Legal assistance is available to you and your family. Below, you’ll find information about claims and installation specific programs and services. If you have questions, reach out to the legal assistance program at your installation.
Navy Legal Services Office Mid-Atlantic's primary mission is to provide legal services to support fleet operation readiness. Legal assistance is available to eligible clients seeking assistance with personal civil legal matters. Assistance may include advice, analysis, research, negotiation, notary services and document review or preparation. Legal assistance also provides services to educate eligible persons and command representatives regarding personal legal rights and responsibilities.
Legal assistance attorneys counsel clients on numerous topics, but not on any that involve military justice or actions against the U.S. government (no felony cases and no military-to-military issues). This list is not intended to be comprehensive of those topics and attorneys may provide assistance on additional matters. Common legal service requests cover:
**Active Duty personnel MUST be in uniform of the day to receive services. Active Duty personnel on leave must present leave papers if not in uniform.**

RLSO Mid-Atlantic Branch Office, Naval Air Station Oceana, is located in building 320. The hours of operation are Monday - Thursday from 8:00 a.m. - 3:30 p.m. Limited appointments are available. Call (757) 433-2366 from 10:00 a.m. to 1:00 p.m. on Mondays if you would like to schedule an appointment.
Children and Divorce
Fleet & Family Support Center (FFSC) offers a four-hour workshop that addresses the pain and loss of a family breakup from the child's perspective. This class meets the Virginia State Law mandate requiring divorcing parents of minors to attend four hours of parent education. Several other parenting classes are also available at FFSC.

NLSOs provides PCA claims packages to prospective claimants, and will also provide needed assistance to claimants who require further help in completing claims forms. PCA claims packages will also be available at all Staff Judge Advocates' offices and Personal Property Offices and will be available electronically at NKO, Military OneSource and, the "Packets & Forms" section of the OJAG website.
Completed claims will be accepted by mail, by facsimile transmission or via a scanned e-mail to PCA Claims Unit Norfolk/PCA Claims Unit Branch Office Pacific.
The PCA telephone "Help Line" (1-888-897-8217) is available to assist prospective claimants with the preparation and submission of PCA claims forms and supporting information. The "Help Line" is connected to a help desk in the PCA Claims Unit Norfolk, which is manned from 8:00 a.m. to 7:30 p.m., Monday through Friday.

WILLS FOR ACTIVE DUTY AND ACTIVE DUTY DEPENDENTS ONLY
Mondays from 8:00 a.m. to 11:00 a.m. and 1:00 p.m. to 3:30 p.m. - For the will worksheet, go to the Navy Judge Advocate General's Corps website, click on the legal services tab, go to legal assistance, and then scroll to the bottom to select RLSO MIDLANT. Under forms, you will see a link to our standard will worksheet. Each client needing a will should print the worksheet, complete it, and bring it to the walk-in. Priority is given to active duty members who are deploying within two weeks. Retirees and their dependents wishing to complete a will are NOT seen at the walk-ins and should call 757-433-2230 on Mondays from 10:00 a.m. to 1:00 p.m.
FAMILY LAWTuesdays starting at 7:40 a.m. and Thursdays starting at 12:30 p.m. First come first served basis with limited openings for divorce, separation, child custody and support, and other basic family law matters.
NOTARY/POWER OF ATTORNEYMonday -Thursday from 8:00 a.m. to 3:30 p.m. - You must present your military, dependent or retiree ID card AND a state ID, driver's license, or passport upon checking in.
EMERGENCIESIf you believe you have an emergency, you will need to be screened to determine if you qualify for immediate legal assistance. Department Head, Assistant Department Head, and Office Manager determine emergency status.
APPOINTMENTSA limited number of appointments are available each month for other issues such as landlord/tenant (only if the Housing Welcome Center at 757-445-2832 is unable to assist you), adoptions, name changes, and consumer law. If you would like to schedule an appointment, please call 757-433-2230. Retirees and retiree dependents wishing to complete a will should also call the appointment line. Appointment line hours are 10:00 a.m. to 1:00 p.m. on Mondays. Appointments are not available for walk-in services.
No children are allowed at legal appointments.
