Upon arrival in Stuttgart, please visit the Housing office after your initial in-processing with the Central Processing Facility /Welcome Center on Panzer Kaserne, building 2913. The housing office is located on the second floor of the welcome center. All personnel on permanent change of station orders to Stuttgart (both military and civilians) must in-process with the housing office no later than two business days from date of arrival.

Advance Application for United States Army Garrison Stuttgart Housing
In order to apply for government housing in United States Army Garrison Stuttgart, please complete the housing application form DD 1746 and attached a copy of your incoming orders. Please email the completed housing packet using encryption to usarmy.stuttgart.id-europe.mbx.dpw-hsg-on-post@mail.mil. Once we receive your application, you will be added to the inactive inbound waitlist based on your rank and bedroom requirements. Once you arrive to USAG Stuttgart and in process with housing, your assigned housing counselor will determine your position on the active waitlist based on the date you departed your last duty station.
Once assigned to a specific waitlist and adequate government housing is not projected to be available for assignment within 60 days of service members arrival to Stuttgart, a Certificate of Nonavailability may be issued.
Understanding the Waitlist
Waitlists are the single most confusing part of the assignment to military housing for our customers. The information below is intended to help you understand Army Housing’s policies and procedures, which are in place to provide fairness and equity in military housing. Please contact the U.S. Army Garrison Stuttgart Housing Office to ensure you have the most accurate information.
Waitlist Position
Being on a waitlist does not guarantee that military housing will be available when you arrive. When your assignment priority is established, you will be given a waitlist position (a number of people are in front of you on the waitlist.). Note that if you were provided a waitlist position based on your estimated departure date, your assignment priority may change when your actual departure date is provided, and consequently, your position on the waitlist. The waitlist is not static, and your position may change in both directions until you reach the “freeze zone.”
Moving Up on the Waitlist
Your position on the waitlist may move up for a variety of reasons. Some examples include:
Moving Down on the Waitlist
Your position on the waitlist may move down also. This is because even after you are on a waitlist, assignment priority (meaning control date and priority categorization) rules still apply for all applicants. For example, if you apply three months before your control date, and another person of equal priority applies a month before their control date, which is a day before your control date, they will be assigned a higher waitlist position, which will move you down the waitlist. This is to ensure fairness to those who receive short or late change PCS orders and minimizes the benefit for applying early. These shifts in waitlist position will occur until you are in the freeze zone.
Waitlist Freeze Zone
All waitlists have a freeze zone. The freeze zone is the top 10% of personnel on each waitlist and freezes your position on the waitlist from being lowered. Once you are in the freeze zone, no other personnel can jump your position on the waitlist. The only exception to the freeze zone is for key and essential billets; all others with higher assignment priority than those in the freeze zone will fall directly below the freeze zone.
Availability
Family Quarters available at Stuttgart include two, three, four and five bedroom units. Field grade, company grade, senior and junior enlisted housing is in multifamily apartment buildings locally known as "stairwells." Three to eight families share a common stairwell entrance and an outdoor area. Parking for all on-base/on-post housing is uncovered.
Stuttgart housing units are relatively small compared to U.S. standards, and one should consider permanent storage of larger items prior to coming to Stuttgart. All units have a small personal storage cage and/or enclosed common areas within the building where small items such as bicycles, sleds and seasonal items may be stored.
Bedroom Entitlement
Your rank and family composition as per your PCS orders are the primary criteria that will determine your specific bedroom requirement. Pets are not a determining factor for bedroom requirements.
You are generally authorized one bedroom per child if children's names are identified on your orders.
Unaccompanied personnel sign in at the UPH office, building 2913 room 220 (2nd floor to the right) on Panzer Kaserne. UPH personnel representative will brief all unaccompanied personnel on their housing options. Bring a copy of your orders and all amendments in order to determine UPH eligibility. Unaccompanied Housing Locations within Stuttgart
UPH is located at three bases in the Stuttgart area: Panzer Kaserne, Patch Barracks and Kelley Barracks.
Single Soldiers Housing consists of seven buildings; there are 510 barracks spaces at Patch
Barracks, Kelly Barracks and Panzer Kaserne. BOQ consists of three buildings; there are 85 quarters total at Robinson Barracks, Patch Barracks, Kelly Barracks and Panzer Kaserne.
Single Service Member Housing
There are a limited number of on-post senior enlisted quarters (SEQs) and Bachelor Officer Quarters (BOQs). Single service members in grades of E-6 and below must reside in barracks when available.
Personnel authorized "without dependent rate BAH" in grades E-7 and above are authorized to live off post. For those desiring to live on post SEQs and BOQs are located on Robinson Barracks, Kelly Barracks and Panzer Kaserne.
Unaccompanied personnel Housing
The UPH Office is available to all service members in the Army, Navy, Air Force, Marines and Coast Guards. U.S. government civilian employees and contractors are not authorized to reside in UPH quarters.
Single Soldier, Senior Enlisted and Bachelor Office Quarters
Bedroom and authorized housing entitlements
For E-7 and above, most senior enlisted quarters (SEQ) and bachelor officer quarters (BOQ) are small one bedroom, furnished apartments with kitchenettes or common area kitchens per floor. Assignments are based on pay grade:
Unaccompanied Junior Enlisted E-1 to E-4
Do not ship more than 1500 pounds of household goods. Pets ownership in Unaccompanied Personnel Housing (UPH) is not authorized.
Unaccompanied E-5 and above
Do not ship more than 1500 pound of household goods. Pets ownership in BEQ and BOQ quarters is not authorized.
Shipping Full JTR HHG Allowance
In accordance with USAG Stuttgart local policy, all unaccompanied Service Members (SM) in the grade of E-1 through E-6 must reside on post when adequate quarters are available.
It is therefore recommended that unaccompanied SM's do NOT ship their full JTR HHG allowance as your personal items will not fit in barracks rooms. Service members who DO elect to have full JTR allowances shipped will be required to locate Non Temporary Storage (NTS) and pay for the storage out of pocket (please note that storage facilities are extremely limited in Germany and having full JTR HHG is not adequate justification for CNA approval).
If upon arrival it is determined that adequate barracks space is not projected to be available for a service member within 60 days, the service member will be issued a Certificate of Non-Availability (CNA) to reside off post. Service members may at that point contact transportation and have their full JTR allowance shipped to them.
Military reservist must contact the UPH office for assistance with On-Post BOQ/BEQ when excess inventory is available or for short term off post properties when Government Quarters are unavailable.

Temporary Lodging Allowance for Active Duty Service Members UPH
Incoming Service members serving at OCONUS tour are authorized up to 60 days of inbound Temporary Lodging Allowance (TLA). If adequate Government housing is projected to available within 60 days after arrival, you must accept the On-Post housing offer or risk losing TLA entitlements.
Service members who receive a Certificate of Non-Availability (CNA) or Bonafied bachelor of rank of E-7 or above are authorized to seek private sector housing. If private sector housing will not be available after 30 days and you do not have any solid projections that will move you into permanent quarters prior to your 60th day of TLA, you will be required to obtain a temporary month to month, based lease while you continue house hunting. This will initiate your Overseas Housing Allowances (OHA) entitlements. If you feel your situation will justify exceeding 60 days of TLA, an Exception to Policy request (ETP) outlining extenuating circumstances (no fault to the service member) and strong justification must be submitted PRIOR TO THE 45TH DAY in writing, through your Commander/Commandant, to the Chief, USAG Stuttgart Housing Division. TLA beyond 60 days is rare without proper justification.
Personal convenience is never a justification to extend TLA beyond regulatory guidance.
As per JTR 9150 C1(c)(e), those service members who are given the authorization to seek private sector housing by way of Certificate of Non-Availability or Bonafied bachelor of rank of E-7 or above. It is the responsibility of the service member to provide supporting documentation, of actively and aggressively seeking permanent private sector housing in order to avoid loss of TLA entitlements. A review will be completed every 10 days when processing TLA. Failure to provide supporting documentation of aggressively seeking private rental housing would forfeiture of TLA entitlements.

Online Service Orders for Appliance Repairs
Residents who are assigned to Army Family Housing are responsible for maintaining and controlling their pets in accordance with Army in Europe, Supplement 1 to Army Regulation 420-1, Appendix DD. No more than two dogs, cats or combination thereof are authorized per dwelling unit. Other domestic pets including nondangerous birds and aquarium fish and nonsnapping turtles are authorized in AFH. Exotic pets or farm animals (for example, snakes, ferrets, lizards, snapping turtles, pot belly pigs, chickens, goats, ducks etc.) are prohibited. Additionally, if required to move off post, you will find that families with more than two pets have difficulty obtaining off-post accommodations. Landlords typically require a substantial pet deposit for even one pet.
Sponsors and their spouses will ensure that pets are controlled, so they do not become a public nuisance or menace. Animals that habitually bite, scratch, attack or otherwise threaten people without provocation are a community health menace and will not be allowed in government-controlled housing or facilities. A severe incident (for example, an animal attacking an individual) is cause for removal of the offending animal, regardless of the absence of prior incidents.
Pet owners residing in AFH are subject to host nation laws governing the treatment of pets. Host nation laws and Army in Europe policy prohibit inhumane and abusive treatment of animals. Inhumane and abusive treatment is defined as any act or omission whereby an animal's physical or psychological well-being is compromised unnecessarily. Punishment for violation of host nation law may be in the form of fines or removal of the pet from the owner's possession. In cases where inhumane and abusive treatment is defined as any act or omission whereby an animal's physical or psychological well-being is compromised unnecessarily, punishment for violation of host nation law may be in the form of fines or removal of the pet from the owner's possession. In cases where owners are negligent in pet care or supervision, immediate action will be taken to have the pet removed from the area.
Breeding pets and the construction and maintenance of kennel-type operations are prohibited in government-controlled housing. When outside the owner's quarters, animals must be kept on a leash and accompanied by an individual capable of controlling the pet. Dogs shall not be left alone in quarters overnight or for any period more than eight hours. Children under the age of 12 without adult supervision are considered incapable of properly controlling pets.

Temporary or loaner furnishing are available for up to 90 days for all incoming personnel, both Military and Civilian who are authorize OHA/LQA both on and off post. For those personnel who are outgoing loaner furnishing are available for up to 60 days for both on and off post. On-post housing has installed U.S. appliances. All on-post unaccompanied personnel (UPH) units are furnish with bedroom, living room, and dining room furniture, depending on the Service member's rank and building assignment. All UPH residents are issued a refrigerator. Bona-fide bachelors residing off post are authorized basic living, dinning and bedroom furnishing for their entire tour.
Appliance and wardrobes are issue to off-housing residents for the duration of their tour or tour extension. Applicant must be on PCS orders and authorized OHA/LQA.
Please note: Do not bring any U.S. appliances to Germany. Off-post German units have 220 volts electrical and most U.S appliances are not compatible with the voltage. Transformers to converts the voltage from 220v to 110v can be purchased at your local Exchange.

Housing Policy
In accordance with HQ USAREUR and IMCOM-Europe memorandum dated 28 July 2015, Subject: Family Housing Assignment Policy for the Army in Europe, all accompanied Junior Enlisted Personnel (E-1 thru E-4) will be mandatorily assigned to government controlled Family Housing. 40 percent of all other grades will also be mandatorily assigned if available housing is identify. Junior NCO, Senior Enlisted Personnel and all Officers may apply for on-post family housing when available, or locate private rental housing on the economy when adequate housing for commensurate with your rank and bedroom requirement are not projected to become available within 60 days after arrival.
Please do not contact a realtor without prior approval of the Housing Office. Realtor Fees are not typically authorized and only considered when extenuating circumstances are deemed justified by the Chief of Housing. Please request a copy of the Realtor Fee policy upon arrival if you feel that you will require realtor assistance.
About Stuttgart Family Housing
Stuttgart government housing is very different from government housing in the U.S. If this is your first assignment to Stuttgart or if you have not been here since 1988, you should read this information very carefully. Housing in the Stuttgart area is located on four separate areas installations around Stuttgart. Patch Barracks and Robinson Barracks are the two largest areas with approximately 60% of the total housing assets. The remaining units are located on Panzer Kaserne and Kelley Barracks.
All family quarters are equipped with stove, refrigerator, dishwasher and a laundry room with an American style washer and dryer. Please do not bring 110 V stateside large household appliances whether living on or off-post. Housing units are not equipped with air conditioning or garbage disposals. Ceiling fans are installed in Family Housing. Additionally, all housing units are equipped with both 220-volt and 110-volt outlets. Each set of quarters has an assigned uncovered parking space.
Assignment to on-post housing is mandatory, according to USAG Stuttgart Command Policy 63, and in accordance with Army in Europe Supplement 1 to AR 420-1, Army Facilities Management, paragraph 3-14k, Mandatory Assignment (Foreign Areas Only).

Housing Office In-Processing
In-processing is a one-on-one meeting with a housing counselor. This step is required to receive and assistance from the Housing Office regarding your overseas move.
