The local HSC processes applications and refers personnel to the PPV property management company. The property management company assigns personnel to PPV housing and should be contacted for maintenance and resident matters. However, the HSC is your advocate, and you should contact them if you are not satisfied. Renters’ insurance is strongly encouraged to protect your belongings and financial responsibility should accidents happen in your home. The Housing Early Assistance Tool (HEAT) enables Service Members and their families to apply for PPV family housing prior to departure from their current command, before or after receiving permanent change of station orders. Additionally, you can obtain application forms on the above resources tab, at your nearest HSC, or you can contact the HSC to have one mailed or emailed to you. NAS Oceana has partnered with Liberty Military Housing to offer military families outstanding housing choices. Contact the HSC to get the most current projection of housing availability and wait list information. UNACCOMPANIED HOUSING
Depending on assignment status (shore duty, sea duty, student, etc.) and pay grade, unaccompanied housing (UH) options include barracks or dorms, and housing in the local community.
BARRACKS AND DORMS
Most personnel, E1-E3 and E4 < 4, are required to live in UH; E4s may be required to live on-base, space permitting. More senior personnel may be eligible to live in UH. Additional on-base UH eligibility information can be found on Navy Housing headquarters website.

UH is conveniently located on NAS Oceana, housing approximately 1,600 personnel in 10 buildings. Accommodations are one or two persons to a room based on pay grade and square footage. Building 536 serves as the check-in point. Linens are provided at check-in. UH facilities include lounges equipped with televisions, washers and dryers, and vending machines in all buildings. There are also recreational, fitness, dining, religious, educational and other amenities, most located within walking distance of UH. Additional information on base amenities is available in the Welcome Aboard package.Dam Neck Annex: Unaccompanied personnel, E4 and below, reporting to Dam Neck Annex, must report to the HSC UH front desk in building 550 - Herndon Hall. NOTE: This site is primarily a school command servicing TSC & NMITC Schools. Assignments are coordinated with the servicing school commands. Those students, on per diem orders, are sent to Navy Gateway Inns and Suites located in Bldg 566A - Stethem Hall. Resident advisors (RA) and geographic bachelors (GB) may also reside on-base. RAs are senior personnel who provide an after-hours leadership presence to UH residents. RAs sign a memorandum of understanding, agreeing to certain duties and responsibilities in exchange for a room in UH. The program is strictly voluntary and open to personnel in pay grades E6 to E9 (exceptional E4 and E5 with region commander’s approval), including GBs. For more information about the RA program and to obtain an application, please contact the UH Administrative Office by click the above contact housing tab. GBs are personnel ordered to the installation who, by choice or circumstance, have decided that their dependents will continue to live in another geographic area. GBs are receiving basic allowance for housing at the with dependents rate. They are not normally authorized to live in UH. GBs must submit an application that will be reviewed by the Assignment Review Board. If approved, the GB will be placed on the waiting list and offered UH on space available basis.
The Unaccompanied Personnel Housing Offices (UPH) at NAS Oceana and Dam Neck Annex house single sailors in pay grades E-1 thru E-4. Single service members who are E4 over 4 on both shore and sea duty are authorized to reside in the local community and be paid BAH. E4 under 4 stationed ashore and wanting to reside off base will stay in UPH barracks and be put on a waiting list until the UPH occupancy rate reaches 95%. At this point, E4 under 4 may be eligible to reside out in town and receive BAH entitlements. E3 and below are subject to the same rule as mentioned above with E4 having priority. Barracks restrictions include smoking (Designated smoking area outside) and overnight guests. All guests must depart from the barracks by 10:00 p.m. (Weekday) 12:00 a.m. (Weekend).

Exceptional family members (EFM) in categories 4 and 5 are eligible for priority housing with control dates below the freeze zone (top 10% of any waitlist) Other EFM categories and situations are reviewed on a case-by-case basis. Some units are handicap accessible and available upon request. Adjustments may be made as necessary within houses in other areas. All housing is air conditioned. Generators are not part of the standard equipment offered privatized housing.
Community Housing
Hampton Roads has a relatively high cost of living with average rental prices ranging from $850 - $2500 per month. Most rental properties require a first and sometimes last months rent for deposit. Many landlords require an additional pet deposit.
It is standard practice for landlords and property managers to run credit history/back ground checks on potential tenants. Negative findings may limit your rental options and make the rental process very difficult. Rental OptionsBefore negotiating a lease or mortgage contract, you are required to check-in with the Housing Service Center to have your orders endorsed as part of your check-in process. The office has a variety of services designed to help military families locate housing, whether they are renting or buying. The Housing Service Center maintains a database of rental listings.
The Housing Service Center is your contact for any problems you may encounter such as discrimination complaints, tenant/landlord disputes, or any questions or problems about off-base housing. The Housing Service Center will provide you a list of rentals and give you information regarding the communities in which the rentals are located. All renters should carry renters insurance against fire, theft and other damages. The property owner's insurance will cover the property but not the renter's personal property. Transfer coverage after you arrive.

Be it a first time home buyer or a seasoned buyer - everyone can benefit from the combined local knowledge of the workshop leaders. These workshops are routinely presented. Public/Private Venture
Hampton Roads military families and eligible single service members with dependents may live in Private/Public Venture housing areas throughout the region. Housing is located in and around the base as well as in the local community.
All military personnel, married or single, reporting to sea or shore commands in the Hampton Roads area are required to report to the HSC prior to executing any agreement for nongovernment quarters. The HSC is authorized to maintain a signed acknowledgement of notification to military members of any housing areas restricted by sanction.

Priority of assignment to PPV housing is determined by the date of detachment (control date) from your last permanent duty station, provided you check in and apply for PPV housing within the first 30 days after your arrival. If you complete the application after the 30-day window, the control date becomes the date you turn in your application.
Policy
Two pets are allowed per family. No Chows, Doberman Pinschers, Perro de Presa Canarios, pit bulls, Rottweilers, wolf hybrids or any mixes thereof are permitted in PPV housing. No barnyard animals or exotic pets such as chickens, ducks, ferrets, rabbits and reptiles are allowed.
