A cost of living index allows you to compare what it costs to live in one place against another, revealing how far your money will go in different areas. Scores are presented in relation to the national average of 100. If a place’s COL index is below 100, it’s cheaper than the national average. If it’s over 100, it’s more expensive than the national average.
Check-in procedures
Military Personnel - Should report directly to the Military Personnel Officer, Building 46, 5th Floor.
Civilian Personnel - Should report to the Human Resources Office, Building 46, 1st Floor, Room #134.
The military and civilian personnel staff will guide you through the necessary procedures to successfully complete your in-processing.
Car registration and seat belts - Drivers and passengers must wear seat belts at all times while in a moving vehicle. The Visitor's Center located off Strathmore Rd will provide additional information.
Under Virginia law, the driver and all front seat passengers must wear a safety belt. A driver transporting anyone through age 15 must ensure that the child is properly secured in a safety belt, booster seat regardless of where the child is seated in the vehicle. Virginia law requires that children under 6 years of age be restrained in a child safety seat that meets federal standards.
Defense Service Network (DSN) Dialing Instructions
The DSN is the provider of long-distance communications service for the Department of Defense (DoD). Every installation has a special DSN number and the numbers vary by world-wide location. In order to place a call using DSN, the caller must be using a military phone on an installation. Cell phones cannot dial DSN numbers. When dialing a DSN number from a United States installation to another United States installation. When dialing a DSN number to/from overseas locations, the DSN area code must be included. Please note that long distance charges may be incurred. Richmond DLA is 695.

In 1887, the entire property that the Defense Supply Center Richmond calls home was sold to James Bellwood, a Canadian agriculturist seeking a more temperate climate for reasons concerning his health. Over the years, Bellwood and his three sons transformed their 2,400 acre farm into a model of agriculture for Virginia and the South. He also added a pair of mated elk to the then famous farm. The Army purchased the property in 1941, and construction began in August of that year. The Richmond General Depot was activated in January, 1942, under the command of Lt. Col. Turner R. Sharp, Quartermaster Corps.
Throughout these decades of construction and activity, the family dwelling has remained and has served as the installation's club since 1942. The Bellwood Club is on the Department of the Interior's National Register of Historic Places and is an officially-registered historic landmark in both Virginia and Chesterfield County. It is a popular choice of employees, area residents, and civic and business organizations for meetings, receptions and other social gatherings. DLA Aviation employs more than 4,000 civilian and military personnel in 18 locations across the United States. This population includes over 2,000 civilian employees, hundreds of contract workers, and usually less than 100 military service members, whose mission is to support the needs of the military services worldwide.
Richmond is a city located in Chesterfield County, Goochland County, and Henrico County Virginia. It is also the county seat of Henrico County. Defense Supply Center Richmond is located just south of the city of Richmond and is accessible from any direction. The center occupies over 600 acres in southern Chesterfield County, Virginia. Chesterfield County is a First Choice community to live, work, raise a family, and play.

Take George Washington Memorial Parkway to 395 South toward Richmond; 395 turns into I-95 at the beltway. Take I-95 south to Exit 67. Take Route 150 (Chippenham Parkway) approximately one mile to the Strathmore Road exit. Turn left at the stop sign. Keep right at the fork in the road and proceed straight through to DSCR’s North Gate.
Defense Supply Center Richmond is located just south of the city of Richmond and is accessible from any direction. However, only those with DOD identification badges and registered vehicles may enter through the installation's east gate on Jefferson Davis Highway (U.S. Route 1/301). Visitors and others individuals without DOD identification badges and registered vehicles must enter the installation though its north gate, just off Chippenham Parkway (Route 150).

GPS: If you are using GPS and enter Defense Supply Center Richmond, it will take you to East Gate at 8000 Jefferson Davis Hwy, Richmond, Virginia, which is an access control point for DOD identification card holders only. For non-DOD ID card holders, enter the intersection of Strathmore Road and G Road, North Chesterfield, Virginia.

From the South on I-95
Take I-95 north to Exit 67. Take Route 150 (Chippenham Parkway) approximately one mile to the Strathmore Road exit. Turn left at the stop sign. Keep right at the fork in the road and proceed straight through to DSCR’s North Gate.
From the South on Route 1/301, Jefferson Davis Highway
Proceed north past the center to Chippenham Parkway. Do not attempt to enter through the east gate. Only registered vehicles and those with DOD official badges may enter through that gate. Take Chippenham Parkway north and travel approximately one mile to the Strathmore Road Exit. You will exit to the right and travel approximately 100 yards to a stop sign. Turn left at the stop sign and proceed straight thru to the north gate.
From the North on I-95
Take I-95 south to Richmond (approximately 105 miles). Following I-95 South to Exit 67. Take Route 150 (Chippenham Parkway) approximately one mile to the Strathmore Road exit. Turn left at the stop sign. Keep right at the fork in the road and proceed straight through to DSCR’s North Gate.
From the North on Route 1/301, Jefferson Davis Highway
Take Chippenham Parkway north and travel approximately one mile to the Strathmore Road Exit. You will exit to the right and travel approximately 100 yards to a stop sign. Turn left at the stop sign and proceed straight thru to the north gate.
From the East on I-64
Take I-64 west to Richmond until you reach Exit 190 (Left Turn)on I-95 South towards Petersburg, VA. Take I-95 South to Exit 67 (Right Turn) on Chippenham Parkway which will be highway 150 North. (Do not take the route 1/301 Exit). Pass that exit and go approximately one mile and take the Strathmore Road Exit. You will exit to the right and travel approximately 100 yards to a stop sign. Turn left at the stop sign and proceed straight thru to the north gate.
From the West
Take I-64 East to Route 288 south to I-95 north. Take I-95 north to Exit 67. Take Route 150 ( Chippenham Parkway ) approximately one mile to the Strathmore Road exit. Turn left at the stop sign. Keep right at the fork in the road and proceed straight through to DSCR’s North Gate.
