When you arrive at your new installation, you’ll need to follow installation-specific procedures. Each installation and service handles in-processing differently. Here, you can find installation-specific guidelines and a list of documents to bring with you when checking- in. Reach out to the contacts provided if you have specific questions.
Soldiers must bring five copies of their orders, their 201 File, their original and DA Form 31, Request and Authority for Leave Form, to sign-in.
Medical and dental records, finance receipts and paperwork, as well as proper military uniform are required to complete in-processing.

All Soldiers planning on taking permissive temporary duty (TDY) for house hunting must have the installation housing services office located in Building 4305 stamp their leave form on the first available duty day of permissive TDY.

Soldiers arriving for training by air will have to arrange their own transportation from Baltimore/Washington International or Dulles International. Taxis and rental cars are available but expensive. Amtrak offers train service from BWI to the City of Aberdeen a short distance from Aberdeen Proving Ground.
The Directorate of Human Resources and Military Personnel Office are here to assist in your in-processing needs during the COVID-19 pandemic. Service members and Department of Army civilians must report to the Kirk U.S. Army Health Clinic for medical pre-screening prior to starting any in-processing. See Kirk information below. Contact your unit after receiving documentation from Kirk. Provide your Exception to Policy, PCS orders and/or DA Form 31 to the MPD. The majority of in-processing at APG is virtual. If you are filing for Temporary Lodging Expense, you must furnish copies of paid receipts for the lodging used and the certificate of non-availability number. Separate rations will be authorized during in-processing for those whose family members are living with them. If family members did not accompany you to this duty station, the unit must submit a DA Form 4187 to authorize separate rations. Soldiers in the grade SFC through SGM/CSM, regardless of marital or dependency status, will have separate rations started during in-processing.

In order to prevent any undue financial burdens and hardships, it is strongly recommended that any soldiers who are married while en route to Aberdeen Proving Ground report unaccompanied.

All Soldiers are to report to the Military Personnel Office at 8 a.m. the first duty day following their arrival. In-processing activities include: Officer/Enlisted Record update, Casualty document update, Soldier Readiness Processing, DEERS/RAPIDS update, medical, dental, housing, transportation, education, Army Community Service, finance in-processing.

If you are single and had a child while in transit, you must furnish a copy of the birth certificate. If the child is not in your physical custody you must furnish copies of documents to substantiate child support has been paid to start Basic Allowance for Housing.
The travel technician will assist members in completing DD Form 1351-2.
To complete the travel voucher, you must furnish one copy of permanent change of station orders, and one copy of any amendments, endorsements or attachment orders. Also provide a copy of receipts and plane tickets if traveled by air.
Everyone must have a DA Form 31 Leave Form. Ensure blocks 14 a, b and c sign out from old unit and blocks 16 a, b and c sign in to new unit are completed.
If you shipped a privately owned vehicle, you need to furnish a copy of DD Form 788 and the shipping document.
If you did a Do-it-Yourself move, you must furnish DD Form 2278 and all receipts, weight tickets and vehicle registration.
If you have a new bank account, you must furnish a SF-1199A Direct Deposit signed by the financial institution. All payments will be by electronic fund transfer.
If you received Advance Travel and Dislocation Allowance payments with or without dependents, you must furnish a copy of the advance to complete the travel voucher.
If you went on temporary duty en route, you must furnish the DD 1610 TDY Orders or need to ensure TDY is on the PCS orders. Also, furnish one copy of lodging receipts and statement of non-availability if applicable.
