Programs and services are available at most installations for children up to age 12. Care may be provided in Child Development Centers, School Age Care Programs, and Family Child Care Homes. CYS mission is to provide a seamless delivery of quality care and services for eligible children and youth, 6 weeks through 18 years of age, that enhances readiness and well-being of the workforce and their families by reducing conflicts between parental responsibilities and their on the job mission requirements.
The Department of Army is committed to providing their Families with the highest quality child care available and expects Army Child, Youth and services (CYS) programs to achieve this benchmark. To attain and ensure this commitment to quality, the Detroit Arsenal CYS program has received DoD certification.
Registering with CYS Services
All children/youth must be registered with CYS prior to enrolling in a CYS offered program or class. Completing all required paperwork on each child ensures we have all the needed information to provide safe quality care for each child/youth. Parents and CYS staff share responsibilities in seeing that each child/youth is current on their registration. Parents must enroll each child/youth, update information as necessary, annually re-register and update forms in the parent Central Office.
Registration is good for one year, and is transferable form installation to installation (Department of the Army). The registration process should take between thirty to forty-five minutes. All registration appointments can be arranged through Parent Central Services.
All patrons will need to complete a desk side registration and will be asked to show proof of eligibility by any of the Following options: DOD ID Card (Military, civilian, Contractor assigned to the installation) or reservist/guard on active duty orders.

Registration
Central Registration serves as a "one-stop" registration office. All Child and Youth Services (CYS) programs require registration annually through our office. We work on a walk-in basis, but appointments will ensure adequate assistance in enrolling your children. Call 586-282-9122 or stop by at the CDC in Building 205, Monday through Friday between 6:00 a.m. and 5:30 p.m.
Completion of all required paperwork on each child ensures that we have all of the necessary information to provide safe quality care. Parents and CYS staff have a joint responsibility in seeing that each child is current on their registration. To register your child you will need:
Costs
Fees are based on Total Family Income (TFI) and are calculated utilizing patron Leave and Earnings Statement (LES) pay stubs and/or most current income tax statement. Parents must complete the DoD Application for Fees upon enrollment and then annually upon re-registration. Copies of each parent's most current LES must be used to determine TFI. Fees are based on a sliding scale.
Waiting List
The goal of CYS is to provide each spouse with a childcare option that meets their needs. Because there are a limited number of spaces in our delivery system, it is necessary for Families to be placed on a waiting list when a CYS program spaces are full. The waiting period is different for each program and may fluctuate due to various factors. A service member does not have to register prior to being placed on the waiting list. Child, Youth and School Services Programs
Currently there are two army operated CDC's which provides quality developmental programs for infants, pre-toddlers, toddlers and pre-school age children on a regularly scheduled basis for 5 to 12 hours per day. When children are enrolled in the full day program, a schedule of planned activities will enable them to develop and grow in a caring, nurturing environment.

Hourly Care
Hourly care options are available on a limited basis in CYS programs to include Child Development Center, School Age Services and Homes off Post. Reservations are available for parents who are in need of care on intermittent basis for children ages 6 weeks to 5 years of age (all year) and children 6 years to 10 years of age (during the school year while school is in session). These services are available Monday through Friday and hours may be limited. To make reservations call 586-282-9122.
Respite Care
Respite Child Care is a program that CYS in coordination with Exceptional Family Member Program (EFMP) provides a temporary rest period for family members responsible for regular care of children with disabilities.
Families of deployed Soldiers serving downrange and Warriors in Transition, 16 free respite care hours – per child, per month – is provided to give parents time to take care of personal needs, such as doctor’s appointments and errands. Care starts 30 days before deployment and ends 60 after return. Call 586-282-9122 for more information about Respite Care.
Special Needs Children
CYS has a Special Needs Accommodation Process (SNAP). If your child suffers, for example, from allergies or Attention Deficit Disorder, or has been diagnosed with a physical or psychological condition, this accommodation process brings together child care professionals, physicians and counselors to determine how CYS can best meet the needs of the child. All Families are required to fill out the Special Needs Health Screening Tool form. The form will be provided with in the CYS registration packet. For more information call 586-282-9122.

School Age Services (SAS) Programs
SAS provides a caring and supervised atmosphere where children enjoy fitness and health activities, cooking projects, 4H clubs, and field trips directed and self-directed activities at the USAG-Detroit Arsenal SAS facility. Children can create unique arts and crafts projects, complete their homework and stretch their young muscles on our playground. The program operates during school holidays (except for Federal Holidays), teacher in-service days and during school vacations and during the summer according to Warren Consolidated School District calendar.

During Christmas, spring, and summer breaks regular SAS patrons will pay camp fees. During school breaks, the SAS program provides full day camps which include breakfast, lunch and snack as part of the program. The Child and Youth Sports program is dedicated in providing professionally managed programs and a wide range of opportunities that meet the developmental, educational, leisure, recreational, physical and social needs of our children and youth. Youth Service’s goal is to provide a safe, healthy environment with programs that promote the well-being of youth. We strive to assist youth in acquiring the knowledge, skills and character that will enable them to become independent, productive, contributive members of society. Currently youth programs are held at the following partnership schools; L'Anse Creuse Public Schools and Anchor Bay Community Schools.
