As soon as you receive your permanent change of station orders, it’s important to begin scheduling your move. The Defense Personal Property System, or DPS, is the online system you can use to request and manage your household goods shipment(s). Begin to plan what items will go in unaccompanied baggage, in your household goods shipment and in long-term, Non-Temporary Storage, or NTS, storage – check with your sponsor or overseas housing office to assist in determining what items to ship.
Moving with your pet includes researching airline requirements and quarantine restriction laws in your new location. Many airlines have requirements for size, weight, breed, number of animals, kennel construction, documentation and seasonal limitations. Small pets may be shipped on military flights, but availability and regulations frequently change. Contact your installation household goods/transportation office to request specific country instructions. MVRO: To operate any motorcycle or other two-wheeled vehicle, the registered owner/operator must be at least 18 years of age and have a motorcycle endorsement on their stateside license. Prior to registering and licensing, all owners must provide proof of having attended a valid Motorcycle Safety Foundation course within the last three years. The stateside title must reflect the service member as the owner of the motorcycle.
EX to US:To Ship a motorcycle/vehicle back to CONUS the owner must identify that the motorcycle meets all DOT/EPA standards (copy of Title). Motorcycles over 25 years old, can also be shipped with very little changes (ex: speedometer). If the motorcycle does not meet those standards or criteria, the owner must contract an IM/Export garage at the stateside port of entry to have the motorcycle brought to DOT/EPA standards.

• IM/EX -When a motorcycle is shipped as household goods, it must be packed in a separate container (container #1), which must be properly marked as containing a motorcycle or moped.
• IM/EX- The government bill of lading: Block 27 must indicate that the shipment consists of one lot of household goods and a motorcycle (with make, model, year and serial number).
•IM/EX- The inventory must include the make, model, year and serial number of the motorcycle.
•IM/EX - The Transportation Control and Movement Document must show the make, model, year and serial number of the motorcycle.
•EX ONLY -A copy of the service member’s orders, the GBL and the inventory must be sent to the Camp Darby Customs Office, Unit 31301, Box 58, APO AE 09613.
•IM/EX- The transportation service provider must ensure that the inventory is properly prepared, that the GBL contains the motorcycle data, that the Ocean Bill of Lading identifies the shipment as containing a motorcycle, and that advance documentation is forwarded to the general or port agent.
•IM/EX- Failure to comply with these instructions will result in the motorcycle being placed under a customs bond, and it could be returned or confiscated by Italian authorities. Fines, penalties and payment of importation fees may be levied, as well.
Shipping a Second Privately Owned Vehicle:
The shipping of a second privately owned vehicle from CONUS can be a difficult and expensive process, so consider researching shippers before doing so. Beware of inexpensive shippers, and always ask about hidden charges, as well as port and customs fees. Make sure whatever is agreed on is in writing.

NOTE: Should you decide to ship from CONUS to OCONUS out of pocket, it would be highly recommended to request information from a shipping broker here in EU and close to the nearest water port. Many Shippers from the U.S. will claim that the vehicle will be shipped directly to you and what you have paid is complete. This is not always true. Unless the shipping of the vehicle is under “Door-to-Door” terms, you will be paying duties and taxes upon entry into the EU. Local VPC’s can be a good source of this information including programs to ship a second vehicle.
