Patrician Management provide two, three, and four-bedroom units to fit every family size.
PPV is a partnership between the Department of the Navy and Patrician Management, a private company. The private company renovates, builds, maintains, and manages family housing. Under PPV, the service member signs a lease and makes monthly payments using BAH, which covers rent and utilities if used wisely. PPV is designed to be a zero out-of-pocket expense for the service member to reside in on-base housing.

Rent -- Rent equals BAH minus average utilities allowance. Initially, you will be responsible for signing a lease and authorizing an allotment of your full BAH for rent and utilities (deposited directly to New Orleans LLC). Patrician Management will eventually install meters on all units and your allotment will change to reflect BAH minus normal utilities.
BAH Increases-- Presently, BAH is checked for service members living in on-base housing; thus, a BAH increase is automatically checked. Under PPV, however, you must inform the management office of a BAH increase. Failure to do so will place you in noncompliance of the lease and could result in eviction. The lease is written to automatically adjust for increases in BAH without issuance of a new lease. If a service member is promoted while residing in a PPV unit, thus receiving a BAH increase, the service member's rent will be adjusted to reflect his/her new status.
Lease
Every resident will sign a 12-month lease. The lease includes a rider; if the project is not awarded, the lease becomes null and void. Should a member choose not to sign a lease, he/she gives up their right to occupy base housing.
The lease will require a member to notify the property manager when promoted. Conversely, if a member is demoted, the commanding officer has several options: (1) if the project is financially stable the unit may be re-designated to reflect the member's current paygrade; (2) funds from the OPRA account may be used to cover the difference; or (3) the CO may continue to charge the member the same rent (as would happen if they resided in the community).

House hunting trips are encouraged no earlier than 30 days prior to arrival due to the changing rental market. Short-term rentals are scarce. We advise not to purchase or rent any property sight unseen. Be sure to check with the Housing Referral Office prior to signing any lease in the community. We do not have to see the lease. We do not have the Rental Partnership Program at this time.
Housing Referral Office (HRO) --The HRO is your contact for any problems you may encounter such as discrimination complaints, tenant/landlord disputes, or any questions or problems about off-base housing is the HRO. The HRO will provide you a list of rentals with corresponding locator maps and give you information regarding the communities in which the rentals are located. All renters should carry renters insurance against fire, theft and other damages. The property owner's insurance will cover the property but not the renter's personal property. Transfer coverage after you arrive. Ask about the availability of a Rental Partnership Program if you are planning to rent.
Lease/Referral
The difference between an assignment of DON housing (a minimum of 6 months) and a lease with the New Orleans, LLC (12 months) is the incorporation of legal language established by the Fair Housing Act of Louisiana, thus making it legal. You will sign a lease with New Orleans Housing, LLC, who is conveying the management and operation of the lease to Patrician Management. The lease is a private contract with New Orleans Housing, LLC of which the DON is an active member.
There will be a rider in the lease which will confirm that the BAH dollars will not be transferred to Patrician Management until BAH funds are available in the service member's pay account. The service member will be released from the lease if orders are for less than 12 months. The military clause will apply to all leases. Submission of orders is required to be released from the lease.
Special Needs (EFM) Housing
Special Needs housing accommodations will be made. Part of the Navy Housing application process include identifying EFM applicants and providing proper housing to meet their needs. Special accommodations are made on a case-by-case basis (i.e. generators and other special equipment on-site if at all possible. Three families of the Patrician management team will live in housing units on each base. The PPV deal specifically includes the construction of six additional units for military families to replace existing units occupied by the management team. For the long term, the DON has developed a priority list to be exhausted before civilian families are considered. ApplicationThe Navy Housing Welcome Center will give assistance to all military members and their dependents in finding suitable and affordable housing in the community. All incoming personnel who desire family housing should apply to the Housing Office by mail or in person using DD-Form 1746 (click for a printable form) available in most Navy housing offices. The application must be accompanied by a copy of the Permanent Change of Station (PCS) orders, and a certification of family members.
Examples of family member certification documents are NAVPERS 1070/602, Record of Emergency Data/Dependency Application (Page 2); or a NAVCOMPT 3072, Dependency Action Status. Applications for MFH may be submitted anytime following receipt of PCS orders or promulgation of homeport change. However, you will not be offered housing until you check-in to your new command.
Eligible personnel must apply for housing and/or confirm their application within 30 days of report date to the station in order to receive the effective date of detachment from last command and a paid move into government quarters. Priority Assignment -- Priority of assignment is determined in accordance with governing regulations by pay grade, bedroom criteria, and date of application.
Single Service Member Housing
E1-E4: shared room/shared bath.
E5-E-6: private room/shared bath.
E7-E9: private room/shared or private bath.
O1 & above: private room/private bath, suites, DV suites.
Units are furnished. Expanded cable TV, VCR, phone, microwave, refrigerator, coffee maker, & iron/ironing board included.
Roll-a-ways are available, and various rooms have sleeper sofas.
Frequently Asked Questions about PPV
Why PPV?
Limited financial resources coupled with aging housing units and a large backlog of maintenance and repairs make providing high-quality housing for service members difficult for the DON. Through the PPV arrangement, the DON can build and repair housing units more quickly and provide a higher level of maintenance to military families than is possible using traditional construction and management methods. Housing is owned and managed by a private company. Service members will sign a 1-year lease (unless they have orders for less than 1 year remaining in the New Orleans area, in which case the lease term is tailored to reflect the time remaining). Service members receive basic allowance for housing (BAH) and pay rent directly to the landlord.
A private management company handles all maintenance and service calls. PPV housing is similar to military housing in that all leases contain the "Military Addendum". Service members continue to live in a military community. For "normal" utility use, BAH will cover rent and utility (gas and electric) bills. Cable TV and phone remain the service member's responsibility. Community policies are patterned after existing DON policies. The DON pays the cost of moving into PPV units.
Why are we doing PPV in the first place?
A shrinking housing budget coupled with aging housing units and maintenance backlog makes it difficult for the DON to provide quality housing for service members. The public private partnership will make it possible for the DON to renovate and construct family housing quickly and affordably.
Will there be effective oversight by the government of this privatization program?
Yes. The DON sought this program and will apply appropriate oversight.
Is this PPV a "first" for the DON?
No. The DON has PPV deals in South Texas and Everett, Washington, but this is the first deal on DON property.
What floor plan will I qualify for under PPV?
OPNAVINST 11101.13J spells out assignments based on family composition. These criteria will still apply under PPV.
How does the waiting list process work?
The Housing Office maintains waiting lists by rank and bedroom size and refers service members as units become available.

Contact the base Housing Office to determine your basic allowance for housing (BAH) amount. It is a good idea to schedule an appointment with the Personal Financial Management Counselor at the Fleet and Family Support Center to develop a budget and/or project what you can afford in "off base" housing before making a financial commitment.
