Human resources servicing for Defense Supply Center Richmond employees, is provided by the central DLA Human Resources teams in Ohio. The DLA Human Resources Center-Columbus staff is responsible for overall program management and operations of staffing, employment, and benefits. The DLA Training Center staff provides training support. In addition, there are several human resources staff members who work in Richmond. What is the MyCAA Scholarship?
The My Career Advancement Account Scholarship pays tuition costs for education and training courses and examinations leading to an associate degree (excluding associate degrees in general studies, liberal arts and interdisciplinary studies that do not have a concentration). The scholarship also covers the costs for obtaining a license, certificate or certification at an accredited college, university or technical school in the United States or approved testing organization that expands employment or portable career opportunities for military spouses.
Who is Eligible? Spouses of service members on active duty in pay grades E-1 to E-6, W-1 to W-2 and O-1 to O-3 who have successfully completed high school and have the ability to request tuition assistance while their military sponsor is on Title 10 military orders are eligible. Spouses married to members of the National Guard and reserves in these same pay grades are eligible.

Special Hiring Authorities for Military Spouses and Family Members
Family Member Appointing Authorities are not an entitlement. Knowing about these authorities and identifying your eligibility will enhance your job search. Check vacancy announcements, which should clearly state who may apply.
The Military Spouse Appointing Authority allows agencies to appoint a military spouse without competition. Agencies can choose to use this authority when filling competitive service positions on a temporary (not to exceed one year), term (more than one year but not more than four years) or permanent basis. The authority does not entitle spouses to an appointment over any other applicant.
As a military spouse, you are eligible under this authority if your active-duty military spouse: 1) receives a permanent change of station move; 2) has a 100% disability rating; or 3) died while on active duty. Each of these categories has different eligibility criteria that must be met.
Active-duty Spouse PCS

Prospective Employees

The Merit Promotion Program is primarily a means for current permanent federal employees to be promoted or moved into different positions. However, the agency may permit certain individuals with special appointing authorities to apply for these announcements. You should review the listing of special appointing authorities to determine if you are eligible. If you are eligible for one of these authorities, you should review the "Who May be Considered" section of the job announcement to see if those with the particular appointing authority are eligible to apply.
