If you need emergency assistance, you can expect to get help from your installation, your branch of service resources. There are programs to support you in a variety of situations, including victim assistance, emergencies en route and service-specific relief societies. Below, you’ll find types of assistance, contact information, and detailed procedures and guidance to help you through any tough circumstances that you or your family may face.
The Army's SHARP Program
As part of the Army's SHARP Program, commanders have the ultimate responsibility for command climate and culture, safety, prevention and response efforts, accountability, assessment, and safe reporting.
Through the SHARP Program, the Secretary of the Army and the Chief of Staff of the Army implement guidance from the Office of the Secretary of Defense and changes in law via policies and procedures applied across the force. The SHARP Program's sexual harassment prevention efforts are complemented by the Army's Equal Employment Opportunity Program, which provides a sexual harassment complaint process for Civilian employees.

What can I expect from the NB Ventura County Sexual Assault Prevention & Response Program?
The SAPR team is here to help. We take care of people, listen to their experience and assist them to make sense of what happened. We advocate on their behalf and help connect them to the resources they may need to recover and flourish. Our services are confidential and available 24/7.
We have two installation sexual assault response coordinators, two civilian victim advocacy support specialists and over 200 uniformed victim advocates.
Active duty, reservists, National Guard and dependents age 18+ are eligible for all SAPR services. SARCs and VAs are also able to provide DON civilians with immediate crisis SAPR support and connect them to appropriate resources and services.
What is a victims legal counsel?
Military and military dependents age 18+ are entitled to speak confidentially with a victims legal counsel. The VLC is an attorney, who can provide sexual assault victims with information on their rights, the legal process, assist with an expedited transfer request or address concerns about collateral misconduct. A victim does not have to file a report to speak with a VLC.
What are the reporting options?
Victims have the ability to speak confidentially with a VA or SARC for immediate crisis support, to get information about their rights and available resources, all without filing a report.
Victims also have the right to file a restricted or unrestricted report of sexual assault, regardless of when the assault occurred.
Restricted and unrestricted reporting
Regardless of whether a victim elects to file an unrestricted or restricted report, they are able to receive medical treatment, including a sexual assault forensic exam; counseling; and assignment of a SARC or VA. The SARC or VA will provide crisis support, safety assessment and safety planning, accompaniment to all legal and investigative appointments, and provides referrals to therapeutic and other supportive services. The main difference between the two reporting options involves command notification and initiation of a law enforcement investigation.
*California is a medical mandated report state. If you disclose a sexual assault to a licensed health care provider, they are required to notify law enforcement. This requirement does not apply to medical health care providers practicing on federal property, including a military installation.

The American Red Cross (ARC) offers support to military family members through contacting deployed sailors, verification of emergency leave information, emergency financial assistance, counseling, access to veterans' services, and resource referrals on a wide variety of topics. In a natural disaster or emergency, the American Red Cross will provide additional support in the form of shelters, counseling, and volunteers to assist with your needs.
The Armed Forces Emergency Services (AFES) branch of the American Red Cross provides a vital communication link between service members and their families, relaying emergency messages from home to remote locations around the world. The American Red Cross can send communication to deployed personnel on behalf of family members experiencing emergencies or other important events. These messages alert service members to situations on the home front, and are delivered around-the-clock, seven days a week, 365 days a year. AFES emergency communication services are available for births, deaths, and illnesses, as well as other major life events or crises. In addition to supporting active duty members and their families, the ARC reaches out to the National Guard and reserve community throughout the US.

In addition to a variety of programs and services, the Navy-Marine Corps Relief Society can provide emergency financial assistance to qualifying active duty and retired members of the Navy and Marine Corps, their eligible family members and survivors.

Service members or eligible family members with an emergency need should contact the nearest NMCRS office to make an appointment with an NMCRS caseworker. If available, plan to bring your military identification card and most recent leave and earning statement to the appointment. If the office is closed and the emergency cannot wait until the next business day, the voicemail for the NMCRS office will provide resources for "after hours" assistance.
If you are in crisis and NMCRS is not open or not available, the American Red Cross can administer funds on behalf of NMCRS to qualifying service members and their families. If you need emergency financial assistance as you are traveling to NBVC and don't know how to reach your nearest NMCRS, call the American Red Cross at 877-272-7337.
