Policies and rules for shipping pets vary at each installation. It’s important to understand the regulations, prohibitions and laws at your new installation before moving with a pet. Below, you’ll find installation-specific details for registering, boarding and transporting your pet.
The state of Texas requires that dogs and cats be vaccinated against rabies by 4 months of age and on a 1-year or 3-year basis thereafter depending on the vaccine used. Additionally, when traveling with a dog or cat, have in your possession a rabies vaccination certificate that was signed by a veterinarian. Check with your veterinarian about other vaccines that are available for a wide range of diseases.
All dogs and cats over 3 months of age that are being transported into Texas must have been vaccinated against rabies within the last 12 or 36 months depending on the vaccine used. It is recommended you vaccinate your dog against Parvo and cat against feline leukemia. Check with your veterinarian.
Aside from a rabies tag on the collar there is no licensing/registration in Kingsville. All pets must be restrained by leash or fence or you're subject to at least a $75 fine for failure to control.

Texas is under a statewide rabies quarantine. Therefore it is illegal to transport species of foxes indigenous to North America, coyotes or raccoons from, to or within the State of Texas.
According to the Statewide Fur-bearing Animal Proclamation Title 31, Section 65.378 of the Texas Administrative Code fur-bearing animals cannot be imported into Texas unless accompanied by a permit issued by the Texas Parks and Wildlife Department, a health certificate signed by a veterinarian accredited in the state of origin, and if the animal is a fox, raccoon, or skunk a signed letter of authorization from the Department of State Health Services. The DSHS is willing to work on a case-by-case basis pertaining to movement of skunks.
Several states are restricting entry of horses from Texas because of concerns about Equine Piroplasmosis a tick-borne disease that affects equines including horses, donkeys, mules and zebras. Equine Piroplasmosis has been reported in Texas and appears to be spreading through natural transmission prompting the Quarantine Orders.
Otherwise, there is no need to quarantine cats or dogs as long as they’ve been vaccinated against rabies.
There are no kennels aboard Naval Air Station Kingsville for personal use. Call the Fleet and Family Support Center at 361-516-6333 for referral to community veterinarians for boarding and vaccinations. Be prepared to be at least $25/day.
There is no Army veterinarian aboard Naval Air Station Kingsville.
