When you arrive at your new installation, you’ll need to follow installation-specific procedures. Each installation and service handles in-processing differently. Here, you can find installation-specific guidelines and a list of documents to bring with you when checking- in. Reach out to the contacts provided if you have specific questions.
All inbound personnel will report to the airport gateway liaison at Marco Polo. The liaison is located past the arrivals area on the right side of the hallway, next to the Rustichelle & Mangione bar. A shuttle bus to Caserma Ederle is available outside the Arrivals hall. All inbound personnel must report to the Central Processing Facility Building 393, immediately if arriving during normal operating hours to begin in-processing. The CPF operating hours are 8 a.m. to 3:30 p.m. Monday, Tuesday, Wednesday, Friday and 11:30 to 3:30 p.m. on Thursdays. If arrival is outside of normal operating hours, report to the CPF at 8 a.m. the first duty day after arrival.
In-processing is approximately 10 working days. To begin in-processing you will need to bring your PCS orders, IPPS-A absence request in conjunction with PCS, flight itinerary and dependents’ passports (if accompanied) with you to the CPF. Once you begin in-processing you will follow instructions provided by CPF Staff. During in-processing you will receive briefs from different agencies throughout the installation. These briefs will be conducted in person daily at the CPF.
In addition, the Army Community Service offers a cultural orientation program and Italian language classes for spouses. Your sponsor can help you to settle in, show you where things are on post and on the local economy and answer many of your questions.
If you get married before you PCS, you must inform your commander and follow the procedures exactly as you are given them. The military will not pay for travel and housing for your spouse if you do not follow proper procedures and may create additional financial hardship.
In order for your spouse to be allowed travel at Government expense, command sponsorship must be approved before traveling to Italy. Obtaining command sponsorship for family members is of the utmost importance! A request for Command Sponsorship includes having your dependents screened for the Exceptional Family Member Program through your current installation's Medical Treatment Facility and completion of DA FORM 5888 with EFMP Review stamp. Processing of the completed 5888 is required before Command Sponsorship will be authorized. The nearest Military installation's EFMP Manager is the point of contact for assistance with DA FORM 5888. EFMP screenings are mandatory for all military dependents before a PCS move. The intent of the EFMP screening is to identify any specialized care, this includes special education services, and ensures that care will be available at the overseas assignment. Once your spouse is approved for command sponsorship, dependents must be listed by-name on your orders. Contact the losing Reassignment office for more information. It is essential that you obtain a No-Fee passport and a “Missione D” VISA for each of your family members prior to leaving your current assignment. Dependents who enter Italy without the No-Fee passport and Missione VISA will be returned back to CONUS or last duty station at personal expense.
EFMP/Family Travel Instructions / Married en Route
EFMP Screening for Overseas Family Travel are required for all dependents, including spouses traveling OCONUS (outside of the continental U.S.) These locations will include all locations outside of the U.S., Alaska and Hawaii. If the Service Member is looking to Command Sponsor dependents, all Service Members must receive a Command Sponsorship Checklist from their S1. The EFMP Screening for Overseas Family Travel will be included in that checklist.
To initiate the EFMP Screening for Overseas Family Travel, the Service Member will need to log onto the Enterprise EFMP (E-EFMP) website (https://efmp.army.mil/EnterpriseEfmp/) with their CAC (Common Access Card) and create a packet for “Overseas Family Travel”. Once initiated, the EFMP Screening for Overseas Family Travel packet will be routed through the Service Member’s current Military Personnel Division (MPD) office for authentication then, the serving Army Military Treatment Facility (MTF) closet to the dependent’s location. Once the EFMP Screening for Overseas Family Travel is complete, the completed DA 5888 will be routed to the Service Member’s MPD Office.

The EFMP Screening for Overseas Family Travel tends to be the step that takes the longest when completing the Command Sponsorship checklist. Please start the EFMP Screening for Overseas Family Travel Packet as early as possible and contact your local EFMP Case Coordinator embedded within your base’s MTF for assistance.
LET YOUR LOCAL MTF BE YOUR FIRST STOP. NOTHING HAPPENS UNLESS DEPENDENTS ARE MEDICALLY CLEARED.
There are instances when the dependents of Service Members may not be recommended for accompanied travel to an OCONUS assignment location. Once the Service Member knows their dependents have not been recommended for travel due to lack of special needs resources, the Service Member must contact Human Resource Command (HRC) and discuss other assignment options with their Branch Manager if the Service Member still desires an accompanied tour.
The sooner you know whether your dependents are medically cleared to accompany you to your next assignment, the sooner you are able to make a decision on what would work best for your family.
