Army Emergency Relief

While financial preparation is key to successful military living, emergencies and unexpected situations may occur that you might not be prepared to handle independently. In addition to the ACS Financial Readiness Program which employs Accredited Financial Counselors to provide free confidential financial counseling and education, USAG Rheinland-Pfalz also operates the Army Emergency Relief Program.

Army Emergency Relief is a 501(c)(3) nonprofit organization which is donation-funded. This program provides emergency financial assistance to active-duty and retired soldiers, their dependent family members, activated Guard and Reserve and survivors in over 30 different categories of assistance in the form of zero-interest no-fee loans that must be paid back and grants that do not have to be paid back. To apply for AER assistance, create an account and submit your request on www.armyemergencyrelief.org. Domestic Abuse Victim Advocacy

Domestic Abuse Victim Advocates are available to take restricted and unrestricted reports of domestic abuse and sexual assault between intimate partners. DAVAs provide a safety assessment, emotional support and explore resource options with the victim so they can make informed and independent decisions.

The 24/7 Helpline is available seven days a week, 24 hours a day, at +49 (0) 152-04876330 for USAG Rheinland-Pfalz. During duty hours, a Victim Advocate for the KMC can be reached at DSNs 541-9028 or 541-9022 and for the BMC at DSN 531-2876, or 531-2850.

American Red Cross

The American Red Cross provides emergency communications assistance in order to link soldiers and families with their families back home. Additionally, the Red Cross provides CPR/First Aid/AED courses, BLS courses, Babysitting courses, Youth Preparedness Education, Resiliency Courses, and much more.

How to contact the Red Cross to send an emergency communication message:

• Active-duty service members and their immediate family members may call the Red Cross Armed Forces Emergency Service Centers for help seven days a week, 24 hours a day, 365 days a year. The toll-free telephone number is 877-272-7337 or +49 06371-47-0422. Emergency Communication Messages can also be initiated via the Red Cross Website or via the Red Cross app that can be downloaded in the App Store or Google Play.
• Other family members who do not reside in the service members' household, members of the National Guard and reserves, retirees and civilians may access Red Cross services through their local Red Cross chapter, which is listed in local telephone books and at its website.
• At overseas deployment sites, contact the American Red Cross deployed staff. When calling the Red Cross to send an emergency communication message to a family member, it is helpful to have the following information:
  • Service member's full name
  • Rank/Rating
  • Branch of service
  • Social security number
  • Military address
  • Information about the deployed unit and the home base unit for deployed service members only

Information and Referral

The ACS Information and Referral Program provides information regarding military and civilian resources, refers customers to resources available and answers questions about the community. They also offer special host nation services to include translations/explanation of German bills and correspondence (i.e. utility bills, phone bills, landlord letters, and other German agencies). No certified translations are available.
