When planning for a move with the military, you might consider moving into government housing. Government housing is owned and maintained by the Department of Defense and is typically on the installation. Eligibility and availability for this type of housing may vary by service member, family size and installation. Le Mesa Village Housing

Pineview Townhomes (legacy homes), 156 homes, civilian and foreign military service: The townhomes are three bedrooms only; four to five homes share a wall (row houses). Square footage ranges from 1,171 to 1,228. Some have fenced yards and some are without a fence. There are four different floor plans. They all have one dedicated parking space. The rent is a flat rate which is your BAH rate (please refer to current market and FMS rates); all utilities (gas, electric, water, sewage and trash) are included.
Terrace Oaks (renovated homes), 94 homes, E5-O6: These homes were renovated in 2011-12. We have two-, three- and four-bedroom homes available in this area. Laminate wood flooring in the living room, dining room and kitchen; carpet in the hallway and bedrooms. Square footage ranges from 932 to 1,298, with a fenced yard. Some have a one-car garage, some have a driveway with a carport, and some just have a driveway. Basic allowance for housing equals rent and all utilities (gas, electric, water, sewage, trash) are included.
Terrace Oaks (partially renovated homes), eight homes, unaccompanied personnel housing, E5-UPH and O6: These three-bedroom homes were partially renovated in 2011-12. They have a square footage of 1,089, with a fenced yard and covered carport; washers and dryers are installed and hooked up, ready to be used (we also maintain the washer and dryer). Please refer to market rate; all utilities (gas, electric, water, sewage and trash) are included.
Wherry Grove (new), 144 homes, officers O1-O6: These three- and four-bedroom homes were built in 2005-06. The square footage ranges from 1,722 to 2,160. All new homes have a two-car garage and a fenced yard. BAH equals rent. Gas and electricity run on a baseline, which has a $15 over/under lead way. BAH covers up to that baseline.
Capehart Forest (new), 125 homes, O4-O6: The three- and four-bedroom homes were built in 2006-07. Square footage ranges from 1,722 to 2,421. All new homes have a two-car garage and fenced yard. We have six homes with 2,421 square feet. These particular homes are for key and essential personnel, i.e., commanders, command sergeant majors, etc. They are located in the cul-de-sac on Biddle Road. BAH equals rent. Gas and electricity run on a baseline, which has a $15 over/under lead way. BAH covers up to that baseline. Water, garbage and sewage are all included. If resident usage is above that baseline, residents will receive a bill to pay; if it falls below the baseline, residents will receive a refund in the mail.
La Mesa Cliffs (new), 50 homes, O4-O6: These three- and four-bedroom homes were built in 2012-13. Square footage ranges from 1,722 to 2,089. All new homes have a two-car garage and a fenced yard. BAH equals rent. Gas and electricity run on a baseline, which has a $15 over/under lead way. BAH covers up to that baseline. Water, garbage and sewage are all included. If resident usage is above that baseline, residents will receive a bill to pay; if it falls below the baseline, residents will receive a refund in the mail.
Defense Language Institute/Presidio of Monterey, 37 homes, E7-O6: These homes were built in 1902 (historical homes) and are dedicated to key and essential military personnel. Two-, three-, four-, five- and six-bedroom homes with square footage ranging from 1,224 to 4,292 are available. All homes have a small garage (a stable transformed into a garage) with a manual door and a fenced yard.
Naval Post Graduate School, four homes, O4-O6: These homes were built in the 1940s and are dedicated to key and essential military personnel. Square footage ranges from 1,632 to 4,192. All homes have a one-car garage and a fenced yard. BAH equals rent, with all utilities included.
Fort Ord Village Housing Detail
Marshall Legacy, 353 homes, UPH, E5-O6 and civilians: These are Legacy single-level ranch-style homes originally built in the late 1950s early ’60s. They have never been renovated but have been maintained since then. There are three- and four-bedroom homes located in this area; square footage for three-bedroom homes is 1,046; square footage for four-bedroom homes is 1,213; all have fenced yards. The homes have a driveway with a covered carport and outdoor storage in the patio area (no garages), but most have a carport. Military market rent or full BAH, whichever is cheaper, with all utilities included. Civilians will pay the market rate, utilities not included.
Doe Park, 324 homes, E5-O3: New homes built in 2010-11. Square footage for three-bedroom homes is 1,722 to 1958, and four-bedroom homes from 2,062 to 2,180. All new homes have a two-car garage and a fenced yard. BAH equals rent. Gas, electricity and water run on a baseline, which has a $15 over/under lead way. BAH covers up to that baseline. Water, garbage and sewage are all included. If resident usage is above that baseline, residents will receive a bill to pay; if it falls below the baseline, residents will receive a refund in the mail.
Fitch Park, 213 homes, E5-O6: The square footage for these three- and four-bedroom homes ranges between 1,722 and 2,180. Forty-one homes are reserved for key and essential residents as identified by command. All new homes have a two-car garage and a fenced yard. BAH equals rent. Gas and electricity run on a baseline, which has a $15 over/under lead way. BAH covers up to that baseline. Water, garbage and sewage are all included. If resident usage is above that baseline, residents will receive a bill to pay; if it falls below the baseline, residents will receive a refund in the mail.
Hayes Park, 160 homes, E1-E4: Square footage for these homes ranges from 1,430 to 1,895 and they all have a two-car garage and fenced yard. BAH equals rent. Gas and electricity run on a baseline, which has a $15 over/under lead way. BAH covers up to that baseline. Water, garbage and sewage are all included. If resident usage is above that baseline, residents will receive a bill to pay; if it falls below the baseline, residents will receive a refund in the mail.
Stillwell Legacy, 444 homes, UPH, E1-E6 and civilians: These are Legacy single-level ranch-style homes, not renovated. There are two-, three- and four-bedroom homes located in this area, square footage for three-bedroom homes is 1,046; square footage for four-bedroom homes is 1,213; some have fenced yards. The homes have a driveway with a covered carport and outdoor storage in the patio area (no garages). Military market rent or full BAH, whichever is cheaper, with all utilities included. Military members assigned to the Monterey Peninsula live in military housing in the Ord Military Community (formerly Fort Ord). Service members are required to sign an agreement with Pinnacle Michael's Management services, the contractor responsible for operating Monterey Bay Military Housing. Housing off post is extremely expensive, with families required to pay the first and last month’s rent, plus a deposit. People with pets are usually required to pay an additional deposit, plus a monthly fee.
Currently FT. ORD is under-going construction on the older homes and newer homes have been built in the Ft Ord area..

International Students
International students who receive pay equivalent to U.S. BAH should refer to their equivalent rank band area for housing information. If the resident is part of the FMS program, there are select homes available within older La Mesa Housing. Once this area is full, the family can choose to live in Marshall Park at the FMS rate. The FMS student can also choose to take a new home by paying full U.S. BAH equivalency. The primary office is La Mesa Village at 831-644-0400.
Presidio of Monterey and Naval Post Graduate Historical Housing
These 47 homes are reserved for key and essential residents as identified by command. The primary office is La Mesa Village at 831-644-0400, option 2.
Payment for Housing
The majority of residents pay their rent via an allotment that is set up when they sign their leases. This rent is in arrears, so the pro-rate is required upon move-in and the first allotment is taken out at the end of the first full month. Marines and members of the Coast Guard will need to fill out a start allotment form at their local management office. Members of the National Guard, Coast Guard and Reserves will also need to come in and fill out an electronic funds transfer form. If a resident chooses to pay by check or money order, they must pay a deposit and pay up front.
La Mesa Village Housing has 708 total homes with two-, three- and four-bedroom homes available. Call The Parks of Monterey Bay at 831-644-0400, option 2,, or contact Government Housing at 831-242-7979/5702. There is currently a waiting list for housing, so call as soon as you receive orders. You cannot have an application in for La Mesa and for Fort Ord at the same time; you must choose.

All homes in Government housing will receive your basic allowance for the housing (BAH), equals rent, so all of your BAH will be used for housing. Gas and electricity are run on a baseline, which has a $15 overage clause. You must ask if this option is available. BAH rent payment covers up to the baseline; if usage is above the baseline, residents will pay for the overages. Water is also on the baseline currently in Doe Park only; all other communities will go to this in the future. Residents will be notified prior to changes taking effect.
The Parks at Monterey Bay offers two-, three- and four-bedroom homes to military families and single service members. the Michaels organization, a public/private venture, combined forces in offering 2,500 updated units in two residential areas, Fort Ord and La Mesa. Single Service Member Housing
Consolidated bachelor quarters are available at the Naval Postgraduate School's newly renovated rooms in the historic Del Monte Hotel, now renamed Herman Hall. The CBQ prioritizes reservations for military and Department of Defense civil service on temporary duty travel or permanent change of station orders.
Space "A" rooms will be offered, when available, at 3 p.m. each day, for the current night only. Reservations can be made at 831-656-2060 or 831-656-2069.
Soldiers who have just finished their basic combat training, and who are reporting to the Defense Language Institute as their first long-term duty assignment, need to be aware that they will go into Phase IV of their initial entry training here at the Presidio of Monterey. This means that, for their first four weeks here at the Presidio, they will be restricted to post, living in the barracks, and not allowed to wear civilian clothes or operate a privately owned vehicle, during that time. This can significantly complicate settling a family or moving into government-provided quarters. Married soldiers who are coming to the POM directly from basic training are strongly encouraged to arrange for the movement of their family members here to the POM after, rather than during or before, their first four weeks here at DLI. Make sure that your family has been registered in DEERS before moving.
There is an enlisted single sailor dormitory located on the NPS. Single sailors E-4 and below are given priority to reside in the dormitory, but can, with command approval, reside off the installation. E-5 and above single sailors can elect to reside off the installation. Enlisted geographically separated bachelors can reside in the dormitory, but single enlisted sailors are given priority.
The cost of off-installation housing is high because Monterey is a resort and high cost-of-living area. The average monthly rental cost for an unfurnished one-bedroom, one-bath studio apartment is $950 and higher. Average utility costs are $200 per month. Many apartments require that you sign a one-year lease and put down a deposit.
There is currently availability for all unaccompanied service members. Ranks E1-E4 can choose to live alone in Lower Stillwell in a two-bedroom apartment at basic allowance for housing or can choose a three-bedroom apartment at the flat-rate rent. If no two-bedrooms apartments are available, they will upgrade a service member to a larger size pending availability. Ranks E5-E9 can choose to live alone in Marshall Park at BAH or the flat rate, whichever is lower. Ranks O1-O6 can choose to live in La Mesa Cliffs or Pineview Townhomes at BAH or flat rate, whichever is lower. They allow service members to choose to live together at the flat-rate rents.
The housing of single service members is controlled by each service unit. There are currently barracks located on the POM. However, if the unit allows the service member to live off post, The Parks at Monterey Bay does have homes for single service members.
