When you arrive at your new installation, you’ll need to follow installation-specific procedures. Each installation and service handles in-processing differently. Here, you can find installation-specific guidelines and a list of documents to bring with you when checking- in. Reach out to the contacts provided if you have specific questions.
In accordance with United States Army Europe and Africa policy all Service Members, DOD Civilians, Contractors and Family Members who meet the requirements outlined by USAREUR-AF are required to conduct restriction of movement for a minimum of 10 days immediately upon arrival into theater or potential exposure to COVID-19, in accordance with USAREUR-AF policy. This period may be extended if any individual or Family Member tests COVID-19 positive and requires isolation.
Restriction of Movement (ROM) is the limited permissible actions of an individual or group to prevent or diminish the transmission of a communicable disease.
Types of ROM
1) Activity Related ROM - Activity-related ROM is tied to activities such as Soldier and family member PCS, official travel, unofficial/leisure travel, etc., and supports command and local directives. It limits actions with temporary restrictions emplaced to monitor personal health and reduce risk to community. These actions are taken regardless of whether there is known contact with COVID positive personnel. Terms of activity-related ROM can be modified by unit leadership. It applies to all personnel of a unit or members of a family that participated in the activity
2) Quarantine ROM - Quarantine ROM separates and restricts the movement of people who have been exposed to a contagious disease (COVID-19). These people may have been exposed to a disease or they may have the disease but do not show symptoms. Quarantine is determined on a case-by-case basis by medical professionals or public health officials. It applies to only the members of a family that have been exposed. If family members can not maintain separation then they quarantine also.
3) Isolation ROM - Isolation ROM separates sick people with a contagious disease (COVID-19) from people who are not sick. Isolation is physical separation of an individual or group for a minimum of 14 days in an isolation facility or residence following the onset of symptoms. It applies to only the COVID-19 positive personnel. However other family members in close contact are required to quarantine.
Medical Testing during Restriction of Movement.
All service members who PCS into theater will be tested for COVID-19 upon arrival. Additionally, all Service Members will be tested a second time for COVID-19 during their restriction of movement on Day 8. As a pre-requisite condition for release from ROM, these 2 tests must be negative. Other individuals will follow guidance from Public Health for determining if they need to be tested for COVID-19. Public Health can test anyone 6 months old and older. The USAG-Wiesbaden Trace Team, under the advice of Wiesbaden Army Health Clinic, retains isolation ROM release authority and all individuals will receive a release memorandum upon completion of isolation. Only persons that tested positive will receive a release memo.
What is the marriage procedure in Germany?
German law applies to all U.S. citizens who desire to get married in Germany. Soldiers and their fiancé must meet with the local Standesamt.
Remember, please do not register with the local Standesamt, but present the below documents:
All of the these documents must be translated by a certified translator to be accepted. Additionally, if one of the parties is German then all the necessary documents will be done by the Standesamt. However, if one of the parties is non-German and non-U.S., but of an European Union country, the Standesamt will assist and point out what is needed. Lastly if the other party is from another country (non-German, and non-EU) the person can enter or stay in Germany on a fiancé-Visa.

When you arrive at the Gateway Reception Center please have your orders ready. You will be directed to the appropriate in-processing station. Depending upon what time your flight arrives and the number of soldiers being processed that day you could be on your way to Wiesbaden the same day or early the next day. If for any reason your pinpoint assignment cannot be assigned on your arrival day, the Replacement Control Section will arrange to accommodate you and your family and pets at the Gateway Reception Center.
The Gateway Reception Center will bus all soldiers and their family to Wiesbaden Army Lodge Hotel. Lodging arrangements must be made in advance of arrival, upon arrival if your room is unavailable a statement of non-availability will be issued. Single or unaccompanied soldiers E-6 and below will be assigned Single Soldiers quarters on Clay Kaserne. Your sponsor or a representative from your unit will meet you at the Wiesbaden Army Lodge. All soldiers will be provided instructions that cover the duration of in-processing, which is approximately 10 duty days. Soldiers that arrive to Wiesbaden via the S-Bus on the Weekend will be taken to Army Lodging. They will be greeted by their sponsor or a unit representative and be provided instructions that cover the next duty day.
During the next 10 days the soldier will be scheduled to attend In-processing Training Center classes. Spouses may attend any portion of the training when space available, except for Driver Orientation on Thursdays, spouses must make their own Driver Orientation appointment at the Clay Kaserne Testing office.

Arriving during the COVID 19 outbreak
Welcome to your new home, United States Army Garrison Wiesbaden. Traveling during the DOD travel ban and the COVID-19 outbreak presents unique challenges for all travelers. The following provides important information for Service Members, civilian employees, and dependents arriving at USAG Wiesbaden.
TRACE TEAM REQUIREMENTS
You are responsible for reporting your and all dependents arrival to the USAG Trace Team within 24 hours of your arrival. Contact the Trace Team at 0611-143-548-8903 DSN 548-8903 or firstname.lastname@example.org. Your sponsor must contact the Trace Team for you if you do not have access to a phone upon arrival. Review and adhere to the current USAG Wiesbaden Quarantine Policy Letter. You must sign the Quarantine Statement of Understanding within 24 hours of arrival; your sponsor will retrieve it and submit it to the Trace Team. Review virtual in-processing briefings while in quarantine. The briefings are located at https://home.army.mil/wiesbaden/index.php/my-fort/newcomers/pcs-2020.
Complete and sign the Virtual In-Processing Checklist, and then submit the completed checklist to the USAG In-Processing Office on the first day of in-processing.
QUARANTIVE AND TESTING
The USAG Trace Team will guide you through reporting and testing requirements, as well as the quarantine release process. If you or a dependent displays COVID-19 symptoms, you must contact the Trace Team immediately to attain a medical referral through the Wiesbaden Public Health Office. Your sponsor will download the Trace Team Requirements Guide at https://home.army.mil/wiesbaden/index.php/my-fort/newcomers/pcs-2020. The guide provides instructions, service hours, and information for your sponsor. Service Members are required to be tested in accordance with current Army, United States Army Europe, and USAG Wiesbaden policies. Civilian employees are authorized and encouraged to be tested in the same manner as Service Members. Dependents are not tested upon arrival to Germany nor while in quarantine, unless they display COVID-19 symptoms. You and all dependents will remain in quarantine until the Trace Team conducts their final callback. You will receive a release authorization memorandum if you and all dependents are asymptomatic and your last COVID-19 test result (if tested) is negative. The Trace Team issues memorandums not later than 1:00 p.m. each day, unless otherwise informed.
USAG WIESBADEN AND INPROCESSING
Your sponsor will collect the following documents at the time of arrival. They are responsible for bringing the documents to the USAG In-Processing Office on the first business day Monday, Wednesday or Friday after your arrival:
Your sponsor should collect documents required by your organization and bring them to the S1 or HR Office on your behalf. You will attend three days of in-processing following quarantine. The In-Processing Office will schedule the start date based on your projected quarantine release date. You will begin no earlier than the first day following the release from quarantine. The In-Processing Office will provide an appointment slip, with the location and start date and time, to your sponsor when they bring your documents to their office. Your sponsor and you will report to the first day of classes together; your sponsor is released after the In-Processing Office confirms they have all required documents.

Installation Access Control
When traveling to government housing on another kaserne upon initial arrival, or traveling to the Wiesbaden Health Clinic for scheduled COVID-19 testing, your sponsor must provide transportation. Your sponsor will bring your orders, COVID-19 testing confirmation email if applicable, your CAC, and all dependent IDs to the gate access point to sign you in; you and your dependents will remain in the vehicle You will not gain permanent installation access until you receive your quarantine release authorization memorandum You are not permitted to visit any IACS Office while in quarantine
Sponsor and Organization Involvement and Assistance
Your sponsor and members of your organization are prepared to assist you during quarantine and after your release. Remain in contact with them during quarantine. Ensure you have several contact numbers for your organization.
