RLSO NW provides legal assistance to active duty service members and their dependents, and reservists on active duty for 30 days or more, and to retirees on a variety of topics. Legal assistance can include advice on topics such as consumer/financial affairs, disaster relief support and advice, family law, foreclosure advice and counseling, immigration, notary services, powers of attorney, landlord/tenant matters, Servicemembers' Civil Relief Act, small claims court matters, victim assistance, and wills/estate planning. 

Pre-deployment services are given priority. Please contact your local office to see how it can best meet your pre-deployment needs.

The Legal Assistance Department will not provide assistance on the following services:

• command advice
• defense advice (except civilian misdemeanors)
• business advice
• financial planning advice
• drafting of living trusts
• representation in court (except in extremely unusual cases)
• advice over the telephone (unless underway or in remote locations)
• advice to individuals already represented by an attorney
• assistance where there is a conflict of interest (e.g. divorce advice to both husband and wife)

Eligibility for legal assistance varies somewhat among the military services. Generally, Navy legal assistance is available to the following:

• Members of the armed forces on active duty (including members of a reserve component).
• Following release from active duty orders for 30 days or more, members of reserve components are eligible for legal assistance for a period beginning on the date of release from active duty and continuing for a period equal to twice the length of the period served on those active duty orders.
• Retired military personnel.
• Dependents (spouses and minor children) of those listed above, who are entitled to a military identification card.
• Inactive members of the reserve components, subject to federal mobilization, may receive deployment-related legal assistance.
• Civilian employees and contractors deploying to or in a theater of operations may receive wills and powers of attorney.
• Civilian assigned outside the United States and its territories, including their dependents residing with them employees.

Valid military ID is required to receive services. 

Defense Service Office West Branch Everett (DSO West)

The Defense Service Office provides legal representation to military service members at Administrative Separation Boards, Boards of Inquiry, and Courts-Martial, in addition to providing advice to service members on defense-related topics such as non-judicial punishment.
