When you arrive at your new installation, you’ll need to follow installation-specific procedures. Each installation and service handles in-processing differently. Here, you can find installation-specific guidelines and a list of documents to bring with you when checking- in. Reach out to the contacts provided if you have specific questions.
There are operational impacts due to COVID-19 please communicate with your point of contact to determine what changes have been made.
Soldiers need to report to their servicing unit upon the first duty day after arrival to the installation. Your duty office may have additional in processing requirements. If you have a sponsor they should meet you upon arrival to escort you to required locations and services.
During Duty Hours
Army Sustainment Command, Joint Munitions Command, or Joint Manufacturing and Technology Center assignees should report to the Headquarters and Headquarters Company ASC Orderly Room in Building 39, Basement south west wing. Orderly Room hours of operation are from 9 a.m. to 4 p.m. Monday through Friday phone number 309-782-0189. If you arrive after duty hours, on a weekend or a holiday please report to HHC at 9 a.m. on the next duty day.
After Duty Hours No CQ/Orderly Room is available report on the next duty day.
First Army personnel Upon arrival at RIA report directly to Headquarters and Headquarters Detachment building 68 2932 Rodman Avenue to begin initial unit in-processing. Orderly Room hours of operations are 9 a.m. to 5 p.m. Monday through Friday phone number 309-782-9227. If you arrive after duty hours, on a weekend or holiday please report to HHD at 9 a.m. on the next duty day.
It is important that all active duty sponsors meet with the Health Benefits Advisor to ensure that they are enrolled in the proper TRICARE region. Rock Island Arsenal is considered a Prime location. The Health Benefits Advisor is located in Rock Island Arsenal Health Clinic building 110 East Wing Basement. Appointments are encouraged and will take priority over walk-ins. Tenant units will coordinate Newcomers' Orientation for their newcomers, Military Personnel, Military Family Members and New Civilian Personnel with Relocation Program. Contact the Relocation Program Manager at 309-782-0816 for more information and dates schedule.
All employees who have relocated from another government installation to the Rock Island Arsenal should meet with their servicing Civilian Personnel representative in the Civilian Personnel Advisory Center located in Building 104 1st Floor. Civilian personnel reporting for their in-processing brief should come to building 104 1st floor West Conference room. If relocation assistance is needed contact the Army Community Service Relocation Assistance Office at 309-782-0816.

Permanent Change of Station to Rock Island Arsenal is a little different in that we are small base with limited housing and various community options. Utilizing a sponsor is the ideal way to get accurate geographic and demographic specific details regarding area resources available based on individual and family need.
Incoming Soldier Sponsorship
No matter how many times you've PCSed or even if you've been assigned to U.S. Army Garrison Rock Island Arsenal before you need to make contact with your sponsor to make sure you're aware of the latest in-processing policies and requirements before you arrive. Although sponsorship is not required for Tier III service members it is still necessary in this footprint so please be careful about opting out of sponsorship when PCSing to RIA. Unit and individual readiness are hot items here in and sponsorship is an important aspect of readiness.
Your sponsor is the key to your successful PCS. They will save you valuable time and hassle before, during and after your arrival. To assist Soldiers sponsoring incoming families, we have established youth and spouse sponsorship programs. These programs work with your Soldier sponsor to provide a comprehensive sponsorship experience and ensure the entire family is welcomed appropriately. Your gaining unit will appoint you a sponsor. You will need to log on to the Army Career Tracker use this link https://actnow.army.mil/, Total Army Sponsorship Program Module from a government computer and complete required information in order to help your unit assign an appropriate sponsor.

Rock Island Arsenal does not have a Temporary Lodging Facility. Many hotels in the area offer rooms at the military rate. Some hotels also offer kitchen suites if you prefer to cook rather than dining out. Your sponsor will have a list of hotels. You may also contact your Relocation Assistance Program Manager for additional resources by calling 309-782-0816 or email email@example.com.
If you get married before you permanent change of station you must inform your commander and follow the procedure exactly as you are given them. The military will not pay for travel and housing of your spouse if you do not follow proper procedures.
