Naval Station Norfolk Housing Sercvice Center (HSC) assist service members and families in locating suitable, safe, and affordable housing. Whether it’s through public-private venture leased homes, community housing or the Rental Partnership Program, a dedicated team of professionals are ready to assist you in making a move to this area as smooth as possible. The housing website provides a wealth of useful information about various housing programs.
All military personnel, married or single, reporting to sea or shore commands in the Hampton Roads area are required to report to the Navy Housing Service Center prior to executing any agreement for non-government quarters. The Welcome Center is authorized to maintain a signed acknowledgement of notification to military members of any housing areas restricted by sanction.
The priority of assignment to government housing is determined by the date of detachment (control date) from your last permanent duty station, provided you check in and apply for government housing within the first 30 days after your arrival. If you complete the application after the 30-day window, the control date becomes the date you turn in your application.

New arrivals are required to check in at the Navy Housing Service Center (HSC) to have orders endorsed as part of your check-in process.
The majority of active military members and their families live in the communities that neighbor Naval Station Norfolk. To assist these customers, the Navy HSC provides a range of community housing options, cost savings programs, and support services.
OPNAVINST 11101.21D requires personnel to contact the HSC before negotiating a rental agreement. The Navy HSC maintains a database of both rental and sales listings and can provide information regarding the communities in which the rentals are located.
Hampton Roads has a relatively high cost of living, with the price of rentals ranging from $700-$1,800 per month, and most rental properties require a first (and sometimes a last month’s rent) as a deposit as well as additional deposits for pet owners. All renters should carry renters’ insurance against fire, theft and other damages.
The Navy Housing Service Center is your contact for any problems you may encounter such as discrimination complaints, tenant-landlord disputes or any questions or problems about living in the community. Take advantage of the resources available to you before you decide to sign a lease.
Rental Partnership Program (RPP)
RPP is an agreement between the HSC and community housing landlords and is designed to provide service members with suitable and affordable off-base housing and aid in defraying some of the costs incurred by relocation. Housing units which are offered in the RPP are evaluated, inspected and qualified to meet the highest standards by the Navy HSC. A security deposit may be required, reduced or waived depending on the applicant's credit worthiness.
Generally, all full-time active duty service members, married or single, who are drawing BAH are eligible to participate in RPP:
To get started with finding properties in the RPP, the service member should come to the HSC with their orders, Leave and Earnings Statement (LES), and a copy of their page 2 to becounseled on eligibility and requirements. A representative authorized by a specific power of attorney to apply for RPP on a service member’s behalf may be utilized.
Public Private Venture (PPV)
PPV housing provides the opportunity to live in a predominantly military community through a partnership of the Navy with a private sector management company. This approach provides a professional property management staff to respond to day-to-day maintenance and operations, while teaming with the Navy Housing Service Center (HSC) staff to provide Service Member advocacy services and support.
There may be a waiting list for some of the PPV homes in the Hampton Roads area. There are 22 enlisted housing areas with about 4,000 units and 11 officer housing areas with a total of 202 units. The housing assignment is predicated upon your needs and availability.
The waiting list times for PPV housing varies, depending on the geographical area and the number of bedrooms. You may need to live in civilian housing before being referred to PPV homes. It is recommended that you check with the HSC for housing availability prior to entering into a lease agreement.

There are several ways to receive information about privatized housing:
Obtain Hot Sheets. Each privatized partner provides a hot sheet of available units and special incentives for each installation. Refer to any HSC to obtain the most recent hot sheet for your area of interest.
To receive advance information about privatized housing at a prospective duty station, Service Members have the option to submit an advance housing application using the Housing Early Assistance Tool (HEAT); this tool will interact with the HSC who will share your information with the local partner if you choose that option on the form.
To receive your detachment date from your last permanent duty station as your control date, you must contact the Housing Office within 30 days of your report date to your new command. You can also submit an advance application via our housing website. Should you apply for PPV housing upon arrival or in advance, you can exercise your option to accept or decline at the time you are notified that PPV housing becomes available.
Buying a Home
In addition to finding a rental property in the community, HSC counselors provide complete, objective and unbiased information on the home buying process. If you are interested in purchasing property, the Fleet and Family Support Center provides information and classes on home buying. The workshops educate the buyer on the process of purchasing a home, help with understanding financing and working with real estate agents and lenders, as well as learning about home inspections. Government Housing
Navy Unaccompanied Housing (UH) barracks house all single, permanent party Sailors in pay grades E1–E3 and E4 with less than four years of service. UH normally assigns permanent party E1–E3s to shared rooms with no more than two Sailors sharing a bath. UH assigns E4s to private rooms with no more than two sharing a bath.

Unaccompanied Housing Public Private Venture (UH-PPV)
UH-PPV is located both on and off base. To apply for privatized unaccompanied housing, eligible junior Sailors must submit complete applications to the Navy UH office for referral to UH-PPV. Once referred, the privatized housing management company manages all resident matters, including leasing and maintenance. For more information, visit Homeport Hampton Roads.
HOW TO APPLY: PPV barracks require signing a lease and filling out an application. The period of the lease is six months for the initial period and then a month-to-month lease will apply. Bring valid ID, completed DD Form 1746 Housing Application, current Orders, most recent LES, signed NAVPERS 1336/3 Special, automobile license plate number, and the Sex Offender Addendum to Miller Hall, U16 Leasing Office to be added to the PPV Waitlist. There is no application fee for PPV barracks. However, the service member will be required to pay a security deposit and the first month’s rent if an allotment is not set up.
All PPV applicants are screened by Personnel Support Detachment to ensure eligibility. Waitlist position is determined by date of detachment from previous command. If reporting from boot camp, date of arrival at local command is the control date.
During the wait for PPV referral, shipboard personnel will remain aboard ship and shore-based personnel will be berthed in government-managed barracks.
STUDENTS: Navy UH houses students in dormitories. Students are typically in shared rooms. Dormitories vary depending on the type of training, and can vary from open bay rooms for basic training to private rooms with amenities such as bathrooms and kitchens.
OFFICERS: Newly reporting officers may be afforded unaccompanied personnel housing for 30 days at any of the seven Navy Gateway Inns and Suites serving the Hampton Roads region. Off-Base Housing
Single service members and geographic bachelors are strongly encouraged to check in with Housing Service Center before starting an independent housing search. The HSC assists service members in find housing in the local community and offers information of the Rental Partnership Program. Service members should call 800 628-7510 or 757-445-2753 to speak to a housing counselor for more information.
Family members designated as Categories IV and V EFMs are severely disabled, and Navy Housing strives to provide permanency in living arrangements. As a result, EFM Categories IV and V are placed directly below the freeze zone (top 10% of any waitlist). When two or more members are waiting for assignment, the higher of the EFM categories will be given priority in assignment. If members are designated in the same EFM Category, the actual control date will determine the priority of assignment unless written notification is provided by the medical authority indicating unique circumstances. Other EFMP categories and situations are reviewed on a case-by-case basis.
Some units are handicap accessible and available upon request. Adjustments may be made as necessary within houses in other areas. All housing is air conditioned and generators are not part of the standard equipment offered in private housing.
