Single Soldiers in the rank of SSG and below are required to reside on post in the barracks.
For PVT-SGT there are 15,007 spaces available in 109 permanent party barracks, and 6 student barracks with 943 spaces. Barracks are divided into 9 Housing Areas comprised of different styles consisting of 4, 3, 2 and 1-soldier rooms. Fort Liberty has an aggressive barracks upgrade program to bring them up to DA standards (no gang latrines and having no more than one soldier per room).
All single soldiers (PVT-SGT) are required to reside in the barracks if space is available.
Memorandum from the Assistant Chief of Staff for Installation Management dated 9 Mar 05 authorized Staff Sergeants (SSG) to receive basic allowance for housing at the without dependent rate and reside off post in the 50 United States.
SSG's may elect to remain in enlisted barracks for the duration of their current tour. If required to vacate government quarters at the directive of the Government (e.g., because of repairs or renovations of enlisted barracks, troop surges, etc.) soldiers in the rank of SSG will remain off post for the duration of their tour.
Upon reassignment to a new duty station in the United States, SSG's will receive BAH at the without dependent rate and be required to reside off post at the new duty station. A CNA is no longer required from the UPH (PP) Office to initiate BAH without dependent rate.
Assignment in Barracks for PVT-SGT is based on the following:
Priority 1. Key and Essential Personnel. Required to live on the installation due to military assignment.
Priority 2. Permanently Assigned Unaccompanied Personnel. Not entitled to BAH w/o dependent.
Priority 3. Receiving BAH DIFF will surrender BAH DIFF entitlements by allotment to dependents for support. Service members receiving BAH DIFF are not entitled to BAH w/o dependent rate while residing in the barracks. Can only reside in the barracks as long as no priority 1 or 2 soldier is living off the installation receiving BAH without dependent due to lack of space.
Priority 4. Geographical Bachelors. Married or have custody of dependents and entitled to receive BAH w/dependent. If temporarily or permanently unaccompanied for personal convenience, compassionate or hardship will have to obtain an exception to policy (ETP) to reside in the barracks. The first MG or delegated staff principal grade of Colonel or above in their chain of command must approve the ETP.
BEQs/BOQs for SSG and above
There are no BEQs/BOQs for SSG and above, therefore a certificate of non-availability (CNA) is not required for these ranks. Upon arrival to Fort Liberty, BAH w/o dependent for single SSG and above will be completed at the Soldier Support Center.
Randolph Point is available for on-post housing for Senior Enlisted single soldiers at Fort Liberty. Single soldiers in the rank of SFC and above can establish their residence in the private sector or inquire about Randolph Point by contacting the Picerne Leasing and Relocation Center at 1-866-525-HOME.
Geographical Bachelors (PVT–SGT)
Geographical bachelors are not authorized to reside in the barracks. Temporary housing may be provided only if there are no single soldiers receiving BAH w/o dependent rate who could be housed in the barracks. Major, subordinate commanders will request an ETP to allow geographical bachelors to temporarily reside in barracks. Approval must be obtained from the first MG or delegated staff principal or commander in the grade or of Colonel or above in their chain of command. Procedures for each major command area.
Corps units, separate brigades and tenant units. Process ETP with supporting documentation through the first COL within the chain of command to the UPH (PP) Office at Hardy Hall. The UPH (PP) office will prepare endorsement through the Public Works Business Center (PWBC) to the GC.
82d Airborne Division. Process ETP within their chain of command, maintain approvals/disapprovals and forward copy to Fort Liberty Housing Office for filing.
USASOC. Process ETP within their chain of command, maintains approvals/disapprovals and forwards copy to Fort Liberty Housing Office for filing.
