When planning for a move with the military, you might consider moving into government housing. Government housing is owned and maintained by the Department of Defense and is typically on the installation. Eligibility and availability for this type of housing may vary by service member, family size and installation. Learn more about the different options, benefits and discounts that may be available to you through government housing.
Privatization
Government housing at Saratoga Springs was privatized under the public-private venture initiative in 2004 and is managed by Balfour Beatty Communities, which can be reached at 518-587-3101. Service members should check in with the Navy Housing Service Center at 26 Quiet Harbor Road, Saratoga Springs, New York, after arrival to facilitate a more successful and productive house-hunting effort.
Availability
Housing consists of 100 two-bedroom apartments (some of which are furnished), 50 two-bedroom townhouses and 50 three-bedroom townhouses.
The two-bedroom apartments are located on Quiet Harbor Road and each building contains four apartments. Apartments offer a detached, one-car garage and a full-size washer and dryer.
The two- and three-bedroom townhouses are located on Dolphin/Bay Drive and offer bi-level living, a fenced yard and a one-car attached garage.
Military members are required to sign a one-year lease. Contact the Navy HSC at 518-886-0200, ext. 168, Monday-Friday, 8 a.m.-4 p.m., for availability.
Wait time for housing is up to three months. All units are equipped with wall-to-wall carpet, tile or laminate flooring, a stove, a refrigerator, a dishwasher, a garbage disposal, ceiling fans and a microwave. Washers and dryers are offered in the two-bedroom apartments only. A limited number of the two-bedroom apartments are furnished.

Resident Energy Conservation Program
All utilities are included with the exception of telephone, cable and internet; however, each housing unit has a baseline limit for electricity as designated under the Resident Energy Conservation Program. This Navy initiative allows residents to pay only monthly electrical overages.
Eligibility
PPV housing is available to all military personnel, regardless of rank or marital status. Navy HSC staff administers the applications for PPV housing. Active-duty service members with family members have assignment priority.
Single service members are authorized to reside in housing. The Single Sailor Program allows a service member the opportunity to rent one bedroom only in a two-bedroom apartment, thereby allowing them to reduce their housing costs.
Contact the Housing Services Center prior to arriving in the area if Exceptional Family Member accessible housing is required. Placement for incoming special needs families is governed by a priority placement policy, so contact the HSC at 518-886-0200, ext. 168, to be placed on the list.
