Housing options are available to your unique situation including: housing for families, single service members, families that are enrolled in the exceptional family member program, pet owners and unaccompanied personnel. Your orders direct you to check in with the base Housing Service Center before signing a housing/apartment lease.
There are no mandatory check-in procedures for housing. Families desiring PRIVATIZED housing are encouraged to go to base housing upon arrival. Balfour Beatty’s Resident Specialist will help you select the perfect home for you and your family. They will discuss your requirements, including family size and location. They will set an appointment with you to visit available homes at your convenience. Simply contact the Resident Specialist at 904-908-0821 or stop by the Management Office located at Building 960 Ballard Ave., Jacksonville, Florida 32212.
Once you have selected a home, you will complete the required paperwork with the Family Housing Office. BBC Resident Specialists will explain all the details and assist you with the process. Feel free to download the required documents in advance.
Balfour Beatty Communities goal is to make your move as seamless as possible. A Resident Specialist will help you every step of the way, from home selection, to lease signing, to the actual move-in.
Government Family Housing is available on board NAS Jacksonville. All of the housing is privatized through Balfour Beatty.
Congress established the Military Housing Privatization Initiative (MHPI) as a tool to help the military improve the quality of life for its service members by improving the condition of their housing. NAS, Jacksonville has privatized housing managed by Balfour Beatty Communities.
Balfour Beatty Communities (BBC) welcomes you to “sunny” Jacksonville, Florida. A place where you and your family can experience almost everything a flourishing metropolis has to offer – cafes, boutiques, museums, galleries and of course, the Jacksonville Zoo. The hub of the entertainment district is the Jacksonville Landing in the downtown area on the St. Johns River, where you will find a festive mix of shops, restaurants and hundreds of entertainment events annually.
Balfour Beatty offers close to 430 family homes to meet the needs of the active duty fleet in the area. These homes are located in two different neighborhoods; Patriots Point and River Oaks. Patriots Point and River Oaks are both located aboard NAS, Jacksonville.

Pet Policies
Pets must be spayed or neutered and have an ownership microchip inserted prior to moving into housing. Microchip insertion can be done at the NAS, Jacksonville Veterinary office. BBC has a list of restricted pets; some of the restricted pets are outlined below:

Departing Residents
Once the resident knows they will be moving they must notify the Community Management Office (CMO) of the intent to move out as soon as possible but just remember a 30 day notice is required unless otherwise provided in the Lease. The CMO will provide: a "Notice to Vacate" form and schedule your Pre-Move-Out and Final Inspections. They will review the requirements and standards for cleaning and discuss your options prior to the move-out date.
BBC has a “Rewards Program”, to find out how you can earn a $100 credit on your move, just ask a Resident Specialist for details.
Eligibility
Assignment is predicated upon your needs and availability. Your date of eligibility is determined by your date of detachment from your last permanent duty station, provided you check in and apply for government housing within the first 30 days after your arrival at NAS Jacksonville.
Exceptional Family Member (EFM) Housing
The Exceptional Family Member Program is a mandatory program to support families with special needs. Various physical, emotional, developmental, and educational special needs may require enrollment. There are six categories of EFM identifying the level of special care required. Family members designated as Categories 4 and 5 are severely disabled and permanency in living arrangements is desirable. EFM housing assignments are made at the discretion of the Family Housing Welcome Center. Once an EFM family has been assigned to Military Family Housing, they are not automatically eligible for priority relocation when they have a change in status, such as family composition or pay grade. Requests for priority relocation should be submitted in writing via the service member's command to the appropriate housing office. Balfour Beatty Communities does not have generators. Information on generators for EFM Families can be obtained from the FFSC, EFMP Liaison at 904-542-5196 or DSN 312-942-5196.
Single Service Member Housing
Privatized and Non Government Housing are available for Single Service Members who are authorized to live in housing.
Single E-1-E-3 personnel are required to live in the Combined Bachelor Quarters (CBQ). Single E4 & below personnel with less than 4 years of service reporting on Permanent Change of Station (PCS) orders to NAS, Jacksonville, are authorized to live the CBQ. Request chits from E-4 personnel requesting to reside off-base will be considered on a case-by-case basis and must be requested by Special Request Chit through their specific commands. If you have questions about your entitlements, please contact the Combined Billeting Office at 904-542-8195 or DSN 312-942-8195. Junior Officers call the Transient Visitor Quarters (TVQ) at 904-542-3138/3139 or DSN 312-942-3138/3139 for billeting information. See some of the CBQ restrictions below:
We do not have berthing available for single E-5 and above personnel on PCS orders to NAS, Jacksonville. We can house those E5 and above personnel in our TVQ for up to 30 days "at cost". You may contact the Reservation Office at 904-542-3138/3427 or DSN 312-942-3138 for more information.
There are very limited spaces for E5 and above Geographical (Geo) Bachelors. The rooms are multiple occupant rooms with common bath facilities. It is strongly suggested you contact the CBQ prior to accepting orders, if billeting is an issue. Don’t just assume you will get Geo-Bachelor Housing. Temporary Lodging
Service members arriving with families, check with the Transient Visitors Quarters (TVQ) for availability of temporary billeting contact phone is 904-542-3138/3427 or DSN 312-942-3138. Heritage Cottages are available for short-term lodging on base. They are furnished 2-Bedroom units with screened porch that sleep six. Cost is $69.00 a night. Contact the TVQ for reservations. Additionally, Jacksonville has unfurnished and furnished facilities that are centrally located off base; interested individuals should check with Family Housing Office at 904-542-2996 or DSN 312-942-2996.
Jacksonville it is a buyer’s market. You can receive financing through the Federal Housing Administration (FHA) or Veterans Affairs (VA) with little or no money for qualified borrowers. It is advisable to have a mortgage professional take a quick look at your finances to determine the feasibility of buying a home. With most realty companies a five minute telephone interview can give you insight into the possibility purchasing a home. If you choose buy, remember the mortgage interest and property taxes are deductions on your tax return.
Consider your Basic Allowance for Housing (BAH) when tallying your budget for housing. Basic Allowance for Housing is a tax-free housing allowance that is provided to military members who are authorized to reside off base at government expense. BAH amounts are determined by location, rank, and whether or not the member has family members. Fleet and Family Support Center offers a Home Buying Class; to register or get community resources on home buying, reach out to one of the FFSC’s Personal Financial Managers at 904-542-5635 or DSN 312-942-5635.
Department of Defense relies on the local community to provide a large portion of housing occupied by military personnel and their families. If you choose to lease; there are a large number high quality, affordable rentals from condominiums to homes.
Military housing tenants are protected by the same state and federal fair housing and consumer protection laws as civilian tenants. Due to the DoD's authority to relocate military members to new assignments without their consent, Congress enacted legislation that permits military tenants to lawfully terminate rental contracts early without penalty when they receive military orders to relocate. In time of war, members may be deployed for extended periods without the worry of paying rent on units they do not occupy. Contact the Navy Legal Services Office for information on protections afforded by the Service Members’ Civil Relief Act (SCRA).
Housing Service Center (HSC) -- The HSC is your contact for any problems you may encounter such as discrimination complaints, tenant/landlord disputes, or any questions or problems about off-base housing. The HSC will provide you a list of rentals with corresponding locator maps and give you information regarding the communities in which the rentals are located. All renters should carry renters insurance against fire, theft and other damages. The property owner's insurance will cover the property but not the renters personal property. Transfer coverage after you arrive.

Off Base Housing
NAS Jacksonville has the Rental Partnership Program available at several apartment complexes and some individual homes. This program provides a discounted rent, no application fees, no credit check, and in the apartment complexes, no security deposits. To get these benefits, you must pay your rent by allotment and sign and fulfill a 7 or 12 month lease. You will have to have a current LES and a copy of your orders to apply for the program.
Single Sailors are eligible for Rental Partnership, either as an individual renter, or with a roommate. In the roommate situation, one of the tenants pays all of the rent and the roommate does an allotment to that person's bank account for their part of the rent.
Reservations are accepted up to one year in advance for active duty and 180 days in advance for retired/DOD.
The RV Park is intended to be a recreation facility and not for long term camping. One single reservation is a maximum of 30 days based on availability. The customer can link up to six 30-day reservations together. If a customer stays the maximum of 180 days, then 4 months must pass before they can make another reservation. All reservations are based on availability
Forty-two sites are located on the corner of Birmingham Avenue and Mustin Road overlooking the St. Johns River. There are 39 full sites (sewer, water, and electric) and three partial sites (water, electric) designed for small Riggs no larger than 25 feet.. There are no tent camping sites available. Shower and restroom facilities are available on the premises. The cost is $29.00 per night for full sites and $25.00 per night for partial sites, which also depends upon your status (active duty, military retiree, or DOD civilian).
