DoD offers various types of programs, such as on-installation child development and school age centers, family childcare for a more home-like setting, and MCCYN fee assistance to make community-based care more affordable for families. The DoD created MilitaryChildCare.com (MCC) to streamline the search for childcare process and connect families to information and quality childcare resources.
MCC places families in the driver’s seat of their childcare search. Families can conduct unlimited, customized searches to find childcare providers close to home or work and request care at any time, from any location. This flexibility allows families to identify all available childcare options, wherever their mission takes them
The demand for care is high so DOD has set a Family Eligibility & Priority system up. The purpose of military childcare is to ensure that eligible military and DoD families have the support they need to be mission ready. To ensure the most mission-critical families have access to military childcare, DoD assigns a priority for care to each family type and uses this when placing children into care. Naval Air Station Whidbey Island Child and Youth Programs (CYP) provide center-based, home-based and recreational services for children 6 weeks to 12 years of age. There are two Child Development Centers (CDC) providing full time day care for children 6 weeks to pre-kindergarten. School Age Care (SAC) provides before and after school care and Day Camps during school and summer breaks for children in Kindergarten through 5th grade. The Youth Center also has a Teen Program open to all children of active duty, retirees and DOD Civilians, in grades 6-12. Teen membership is free and registration is renewed annually. Family Child Care (FCC) provides a home-based care program with flexible hours. Register online at MilitaryChildCare.com.
If you are pregnant and will be needing childcare after your child is born, please create your account and then put your “Unborn” child on our waitlist. You will add the expected Date Care Needed (DCN) based on your child turning 6 weeks old (this can be changed once you have your known date). When you DCN is changed an update will happen but you will continue with your original Date of Care Requested (DCR).

The NAS Whidbey Island Child Development Centers (CDC) are accredited by the National Association for the Education of Young Children (NAEYC) and offer child care for children 6 weeks to pre-kindergarten age. Fees are based on Total Household Income and registration is taken directly at each facility. The Clover Center and the Regatta Center are open to active duty members and their families. Both CDCs are adjacent to the Victory Park housing development.

The Centers are open 6 a.m. - 6 p.m. weekdays.
Programs Offered
The CDCs are primarily geared towards providing full-time child care and hourly care is available on a “first-come, first-serve” basis and can be made 30 days in advance. You must pre-register in advance so your child is ready for hourly child care when you need it. The CDCs use the developmental program model which focuses on play and its importance in a child's learning process. All Navy Child Development Programs are committed to providing developmental care in a motivating, caring environment in which children can explore, create, and learn from other children under the supervision of a highly trained child care provider.
Breakfast, lunch, and afternoon snack are served daily as required by the USDA Food Program.

Some individuals find that center-based child care is not right for their child. To accommodate those individuals, Naval Air Station Whidbey Island also offers a Family Child Care (FCC) Program (formally known as Child Development Homes (CDH)), where caregivers provide childcare services in their own homes. Fees are based on Total Household Income and registration is taken directly at each facility.
Our FCC Program is certified by the Navy Child & Youth Programs to provide childcare to youth from 6 weeks up to 12 years of age. They provide the same level of high-quality care found in our on-base centers but often provide a little more flexibility in services. Some providers may offer part-time, hourly, evening, weekend, and deployment care. Not only are homes required to meet Navy childcare guidelines, many of the homes are also licensed by the State of Washington. All FCC Providers must be certified by CYP and have monthly home visits by our FCC staff along with annual inspections and re-certification. Childcare providers offer developmental programs, received training, and home visits on a monthly basis.

As a working parent, having a safe place for your children to go before and after school provides you with a peace of mind to do your job. The School Age Care (SAC) program is designed to give you that peace of mind.
SAC provides highly structured recreational and educational programs with age-appropriate activities for youth before and after school as well as holiday and summer day camps for ages 5 years (and enrolled in kindergarten) through 12 years of age. Fees are based on Total Household Income and registration is taken directly at each facility. SAC is located at the CYP Youth Center. SAC provides bus service to and from the elementary schools to ensure your child's safety.
SAC hours of operation are Monday - Friday from 6 a.m. to 6 p.m.
