If you need emergency assistance, you can expect to get help from your installation, your branch of service resources. There are programs to support you in a variety of situations, including victim assistance, emergencies en route and service-specific relief societies. Below, you’ll find types of assistance, contact information, and detailed procedures and guidance to help you through any tough circumstances that you or your family may face.

Family Advocacy Program, or FAP: located in building U111, phone: 757-444-2230. Fleet and Family Support Center Norfolk FAP counselors provide family violence prevention and identification educational workshops for commands. Fleet and Family Support Center, or FFSC, Norfolk offers a variety of educational workshops designed to strengthen families by increasing skills to cope with family challenges and interpersonal relationships.
Sexual Assault Prevention and Response, or SAPR: provides victim advocates, resource information and counseling referrals for victims of sexual assault. SAPR provides command support with SAPR advocate and point of contact training as well as the SAPR Advocates Forum. SAPR is housed at FFSC Norfolk and can be reached at 757-444-2230 . Domestic Abuse Victim Advocate, or DAVA: services are available to victims of domestic abuse. DAVA provides assessment, evaluation, information, education, limited transportation and case coordination. DAVA is located at FFSC Norfolk and can be reached at 757-444-2102 or call the National Domestic Violence Hotline at 800-799-SAFE or 800-799-7233.
The American Red Cross provides social welfare services to military personnel and their families in need of assistance. They assist with emergency communications, financial assistance, and help with humanitarian reassignment and hardship. For assistance, call 877-272-7337.
The Navy-Marine Corps Relief Society, or NMCRS, provides interest free loans or grants to help with emergency needs such as emergency transportation, medical/dental bills, food, rent, disaster relief assistance, child care expenses, and essential vehicle repairs. Remember while traveling to hand carry important medical papers, prescriptions, and important telephone numbers so that you can contact your sponsor and your next duty station in case an emergency arises.
The Fleet and Family Support Center Information & Referral Specialists can provide up to date information on military and community resources in the local area and beyond. The Salvation Army is active in the Hampton Roads region by providing social services and emergency assistance. For more information and to inquire about services call the Tidewater Area Command at 757-543-8100.
Emergencies can happen no matter how much planning you do, so part of your plan needs to be "what if." If an emergency occurs while in transit and it is possible, contact the nearest military installation for assistance. If you are not near a military installation and/or your emergency occurs after hours, contact the American Red Cross (877-272-7337). If a financial emergency occurs, you can request Navy-Marine Corps Relief Society assistance through the American Red Cross. 2-1-1 Virginia has a free state-wide Information & Referral system that provides a wide variety of health and human service referrals. You can access their database or you can talk with a certified call specialist by dialing 2-1-1 toll free, seven days a week from 8:30 a.m. to midnight.
