If you need emergency assistance, you can expect to get help from your installation, your branch of service resources. There are programs to support you in a variety of situations, including victim assistance, emergencies en route and service-specific relief societies. Below, you’ll find types of assistance, contact information, and detailed procedures and guidance to help you through any tough circumstances that you or your family may face.

Directorate of Emergency Services provides professional installation security and force protection through law enforcement operations, physical security support, and fire and emergency services while maintaining liaison with local, state and federal agencies. The American Red Cross can also help in times of emergency when you are not near a military base. The local office number for the Greater Pennsylvania Region is 717-582-6448. The toll-free number for Central Pennsylvania American Red Cross assistance is 866-311-3832. They are located at 1804 North 6th Street, Harrisburg, PA 17102.
Army Emergency Relief provides emergency financial assistance in over 30 categories for Active Duty and their families, Retirees, AGR on Title 10, Surviving Spouses, soldiers' orphans, please contact Army Community Service at Carlisle Barracks, Army Community Service, Building 46, at 571-821-7509. If a Service member is placed on Emergency Leave due to a death in the family and receives notice from the American Red Cross, please contact the AER Representative for travel assistance. AER can also assist with funeral expenses, depending on the relationship to the Service member. Assistance may be provided as a 50/50 Loan and Grant for emergency travel. AER now has an online portal and service members can apply by visiting www.armyemergencyrelief.org, click “Apply for Assistance”, the system will walk you through eligibility, account set up and submitting a request. IF traveling within 12 hours and need assistance with the portal, email: soldierportalhelp@aerhq.org.
Army Community Service
Army Emergency Relief (AER) can provide emergency financial assistance based upon need through either loans or grants when there is particular hardship. Call the Carlisle Barracks AER Representative at 571-821-7509 for details and information. The AER office is located at the Army Community Service Office, Building 46, Carlisle Barracks, PA. Army Emergency Relief financial assistance is no longer processed through the American Red Cross and can no longer process other Military Service Aid Requests. If you are with the Air Force, Marines or Navy, please contact your service's Aid Society for assistance.
AER can now be processed through an online assistance for Active-Duty Soldiers, Retired Soldiers and Survivors. They can apply directly through the AER website. The application will flow down to the closest military AER representative. To apply, visit: www.armyemergencyrelief.org, click “apply for assistance” in the upper right-hand corner to begin your application. The system will walk users through eligibility, account set up, and submitting an application and uploading the needed documents. For time sensitive requests (emergency leave, departing within 12 hours, or help with portal), contact: soldierportalhelp@aerhq.org. For after hours or weekend requests, and if help is needed, you can reach AER HQ at 866-878-6378.
