When planning for a move with the military, you might consider moving into government housing. Government housing is owned and maintained by the Department of Defense and is typically on the installation. Eligibility and availability for this type of housing may vary by service member, family size and installation. Availability
Naval Base Guam has 870 active family housing units in 7 locations and over 1,000 bachelor housing spaces in 10 locations on the island of Guam. All of the living quarters are constructed of concrete to withstand typhoons and earthquakes. All government housing units have standard 110-volt, 60-hertz current and come equipped with central air conditioning, refrigerator, stove, dishwasher, washer and dryer. The majority of new families move into government housing within 60 days of arrival in Guam.

Application and Eligibility
Inbound personnel may submit an advance application for housing, DD form 1746, through their current housing office. A copy of your Permanent Change of Station orders must accompany your application along with a current record of emergency data and family dependence application or "Page 2". Mail your application to Naval Base Guam, Navy Housing Office, PSC 455 Box 50, FPO AP 96540-0051 or fax it to 315-339-4048. Inbound personnel may also complete the Housing Early Assistance Tool & online.
Families under the Exceptional Family Member Program must provide housing with information regarding any special needs that might influence your preference for a particular type of housing. This can be briefly written in section III, #15 of the DD Form 1746.
In addition, families with pets should notify the housing office of the size and weight of their pets as well as quantity as every housing area differs on pet restrictions.
Unaccompanied Military Personnel -- Bachelor quarters are constantly being renovated to meet the Navy's high standards. On Naval Base Guam there are 17 buildings, 3 buildings on Naval Magazine (used mostly for the submarine commands), and 3 buildings on Naval Computer and Telecommunications Station. Combined these buildings can house a total of 1,196 military members. Depending on the command to which you are being assigned, enlisted personnel E-5 and higher may be required to live off base if bachelor quarters are not available. Officers who are single or on orders written as a geo-bachelor with authorized dual Basic Housing Allowance are expected to live off base.
The Navy Gateway Inns and Suites, located on Nimitz Hill, houses both single service members and married service members with their families. Space is limited with 16 rooms for transient personnel and is reserved on a "first come, first served" basis. Active duty or retirees are authorized to utilize this facility. Temporary Lodging Allowance (TLA)
Upon arrival on Guam, ensure that you check-in with your command or stop by your commands' quarterdeck after hours and have your orders stamped. Bring a copy of your orders, page 2 and your previous command's detaching endorsement. In order to process TLA (for families), a non-availability letter from Housing must be issued so that PSD/CPPA may process any TLA claims. TLA is not an entitlement, but a reimbursement for authorized families' hotel and meal expenses.
Loaner Furniture
