Legal Services

Limited legal assistance is available, free of charge, at the Naval Air Facility Atsugi legal office.

Types of Services

Services cover personal legal needs in the following general areas:

• Powers of attorney
• Notaries
• Affidavits
• Marriage in Japan
• Claims applications
• Immigration and naturalization

Powers of attorney and notary services are available every Tuesday and Wednesday from 1:30 to 3 p.m. with no appointment necessary. All services are available to active-duty service members, military retirees, Department of Defense civilians and all family members. You must present two valid forms of photo identification (military, dependent, driver’s license, passport, etc.)

The general office hours for other legal issues are 8:00 a.m. to 4 p.m. Monday through Friday. The legal office is located at NAF Atsugi Headquarters, Building 949 on the third floor. Please contact DSN 315-264-3692 for more information.

Additionally, services are available at the Region Legal Service Office located at Fleet Activities Yokosuka and Camp Zama.

Types of Services

In addition to the NAF Atsugi services, the RLSO office in Yokosuka can cover personal legal needs in the following general areas:

• Wills and estate planning advice
• Adoptions and name change advice
• Domestic relations advice including divorce, legal separation, annulment, custody and paternity
• Nonsupport and indebtedness including communication, correspondence and negotiations with another party or lawyer
• Basic tax advice and assistance on federal, state and local taxes
• Consumer fraud and abuse advice, including identity theft
• Military rights and benefits, including Service Members Civil Relief Act advice and assistance
• Immigration and naturalization
• Real estate
• Landlord-tenant relations, including tenant advice concerning review of personal leases and communication and correspondence
• Small claims court civil suits including preparation of correspondence and certain documents (without prior retaining of civilian counsel)

Hours: 8 a.m. to 3 p.m. Monday through Thursday, the first Friday of every month from 8 a.m. to 12:30 p.m. and Notorary Services Monday through Friday 8:39 a.m. to 12:30 p.m. every

Japanese Legal Advisor

A Japanese legal advisor is also available for assistance to those who have questions or problems concerning:

• The Japanese civilian community, including the status of forces agreement
• Japanese criminal law
• Divorces and adoptions
• Real estate matters
• Other issues that may arise in one's personal daily contacts with the local community

The Japanese legal advisor is available five days a week.

Claims Services

For household claims, we recommend you deliver the DD Form 1840 (notice of loss or damage) to your local personal property office within 70 days of delivery of your household goods or your claim will be reduced or denied. A power of attorney is recommended if a military service member is deployed.
