As of October 1, 2007, all homes at Marine Corps Base, Camp Lejeune (MCB CAMLEJ), and Marine Corps Air Station, New River (MCASNR), have been privatized. There are two Public-Private Venture (PPV) Partners: Atlantic Marine Corps Communities (AMCC) and Lincoln Military Housing (LMH). Privatized military housing is available for active-duty service members and their families stationed at MCB CAMLEJ and MCASNR. During periods of low occupancy, privatized military housing is available for Waterfall applicants (other than active-duty families); to include active-duty single service members, reservists, Department of Defense civilians, contractors, retirees, widow/widowers and other affiliated civilians. MCB CAMLEJ and MCASNR privatized military housing is considered some of the finest in the Marine Corps. The 5,204 housing units are maintained by the PPV Partners. In addition to new construction, many housing units have been renovated. Updates to existing housing units are either in progress or programmed for future renovation. All homes offer central heating and air conditioning, washer and dryer hook-ups, a range, a microwave and a refrigerator. Cable/internet service is available, but not provided by the PPV Partners.

Eligibility
Military personnel accompanied by bona-fide dependents and permanently assigned to Camp Lejeune or MCAS New River are eligible for family housing. They may apply for all types of quarters for which eligible.
Company grade officers with spouse only and desiring to live in MCAS quarters qualify for no more than two-bedroom quarters in that housing area. All other officer quarters have three or four bedrooms and assignments are made depending upon age and sex of dependents. Each family member, excluding spouse, of an enlisted military member rates a bedroom regardless of age or sex.
ON-BASE APPLICATION REQUIREMENTS
IN PERSON: Applications for on-Base housing are accepted from 0730 - 1530, Monday through Friday (except holidays), at the MHO, Building TT-43 Inchon Street, Tarawa Terrace, North Carolina 28543.
In the absence of the service member, the spouse may apply with a Power of Attorney (POA) and documentation proving the service member is attached to MCB CAMLEJ, MCASNR, or MCAS, Cherry Point (MCASCP), for duty. Note: A Special Power of Attorney (SPOA) is required for Lease signing. Information and downloadable forms are provided by the MCB Staff Judge Advocate at http://go.usa.gov/YNte.
ADVANCE APPLICATION: An advance application may be submitted to the MHO at any time, provided the service member will be attached to CAMLEJ, MCASNR or MCASCP for duty. The MHO will use the date of receipt of a complete application package; to include all qualifying documents and Permanent Change of Station Orders (PCSO), as the Control Date for the MHO Wait List. Note that your Control Date is no longer your date of detachment. Qualifying documents include the Application for Assignment to Housing (DD Form1746), Privacy Act Release Form, Statement of Understanding, Sex Offender Policy Acknowledgement & Disclosure, Pet Registration Addendum (whether or not you have pets), Basic Individual Record (BIR) for Marine personnel/Page 2 from the Service Record Book for Navy personnel. If documents are received separately, the Control Date will be established upon receipt of the latest document. You will receive a confirmation e-mail from the MHO once the documentation has been received for processing. You will be informed that your application is complete and has been referred to the PPV Partner, or that additional information is required. If you do not receive a confirmation e-mail within two business days, it is recommended that you follow-up with the MHO on the status of your application. MILITARY HOUSING OFFICE/OFF-BASE HOUSING REFERRAL
The MHO can assist service members and their families in locating suitable off-Base housing. In addition to providing rental listings, the Off-Base Referral Section can provide customers with locator maps, off-limits establishments, information on schools, recreation, and places of worship in the local area.
RENTAL PARTNERSHIP PROGRAM: The Rental Partnership Program (RPP) has been designed to provide service members, enlisted and officer, with cost defrayments of moving in to rentals when choosing not to live on-Base. This program allows community property managers to voluntarily waive the security deposit and possibly waive additional fee requirements and the service member agrees to pay his/her rent via a monthly allotment. The rental listings are evaluated and qualified by the MHO prior to acceptance in to the program and semi-annually thereafter. Service members participating in the RPP can receive assistance from the MHO with landlord/tenant disputes, neighbor complaints, discrimination complaints and pay issues related to their rental property. All active duty service members are eligible if they meet the qualifying criteria stated below. Note that single service members below the grade of E5 must have Command approval to live off-Base.
RPP APPLICATION REQUIREMENTS
• Apply in person at the MHO located at 43 Inchon Street, Tarawa Terrace (if you are in the local area)• Fourteen (14) or more months remaining on your End of Active Service (EAS) for a one-year lease• Eleven (11) months remaining on your EAS for a nine-month lease• Eight (8) months remaining on your EAS for a six-month lease• Copy of current Leave and Earning Statement (LES)• Copy of BIR - Basic Individual Record• Copy of original orders or Page 3-USMC; or Page 5-Navy• In receipt of Basic Allowance for Housing (BAH)• Five or less active allotments• Spouse applying with a Power of Attorney must provide an official e-mail acknowledgment by the sponsor. If the service member is in the local area, he/she is required to come in to the MHO to apply and process any required documentation for RPP program.
ADVANCE RPP APPLICATION REQUIREMENTSSubmit your Rental Partnership Program Application, current LES and PCSO to the MHO at official mailbox: lejeunefamilyhousing@usmc.mil. Service members who are eligible to participate in the RPP will be provided with a Letter of Eligibility to present to the participating rental agency. The rental agency will then, in turn, issue you a Letter of Intent (LOI). Please note you will not be enrolled in RPP until you provide the LOI to the MHO. After the initial Lease term, the service member may continue in the program if he/she returns to the MHO to requalify for the program.
When the service member moves in, he/she will be provided with a Check-in Inspection Form. A representative from the MHO will accompany the service member for inspection of the property if the service member requests MHO assistance. All existing damages, needed repairs and the overall condition of the rental unit should be noted on the Check-in Inspection Form. This for should be submitted to the property manager and a copy kept by the service member for use at checkout. The service member should schedule a combined checkout inspection with the MHO and the property manager prior to vacating.
MOBILE HOMES
There are no mobile home parks aboard MCB CAMLEJ or MCASNR. No rental listings for mobile homes will be provided by the MHO.
SINGLE SERVICE MEMBER HOUSING
All single enlisted service members, grades E5 and below, will reside in the barracks on Base unless they have Command approval to reside in the local community. Note that married, dual active-duty service members with no other dependents, are considered single if they are stationed/reside more than 50 miles apart and Command approval to reside in the local community is required. An Administrative Action Form (AA-Form) Request for Basic Allowance for Housing should be submitted to Bachelor Housing Division, Bldg. 12 Post Lane, Camp Lejeune, North Carolina 28542, via the service member’s Chain of Command, for consideration. Single Staff Non-Commissioned Officer (SNCO) and single Officer personnel are not required to obtain Command approval to reside in the local community.
