The Navy Exceptional Family Member Program is a mandatory program governed by Chief of Naval Operations Instruction 1754.2C. The program requires enrollment of all dependents (adults and children) that reside with their active-duty sponsor and have special medical, educational, developmental, and/or emotional needs or concerns lasting six months or longer. EFMP ensures optimum use of permanent change of station money by taking into account the needs of the Navy, the service member and his/her career, and the special needs of the family. All three of these priorities are balanced in the detailing process. EFMP identifies eligible families and ensures they are located where their needs can be met. The program is available through the Navy Hospital Yokosuka by contacting DSN 315-243-5349 or internationally at 011-81-46-816-5349.
