Legal assistance is available to you and your family. Below, you’ll find information about claims and installation specific programs and services. If you have questions, reach out to the legal assistance program at your installation.
Navy Legal Services Office (NLSO) Mid-Atlantic's primary mission is to provide legal services to support fleet operation readiness. Legal assistance is available to eligible clients seeking assistance with personal civil legal matters. Assistance may include advice, analysis, research, negotiation, notary services, and document review or preparation. Legal assistance also provides services to educate eligible persons and command representatives regarding personal legal rights and responsibilities.
Legal Assistance attorneys counsel clients on numerous topics, but not on any that involve military justice or actions against the United States government. (No felony cases and no military to military issues) This list is not intended to be comprehensive and attorneys may provide assistance on additional matters.
**Active Duty personnel MUST be in uniform of the day to receive services. Active Duty personnel on leave must present leave papers if not in uniform.**

Eligibility for Services
The Legal Assistance Department provides legal assistance services to Active Duty members of the U.S. Navy, U.S. Marine Corps, U.S. Army, U.S. Air Force and U.S. Coast Guard, and their dependents. Assistance is provided to retirees as resources permit. Proper valid military ID is required to receive services.

Powers of attorney, wills and notarizations are the only services provided.

For appointments and information, call 757-433-2249. This satellite office has no on-site attorney. Telephone or video appointments for attorney consultations are available for active-duty service members only. Active-duty service members may inquire during office hours.
RLSO Mid-Atlantic Branch Office, Joint Expeditionary Base - Little Creek/Fort Story, Building 3370. Hours of operation: Monday-Thursday, 0745-1145 and 1245 - 1545, Friday 0900-1245 Call for an appointment at 757-341-4489. You must speak with someone to schedule an appointment. Power of attorney and notary services are the services offered.
RLSO Mid-Atlantic, Naval Station Norfolk, Building A-50. Hours of operation: Monday-Thursday, 7:45 a.m.-3:45 p.m. The appointment line is open Monday-Thursday, 8 a.m.- 3:30 p.m. Leave a message at 757-341-4489 only during times the appointment line is open. Help with wills is on a walk-in basis for all eligible personnel on Mondays, 8-11 a.m. and 1-3:30 p.m. Walk-in service is available on Wednesdays for deploying individual augmentees, and deploying personnel (within two weeks of deploying) in need of a will. Walk-in service is available on divorce, separation and custody matters Tuesdays and Thursdays, 7:40-11 a.m. Power of attorney and notary services are offered on a walk-in basis Monday-Thursday, 7:40 a.m.-3 p.m. Emergencies will be seen any time (emergencies will be determined by the department head)
Children and Divorce
The Fleet and Family Support Center offers a four-hour workshop that addresses the pain and loss in a family breakup from the child's perspective. This class meets the Virginia State Law mandate requiring divorcing parents of minors to attend four hours of parent education. Several other parenting classes are also available at FFSC.

Naval Legal Service Offices provide Personal Claims Act claims packages to prospective claimants and also will provide needed assistance to claimants who require further help in completing claims forms.
PCA claims packages will also be available at all staff judge advocates offices and personal property offices, and will be available electronically at Navy Knowledge Online; Military OneSource and the Packets and Forms section of the Office of the Judge Advocate General website.
Completed claims will be accepted by mail, by fax or via a scanned email to PCA Claims Unit Norfolk/PCA Claims Unit Branch Office Pacific.
The PCA help line at 888-897-8217 is available to assist prospective claimants with the preparation and submission of PCA claims forms and supporting information. The help line is connected to a help desk in the PCA Claims Unit Norfolk, which is manned Monday-Friday, 7:30 a.m.-7 p.m.
