Resources are available to help you understand and manage your finances, including one-on-one financial counseling to assist you and your family with financial readiness. Services are designed to focus on money management issues throughout your active-duty lifecycle and into retirement. Financial readiness educational opportunities range from basic planning to long-term investing. Check out the information below to see what’s available at your installation.
Most people are so busy with day-to-day living and do not take the time to acquire the financial education necessary to secure a better and more prosperous future.
Marine and Family Programs, personal and professional development branch, personal and professional development and the personal financial management program offer financial guidance to those experiencing money management difficulties or for those who wish to be in control of their finances, or looking on how to invest for their future. Financial planning seminars and workshops are being offered bi-weekly.
Financial counseling is available to individuals, couples and groups. Topics discussed range from checkbook balancing and basic budgeting to home buying, selling and investments. Educational workshops cover topics such as:

The purpose of advance pay is to give funds to a service member to meet extraordinary expenses incident to a permanent change of station. It is intended to assist with the out-of-pocket expenses, not typical of day-to-day military living, that precede or exceed reimbursements incurred in a member’s change of duty locations.
An advance of pay is not authorized for specific out-of-pocket expenses covered by advances of other allowances and entitlements including travel allowances and per diem, Overseas Station Housing Allowance, Basic Allowance for Housing and Dislocation Allowance. The service member's commander has a responsibility to ensure a pay advance is used only to help the financial burden of a PCS.
A service member may be paid an advance of basic pay not to exceed three months less deductions. Service members are normally required to pay this advance back in the form of a pay deduction over a 12-month period.
If you are facing a PCS, be sure to contact your pay office to determine if you will benefit from an advance on your pay.

Bring enough money to cover expenses such as food, rent deposits, and temporary lodging, whether it is on base or off base. Also, allocate enough funds for expenses for which you will be reimbursed when you settle your travel claim with Disbursing. Car Insurance
The minimum liability insurance required in California for private passenger cars is $35,000. It’s broken down into three categories:
$15,000 for injury or death of one person
$30,000 for injury or death of more than one person
$5,000 for damage to property
It's easy to remember these as 15/30/5.
This is the absolute minimum insurance you can carry and still drive your car. Most people buy more coverage than this. Your insurer may recommend coverage in the range of 100/300/100.

Developing a Spending Plan — basic budgeting, personal savings plan, paying bills on time
Tackling Debt — the consequences of not paying debts, effects of bankruptcy
Basic Banking — reading leave and earning statements, how to select a bank, types of checking and saving accounts
Credit Management —establishing credit, choosing credit cards, understanding APR and finance charges
Ethical Financial Behavior — determining the difference between want and need
Car Buying Maneuvers — buying vs. leasing, how much monthly cost of new or used vehicle you can afford
Home Buying Preparation — appraisals, mortgages, financing and escrow
