If you need emergency assistance, you can expect to get help from your installation, your branch of service resources. There are programs to support you in a variety of situations, including victim assistance, emergencies en route and service-specific relief societies. Below, you’ll find types of assistance, contact information, and detailed procedures and guidance to help you through any tough circumstances that you or your family may face.

Family Advocacy Program (FAP): located in building U-111, Phone: 757-444-2230. Fleet and Family Support Center (FFSC) Norfolk FAP provides clinical assessment, treatment and services for service members, their intimate partners, and family members involved in allegations of domestic abuse and child abuse. The FAP provides a variety of interventions and treatment services to meet the needs of individuals and families. It provides counseling, clinical case management, treatment groups, and refers families to military and civilian resources as appropriate.
Domestic abuse victim advocates, or FAP VAs are available to victims of domestic abuse. FAP VAs help those impacted by abuse and explain options for reporting abuse, assessing risk, developing safety plans and linking to other resources. FAP VAs can be reached at 757-444-2102 or call the National Domestic Violence Hotline at 800-799-SAFE or 800-799-7233.
Sexual Assault Prevention and Response (SAPR): located in building U-111, Phone: 757-444-2230 / After hours call 757-438-3504 / For immediate assistance, contact the Safe Helpline at 877-995-5247. SAPR provides victim advocates, resource information and counseling referrals for victims of sexual assault. SAPR provides command support with SAPR advocates and point of contact training as well as the SAPR Advocates Forum.
The American Red Cross helps members of the military, veterans and their families prepare for, cope with, and respond to, the challenges of military service.
Emergency Communication - delivers verified messages to deployed service members during emergencies at home.
Financial Assistance - works in partnership with military aid societies to provide quality, reliable financial assistance to eligible applicants.
Information and Referral - offers confidential services to all members of the military, veterans, and their families by connecting them with local, state and national resources.

Navy-Marine Corps Relief Society provides several programs and services to assist active duty and retired Sailors, Marines and their families in financial need to help with such things as emergency transportation, food, rent, essential vehicle repairs, medical bills, and more.
Programs and services include: Financial Assistance and Quick Assist Loans, Emergency Travel, Visiting Nurses, Budget for Baby, Disaster Relief, Education Assistance, Thrift Shops

The Salvation Army Hampton Roads Area Command serves south side Hampton Roads and its surrounding communities with programs and locations that serve families in need with emergency assistance, housing, substance abuse treatment, youth enrichment opportunities, spiritual care and emergency disaster services.
