Policies and rules for shipping pets vary at each installation. It’s important to understand the regulations, prohibitions and laws at your new installation before moving with a pet. Below, you’ll find installation-specific details for registering, boarding and transporting your pet.
All dogs living in Moreno Valley that are four months of age and older must be licensed. Dog licensing is an important element for rabies control in this community. It is also helpful in reuniting lost pets and their owners.
City Ordinance Section 8.12.010 states: It is unlawful for any person to own, harbor or maintain any dog(s) over four months of age within the City for a period longer than 30 days unless such dog shall have a currently valid rabies vaccination and license tag.
City Ordinance Section 8.12.070 states: No dog may be licensed and no license certificate may be issued, except upon presentation of a certificate of rabies vaccination issued by a veterinary surgeon evidencing that the period of time elapsing from the date of vaccination to the date of expiration of the license does not exceed the maximum duration of immunity accepted by the California Department of Health for that type of canine rabies vaccine with which the dog was vaccinated.
You can obtain a license simply by having your dog vaccinated against rabies for a nominal fee at an Animal Shelter Clinic or you can go to your own veterinarian to obtain the rabies vaccination.
Just make sure to bring in the Rabies Certificate. You will need it to get your dog license. You will be offered a discounted rate on your dog license if your dog is spayed or neutered.
Why License Your Dog
There are many good reasons to license your dog, the foremost being that it is a City law. Following are some other reasons that you may not have considered.
Lost Animals
Moreno Valley Animal Services cared for more than 11,000 animals last year. Most of these were lost or abandoned. Less than 13% were reunited with their owners. A currently licensed dog, with a tag, will be sheltered at least 10 days for the owner to claim. An unlicensed dog may only be kept five days. If your dog is lost anywhere the license number can be traced back to you. A license can be a ticket home for a lost dog.
Injured Animals
Your dog's license will make it possible for us to contact you if your dog is injured. It also allows us to take your animal to your veterinarian if you cannot be reached. A license could mean the difference between life and death for your companion.
Dog Bite and Rabies Prevention
Nearly 100 dog bites were reported last year in the City of Moreno Valley. Your dog license is proof that your pet has been vaccinated against rabies. The rabies vaccination protects your pet and your family from a very dangerous and deadly disease.
Cost Savings
If your dog is unlicensed you can be cited and fined. You really can't afford to not license your dog. You can save even more money by altering your pet. There are many advantages to having your pet spayed or neutered.

Other Fees
There is no travel entitlement for pets on official travel orders. Pets may travel on a space available basis limited to two pets which are either cats and dogs only with total weight not to exceed 100 pounds including cages on Air Mobility Command flights. There is a charge depending on size of pet and subject to change on a monthly basis. Upon receipt of official travel orders to an overseas area it is necessary that you bring your pet requirements to the attention of your unit port call representative as early as possible as pet spaces are limited especially on AMC flights. If booked on a commercial flight do follow up with the airline regarding your pet reservation and travel requirements.
Per the Joint Federal Travel Regulation: Changes Effective 2024. On January 1, 2024, the following pet transportation allowances will apply.

There are no pet quarantines in California however if there is a bite incident a 10 day quarantine will be required. Make sure your pet is healthy and strong enough to travel. For example not too old or too young for the trip. Check with your veterinarian or the base veterinarian.
If you are traveling by air, also check with your airline for any age or health restrictions. Most airlines require health certificates for all animals they are carrying. For destinations outside the U.S. foreign countries such as Mexico or Canada and overseas locations also check about quarantines, immunizations, rules and regulations that apply for that specific country. Call the agricultural attaché of the embassy or consulate for your new country at least four weeks before the trip. Call the U.S. Department of Agriculture, Animal and Plants Health Inspection Service for regulations. Call for either U.S. requirements for all states within the U.S. or to find out all requirements for pets to a particular country. When traveling to Hawaii or a U.S. territory also check about quarantines and call the Center for Epidemiologist and Animal Health check the CEAH web site. When moving to specific states with animals such as horses contact the CEAH.
