Foreign National Policy for Base Access
1. Reference: Air Force Instruction 31-101, Security Integrated Defense
2. Effective immediately, foreign nationals sponsored onto Whiteman Air Force Base must be vetted and approved pursuant to this memorandum prior to being granted base access. Permission for a foreign national to enter the base should never be granted on the basis of convenience, regardless of the foreign national's rank, position or status.
3. To the extent this policy conflicts with any previously issued Whiteman Air Force Base policy, this policy controls. For purposes of this policy, the term "foreign national" refers to any person who is not a U.S. citizen, other than a member of the U.S. armed forces, including military retirees and Reserve Component personnel, a U.S. military dependent registered in the Defense Enrollment Eligibility Reporting System or a U.S. government employee.
4. All foreign nationals desiring base access must have a sponsor. A sponsor must be a member of the U.S. armed forces, including military retirees and Reserve Component personnel, a U.S. military dependent or a U.S. government employee, and otherwise eligible to sponsor personnel onto Whiteman AFB.
5. At least 14 days in advance of the desired date of admission onto base, a foreign national's sponsor must complete the Request for Foreign National Access to Whiteman AFB application (attachment one). Along with the application, they must provide photocopies of at least two pieces of the foreign national's original government identification (e.g., visa, passport, driver's license, etc.) to Security Forces personnel at the Visitors Center. SF personnel shall first inspect the forms of identification to ensure they are valid and not expired. SF personnel will then digitally scan the photocopies of the government identification and provide the scanned identification with the signed application to the Office of Special Investigations for processing and review. The OSI review will be governed by applicable OSI guidance.

Child Care for PSC
Twenty hours of free child care per child is paid for by the Air Force Aid Society, currently for those in all ranks. Child care is authorized at both departure base and new base, if the program is available. Call the M&FRC at your current location to determine base participation so you don't miss out on your benefits. A copy of your orders will be needed when registering for the program. Certificates are issued by the base M&FRC to active-duty members or spouses on permanent change of station orders and may be used only at the base where it is issued. Certificates are good for child care within 60 days of PCSing. Child care will be provided only at an on-base licensed Family Child Care home. M&FRC will give you a list of current licensed providers available for you to choose from. Certificates must be shown at the time care is provided to verify eligibility.
For additional information, contact the M&FRC at Whiteman for guidance or referrals. We are here for you. Call 660-687-7132 or DSN 312-975-7132.
