Military Family Housing in the San Diego region is the largest housing complex network in the world. As such, the wait time for base housing can be long, so military families should be prepared to occupy civilian-sector housing for a period of time prior to receiving their military housing assignment.
The Commander, Navy Region Southwest Family Housing Welcome Center at Naval Base San Diego is responsible for assignment of all military families in the San Diego area, including Marine Corps Air Station Miramar and Marine Corps Recruit Depot San Diego. It is highly recommended that each service member and family check in to the CNRSW Family Housing Welcome Center upon arrival to the San Diego area. For more information, please see the CNRSW Family Housing Welcome Center website or contact the center at 619-556-8443.
Eligibility
All officer and enlisted personnel accompanied by their bona fide family members are eligible to apply for MFH and public private venture housing. MFH is limited and must be applied for at the Assignment/Referral Office, located at Naval Base San Diego.
Sponsors with family members designated as Category IV or V in the Exceptional Family Member Program will be housed on a priority basis. Service members whose families are experiencing severe hardships should call the Housing Office for special assistance and services available to them.
EFMP Accommodation
A sponsor enrolled and assigned an EFMP Category IV is entitled to priority assignment to government housing. Housing is located on base as well as in the community areas throughout San Diego County. For specific housing areas, please contact the Navy Housing Office directly at 619-556-8443.
Application Procedures
You will need the following in order to apply for base housing:
Personnel being transferred to a duty station in the San Diego area are encouraged to submit an application for government quarters as soon as they receive orders. Applications may be submitted on the DD Form 1746 or the local housing application form. In each case, a copy of orders must be provided showing date of detachment from present command.
The CNRSW MFH is located at 2625 LeHardy St., Building 3544, San Diego, CA 92136-5182. You can call the MFH at 619-556-8443 or DSN 312-526-8443. The fax number is 619-556-8012. Those applications submitted by mail must be confirmed within 30 days of reporting to MCRD San Diego by checking in with the Housing Office.
Your control date (effective date of application) determines your placement on the housing waiting list. The control date will usually be the date of detachment from your last permanent duty station, provided the application is received within 30 days of your arrival at your San Diego duty station.
Availability
There are 9,040 government houses located at 37 housing sites throughout the San Diego area. Of these homes, 8,569 are enlisted units and 471 are officer units. The largest single housing site is Murphy Canyon Heights with 2,321 units.
Depending on the housing site selected, waiting times can be as little as 0-3 months or as long as 18-24 months. Please see the Liberty Military Housing website for more information on housing availability, size of quarters, waiting time and pet restrictions.
Assignment
The Secretary of the Navy has designated all MFH under the management control of the CNRSW as adequate public quarters. Basic Allowance for Housing is forfeited by personnel occupying this housing.
Assignment for all categories will be made primarily on a first-come, first-served basis. When two or more applicants have the same rank and the same control date, the date of rank of the applicant will govern. You may place your name on the waiting list for one area only. Applicants are given 30 days to change the area they have selected and retain their original control date. If you change the site you selected after 30 days, you will receive the date you changed sites as your control date. You are required to renew your application six months after your application control date, and every six months thereafter, until housed. Failure to renew your application will result in the cancellation of your application.
When you reach the top of the waiting list for the area you requested, you will be offered quarters. You will be given a selection of two units but not necessarily at the same time. Refusal to accept one of the two homes will result in the cancellation of your application. One deferral is permitted for such reasons as a civilian lease commitment, deployment, family not in area or other reasons which constitute a hardship. Deferrals in order to wait for the availability of specific quarters or street will not be authorized.
Once you have been assigned to quarters, you will not be permitted to apply to transfer to other quarters except in the case of a promotion or significant change in family composition.
Applicants requesting reassignment within MFH are required to pass a housekeeping inspection. Failure to pass the inspection will result in the cancellation of the application. You will be allowed three working days to relocate from one set of quarters to another. When you reach the top of the waiting list for the area you requested, you will be offered quarters. You will be given a selection of two units but not necessarily at the same time. Refusal to accept one of the two homes will result in the cancellation of your application.
Since waiting times vary for each housing site and waiting list, please contact the MFH Office for the most current estimate for the housing site waiting list you have selected.
Single Service Member Housing
A limited number of single (or otherwise authorized) service members may be housed in the bachelor enlisted quarters aboard the MCRD San Diego. Please contact the BEQ Office at 619-524-6451 for specifics regarding application.
Pets
Most of the military family housing communities do not allow pets or have severe pet restrictions. There are limited military housing districts which accommodate pets in government quarters. Check the Liberty Military Housing website for specific details.
Housing of all types in the San Diego area is among the most expensive in the United States. Good climate, location and a limited capacity for expansion of housing have contributed to the elevation of housing prices and apartment rental rates. For this reason, it is strongly advised that you take advantage of the one-stop-shopping benefit of the Military Family Housing Office. The MFH Office can assist not only with government housing but also with civilian-sector apartment and home rentals as well as home and condominium purchases.
The Navy Housing Service Center is your contact for any problems you may encounter including discrimination complaints, tenant-landlord disputes or any questions or problems about off-base housing. Staff is available to assist you on a one-on-one basis to make your move to this installation an easy and pleasant one. They can provide a list of rentals with corresponding locator maps and give you information regarding the area in which rentals are located.
