When you arrive at your new installation, you’ll need to follow installation-specific procedures. Each installation and service handles in-processing differently. Upon arrival, service members are required to report to their individual command. If your command is deployed, please call the NAF Atsugi command quarterdeck at DSN 264-2433 or CDO 080-9207-7867.

All incoming personnel must sign up for the Area Orientation Briefing and Intercultural Relations session, a mandatory indoctrination as directed by the NAF Atsugi commanding officer. As of July 18, 2023, all personnel assigned to NAF Atsugi and its tenant commands are required to attend the AOB/ICR course in addition to the Driver's Safety/License, and SAFETALK class in order to receive a status of forces agreement driver's license. No one will be issued a SOFA driver's license until they have completed the proper requirements and passed the written exam. This applies to all active-duty service members, Department of Defense civilians, DOD Education Activity personnel, civilian contractors and their family members. Reservations for the AOB/ICR session can be made by your sponsor at the FFSC up to six months in advance of your arrival. Children under the age of 18 are not allowed in the classroom. Personnel are required to be appointment-free the week of AOB/ICR. Reservations can also be made in advance at the Child Development Center for day care if needed. Command Sponsorship
Once you have received orders to NAF Atsugi, you should be contacted by a command sponsor from your new command. If for some reason you have not received an email or phone call from your sponsor, please reach out to your new command and ask to speak with the command sponsorship coordinator.
Command sponsors can provide you with important information and tips on traveling and lodging, can assist with reservations for lodging and for child care at the Child Development Center, as well as enrollment in the AOB/ICR. Advance reservations are vital to ensure the CDC has the appropriate staff available for that week.
Please note that at least one parent must attend the CDC orientation prior to enrolling your child in daycare.
Additionally, your command sponsor can give important advice to help you make well-informed decisions on topics such as bringing your privately-owned vehicle, household goods and appliances or pets and can provide information about living in town versus living on base.
Again, if you have not been contacted by your sponsor within a few weeks of receiving orders, please reach out to your command to be assigned a sponsor.
Area Orientation Brief & Intercultural Relations Class
This training is MANDATORY for all military, DOD civilians, and SOFA sponsored adult family members arriving to commands in Atsugi within 30 days, in accordance with COMNAVFORJAPANINST 1740.5A. It ensures newly reporting personnel understand and are fully aware of all CNIC policies, programs, services, responsibilities and facilities.
For ICR Waiver
All military and civilian personnel, their spouses and adult children are required to attend the Area Orientation Brief / Inter-Cultural Relations (AOB/ICR) class held by the Fleet and Family Support Center. AOB is mandatory for ALL new arrivals.
The following list is a guideline for who needs to attend AOB/ICR:
WAIVER REQUEST SUBMISSION:
Please inform FFSC that you are requesting a waiver for a Japanese Spouse by providing a first and last name of the spouse, command, and date of arrival.
WAIVER REQUEST PROCESSING:
If the waiver is approved:
Member may contact the FFSC to request class registration for AOB Class Only status. Upon completion of the AOB Class, the AOB facilitator shall issue an AOB completion certificate.
If the waiver is disapproved:
Member may contact the FFSC to request class registration for AOB/ICR.

***Child care reservations should be made prior to attending AOB/ICR and as far in advance as possible. Age limits and contact numbers for each of the centers are outlined in sheet after the schedule.

Tuesday- Driver safety course, facilitator will discuss schedule with class during AOB (civilian attire ok) 8:30 a.m. to 11 a.m.
Tuesday- Safe Talk Suicide Prevention, class will be held in the base Chapel (civilian attire ok) 1 p.m. to 4 p.m.
Wednesday-ICR, 8:15 a.m. to 4 p.m., BLGD 949, RM 129 (civilian attire ok)

We recommend that Navy personnel assigned to Naval Air Facility Atsugi make reservations for temporary lodging/billeting in advance. **Announcement of temporary closure*** Navy Lodge is currently not taking reservations due facility renovations. For primary PCS lodging arrangements please contact the Atsugi Navy Gateway Inns & Suites at 877-NAVYBED/877-628-9233 or DSN: 264-3696/011-81-467-63-3696. The months of June, July and August are the busiest month for reservations. Military personnel who have orders to NAF Atsugi have priority for rooms. Pets are allowed on a very limited basis. Camp Zama and Atsugi Base have limited kennels. Advanced reservations are highly recommended.
The member should be given directions to his/her bachelor enlisted quarters. If not, please check in at the Combined Bachelor Housing Office located in Building 1290, next to McDonalds, DSN 315-264-3440, international 011-81-467-63-3440. Please have your sponsor notify combined quarters as soon as possible of your pending arrival. This will help the staff place you in a permanent party room upon arrival.

If you get married before you PCS or while in route, you must inform your commanding officer and follow the procedures exactly as you are given them. The military will not pay for the travel and housing of your spouse if you do not follow the proper procedures. Dependents will not be allowed unless command authorization or family entry approval is given.
A copy of your orders is needed for check-in, but if you are bringing family members be sure to have the approved Family Entry Approval and passports prior to leaving for Japan. Your current command is responsible for obtaining FEA. It is required that you have an official "no-fee" passport and recommended to obtain a regular/tourist passport prior to arrival. You will also need the below listed documents to start your allowances during the check-in process.
If you want to take leave in Japan please submit the proper request to your gaining command. Some allowances may not be paid if you have not checked into your gaining command.
