Family Advocacy Program (FAP)

Located in building U-111, Phone: 757-444-2230. Fleet and Family Support Center (FFSC) Norfolk FAP provides clinical assessment, treatment and services for service members, their intimate partners, and family members involved in allegations of domestic abuse and child abuse. The FAP provides a variety of interventions and treatment services to meet the needs of individuals and families. It provides counseling, clinical case management, treatment groups, and refers families to military and civilian resources as appropriate.

Domestic abuse victim advocates, or FAP VAs, are available to victims of domestic abuse. FAP VAs help those impacted by abuse and explain options for reporting abuse, assessing risk, developing safety plans and linking to other resources. FAP VAs can be reached at 757-444-2102 or call the National Domestic Violence Hotline at 800-799-SAFE or 800-799-7233.

Sexual Assault Prevention and Response (SAPR)

Located in building U-111, Phone: 757-444-2230 / Afterhours call 757-438-3504 / For immediate assistance, contact the Safe Helpline at 877-995-5247. SAPR provides victim advocates, resource information and counseling referrals for victims of sexual assault. SAPR provides command support with SAPR advocates and point of contact training as well as the SAPR Advocates Forum.

American Red Cross 

Military & Veteran Services - The American Red Cross helps members of the military, veterans and their families prepare for, cope with and respond to the challenges of military service.

Emergency Communication – Quickly and securely notifies service members of emergencies at home and verifies the emergency for military commands. Emergency communications can reach deployed service members, including those at an unknown location or aboard a ship at sea.

Financial Assistance – Through the Hero Care Network, the Red Cross helps eligible service members, military retirees and their families access emergency financial assistance provided by military aid societies. Assistance may include emergency travel, food, shelter and other emergency needs.

Information and Referral – Offers confidential services to members of the military, veterans and their families by connecting them with appropriate local, state and national resources.

Navy-Marine Corps Relief Society provides programs and services to help active duty and retired Sailors, Marines and eligible family members facing financial hardship. Assistance may be available for needs such as emergency transportation, food, housing, utilities, essential vehicle repairs, medical and dental expenses, and other unexpected expenses.

Programs and services include Interest-Free Loans & Grants, Quick Assist Loans, Emergency Travel, Visiting Nurse Program, Budget for Baby®, Disaster & Critical Event Relief, Education Assistance, and Thrift Shops.

Remember while traveling to hand carry your important documents such as your PCS orders, vehicle documentation, financial information, legal documents, school records, medical records, and prescriptions.

Store important telephone numbers in your phone but also write them out and carry them with you in case your phone is lost, stolen, or damaged.

Remember to contact your sponsor and your next duty station in case an emergency arises.

The Salvation Army Hampton Roads Area Command serves Southside Hampton Roads and surrounding communities through programs and services that assist individuals and families in need. Services include food assistance, emergency and financial assistance, emergency shelter and meals, housing and homelessness programs, family support services, youth enrichment opportunities, spiritual care, holiday assistance, volunteer opportunities, and emergency disaster services.

Services and eligibility vary by program, and some assistance may require screening or referral.

Emergencies can happen no matter how much planning you do, so part of your relocation plan should include a “What If?” plan.

If an emergency occurs while you are in transit, contact the nearest military installation for assistance, when available. Also contact your sponsor and gaining command to keep them informed of your situation and any anticipated changes to your arrival.

2-1-1 Virginia – 2-1-1 Virginia is a free, statewide information and referral service connecting individuals and families with health and human services, including food, housing, utility assistance, health care and other community resources. Dial 2-1-1 or search the 2-1-1 Virginia resource database online. Beginning September 27, 2026, live assistance by phone, text, chat and email will be available Monday–Friday, 9 a.m. to 5 p.m. ET. The online resource database and automated assistance remain available 24 hours a day.
