If you need emergency assistance, you can expect to get help from your installation, your branch of service resources. There are programs to support you in a variety of situations, including victim assistance, emergencies en route and service-specific relief societies. Below, you’ll find types of assistance, contact information, and detailed procedures and guidance to help you through any tough circumstances that you or your family may face.
Army Emergency Relief
While financial preparation is key to successful Military living, emergencies and unexpected situations may occur that you might not be prepared to handle independently. In addition to the ACS Financial Readiness Program which provides Accredited Financial Counselors to provide financial counseling in times of crisis, USAG Rheinland-Pfalz also operates the Army Emergency Relief Program.
Army Emergency Relief is a 501(c)(3) nonprofit organization which is donation funded. This program provides emergency financial assistance to Active and Retired Soldiers, their Family Members, Activated Guard and Reserve, and Survivors in over 30 different categories of assistance. AER loans are no-interest/ no fee loans that must be paid back. To apply for financial assistance contact ACS Financial Readiness or Army Emergency Relief. We have two locations to serve the USAG Rheinland-Pfalz military community. Our Hub/Main location is located on Kleber Kaserne, Bldg 3210, in Kaiserslautern and can be reached at DSN 314-541-9000, or Commercial 0611-143-541-9000. If it's after normal business hours and you are experiencing a financial emergency, Army Emergency Relief financial assistance has been coordinated through a Memorandum of Agreement with the American Red Cross for after hours and holidays. Call: 001-877-272-7337 for AER assistance.

Domestic Abuse Victim Advocacy
DAVAs are available to take restricted and unrestricted reports of domestic abuse and sexual assault between intimate partners. DAVAs provide a safety assessment, emotional support and explore resource options with the victim so they can make informed and independent decisions.

American Red Cross
The Red Cross provides emergency communications assistance in order to link Soldiers and Families with their families back home. Additionally, the Red Cross provides access to financial assistance, counseling and assistance to veterans.
How to Contact the Red Cross to Send an Emergency Communication Message:
When calling the Red Cross to send an emergency communication message to a family member, it is helpful to have the following information: Service member's Full Name, Rank/Rating, Branch of Service, Social Security Number, Military Address, and Information about the deployed unit and the home base unit for deployed service members only.
Information and Referral
The ACS Information and Referral Program provides information regarding military and civilian resources, refers customers to resources available and answers questions about the community. They also offer special host nation services to include: translations/explanation of German bills and correspondence i.e. utility bills, phone bills, landlord letters, and other German agencies.
No certified translations are available.
