When planning for a move with the military, you might consider moving into government housing. Government housing is owned and maintained by the Department of Defense and is typically on the installation. Eligibility and availability for this type of housing may vary by service member, family size and installation. Learn more about the different options, benefits and discounts that may be available to you through government housing.
Service members with eligible family members must check in with the Housing Services Center in Building 2556 either in person, by phone or by email, within 30 days of arrival. This does not obligate you to move into Public/Private Venture housing. Please contact the HSC for up-to-date information as some entitlements associated with the PCS move can only be ascertained upon checking in with the HSC.
Privatization
Under the Department of Defense (DoD) Public Private Venture (PPV) initiative, military housing in the Pacific Northwest region is privatized. In a PPV, the Navy and a private sector company join forces and resources to form a partnership, making available private funding to build, manage and operate our housing communities. As a resident, you will get all the benefits of living in a safe, nurturing military community plus the efficient service of a professional management team.
Availability
There are currently 1,495 housing units available. The Navy renovated and PPV unrenovated units range from 2, 3, and 4-bedrooms with 950-1400 square feet for the original construction and the more modern style units have 3 and 4-bedrooms with 1700-2200 square feet. Maylor Point (Forbes Point, Maylor Glacier and Coral Sea) are the only housing areas located onboard the installation on the Seaplane Base. All other housing areas are located off base on government property with the majority located just outside the Seaplane Base. Whidbey Apartments and one farm house unit are located just outside the main base.
Average wait times vary according to bedroom entitlement and availability of units within each zoned area. For updated information, contact the HSC to obtain the current estimated wait times.
Exceptional Family Member Housing
When applying for PPV housing, the position on the housing waitlist for family members designated as Category IV and V Exceptional Family Members will be adjusted accordingly to place them directly below the freeze zone (top 10% of every housing waitlist).
Eligibility for housing within these categories does not ensure availability or assignment into PPV housing. There are two-bedroom Americans with Disabilities Act-accessible units in the Rockhill Terrace housing area and two-, three- and four-bedroom accessible units in Victory Park, as well as a few in the modern-style areas. Adjustments may be made as necessary within homes in other areas as required. None of the PPV housing in this area has air conditioning nor are generators provided. Application
You are required to complete and submit the following:
1. Housing application (DDForm 1746)
2. Supplemental to Housing Application
3. Registered Sex Offender (RSO) Policy Statement
4. Intra-Station or Courtesy Move of (Household Goods) Entitlement
5. Information Release Form
6. A copy of your current/up-to-date Page 2 (NAVPERS 1070/602: Dependency Application/Record of Emergency Data)
7. A full copy of your orders (Dual-Military families will need to provide Page-2 and Orders for both service members). If there is a pregnancy, you will be required to provide a doctors statement of pregnancy with the estimated due date. Other documents may be required depending on the applicant's situation. Once HSC receives all documents, you will then be placed on the appropriate waiting list according to either your detachment date from your previous duty station or the date your completed application was received by the HSC Staff (this is if you apply after 30 days of your report no later than date).
Applications can be sent in advance and are available . However, to ensure your application was received, you will need to contact your local HSC. You can also go to the CNIC Housing Early Assistance Tool (HEAT) to request for the required forms and other housing related assistance.

Enlisted E1-E6
Whidbey Apartments (E1-E6) – 74 townhouse-style units located outside the main base, Langley Gate. Units are two or three bedrooms. All are pet-friendly units (two pets maximum).
Victory Terrace (E1-E6) -- Townhouse style, located just outside the Seaplane Base, Maui Gate. All are pet-friendly units (two pets maximum).
Crescent Harbor (E1-E6) – Single-family homes; located outside the Seaplane Base, Torpedo Gate.
Maylor Point (E6) – Single-family homes; 53 units; located on the Seaplane Base. Units have three and four bedrooms and all are renovated. All are pet-friendly units (two pets maximum).
Maylor Point (E6) – Duplex-style homes; 14 units; located on the Seaplane Base. Units have three and four bedrooms. All are pet-friendly units (two pets maximum).
Khaki E7-O6
Maylor Point (E7-O3) – Single-family homes; 114 units; located on the Seaplane Base. Units are three and four bedrooms and all are renovated. All are pet-friendly units (two pets maximum).
Maylor Coral (E7-E9) – Single-family homes; 42 units; located on the Seaplane Base. These units are three and four bedrooms. All are pet-friendly units (two pets maximum).
Maylor Glacier (W1-03) – Single-family homes; 35 units; located on the Seaplane Base. These units are three and four bedrooms. All are pet-friendly units (two pets maximum).
Forbes Point (O4-O5) – Single-family homes; 37 units; located on the Seaplane Base. These units are three and four bedrooms. All are pet-friendly units (two pets maximum).
Farmhouses (O4-05 plus designated CO of NASWI) – Single-family homes, 3 units, two located on the Seaplane Base and one on the NASWI Golf Course grounds.
Service members checking into Unaccompanied Housing (UH) must report to the Unaccompanied Housing office in Bldg 380 Princeton St., Oak Harbor, WA 98278, 24-hour phone line is (360)257-5513. All residents are required to complete the Resident Sex Offender Addendum RSO Policy Statement and the Unaccompanied Housing New Resident Orientation. This facility is open 24 hours, 7 days a week.
Single personnel E-4 and below are housed in Unaccompanied Housing (UH). There are NO Bachelor Officer Quarters (BOQ) facilities. Laundry rooms, lounges and vending machines are available in each building. There are 11 UH buildings onboard NAS Whidbey Island with a variety of room styles and are within walking distance of the galley, flight line, and recreation facilities. Cooking and smoking are not allowed in any bedrooms; there are designated smoking areas. Guest policies for all UH residents are posted at each UH entrance. There are many housing options off the installation from apartments to houses to mobile homes. Most rental properties require a 6- to 12-month lease. Be sure your lease includes a military clause. There are very few furnished rentals available.
Eligibility
The UH is programmed to house single service members in pay grades E4 and below. Single E-5 and above are not required to live in UH. To live off base, a service member must route a request chit through their command and the command will send it to Personnel Support Activity Detachment (PSD) to process the BAH. PPV housing is an option for single active duty service members if available; however, active duty members with dependents have priority. Geographical bachelors (GB's) are considered on a case-by-case basis and must have an approved GB Package before a service member can occupy a bed in UH and is subject to availability.
It is strongly recommended you submit your application for GB before you arrive. Temporary lodging needs prior reservations. Please call Navy Gateway Inns and Suites 360-257-2038. Your incoming command can assist you with the application procedures, as all applications must be submitted via your incoming command.
Pets are NOT allowed in UH.
