When you arrive at your new installation, you’ll need to follow installation-specific procedures. Each installation and service handles in-processing differently. Here, you can find installation-specific guidelines and a list of documents to bring with you when checking- in. Reach out to the contacts provided if you have specific questions.
Navy-Specific Information
Ask your sponsor or contact your respective chain of command to find out where you must go to get your orders stamped to check in. Your Temporary Lodging Allowance and Cost of Living Allowance entitlement will start effective the day you check in to your command. In addition, you are required to check in to base housing within 72 hours upon arrival in Hawaii after you check in to your command to be eligible for TLA.
For those on shore duty, please report directly to your command. If arriving after 4 p.m. and you do not know how to contact the duty section, report to the Transit Personnel Unit in Building 1753, Joint Base Pearl Harbor Hickam, Naval Base Pearl Harbor, or call 808-473-0065, Monday to Friday from 7:30 a.m. to 4 p.m. or call the 24/7 number at 808-253-9282.
Ships or other deployable units report directly to the unit. If the unit is deployed or underway, report as follows:
If you are taking a house-hunting PTDY (10 days maximum), ensure that you submit a special request chit (NAVPERS 1336/3 - Rev. 10-2024) before or after your check in to be approved by your Commanding Officer prior to taking it.
During a permanent change of station move, individuals should maintain important paperwork with them at all times to decrease the potential for loss or identity theft. Important documents include for the service member (and, where appropriate, family members):
The original family medical records are typically shipped from the current military treatment facility to the new servicing MTF. Family members traveling separately from the service member should maintain a copy of the service member's RED/DA (formerly Page 2, or the second page of the service record that lists family member data) and may also need a power of attorney.
When receipts and travel documents are submitted to the command or any military agency, the service member or family member should maintain a copy for their own records. Keep your sponsor, quarterdeck and command ombudsman phone numbers with you at all times. It's imperative that you check in with your command pay and personnel administrator at your command as soon as possible and the Housing Service Center within 72 hours of arrival so that you can start your TLA, submit your travel claim for payment, start the process for other pay and entitlements and update your RED/DA, formerly Page 2.
Records Check-in
Newly gained personnel will submit/file their PCS travel claim with their CPPA immediately upon reporting on board. Navy Military Personnel Manual 1000-025 mandates reporting the service member to the Bureau of Navy Personnel within four days of the service member's arrival. To accomplish this, the CPPA must submit a gain package for processing to TSC San Diego via Salesforce, which consists of the following:
Unnecessary delays will only adversely affect your pay as well as the settlement of your Temporary Lodging Allowance. Scheduled or house-hunting leave is highly discouraged until your gain package is completed.

Housing Check-In
The Housing Service Center requires an appointment for the check-in process to be within 72 hours of arrival, excluding holidays and weekends. You can make an appointment up to 30 days in advance before you arrive by calling 808-474-1820/1821. Be sure to check in with the HSC to receive a TLA Non-Availability Statement/Certificate for Government Quarters, which is to be taken to your Command CPPA/RSC Hawaii for processing. You must report to the Navy HSC, even if you have already purchased a home or plan to buy one, found a place to rent or plan to live with family or friends. The Navy HSC is located at 4825 Bougainville Dr. in Building 2652, across from Moanalua Military and Family Support Center, Joint Base Pearl Harbor Hickam Building. Two pets are authorized in military housing. There is a pet deposit required for military housing. Rottweilers and pit bulls are not authorized in military housing.
Upon checking in with the Navy Housing Service Center, service members will be assigned a personal counselor who will be their individual point of contact until housing has been assigned. Contact your CPPA with any other questions/concerns. For additional information concerning in-processing procedures, you may contact the Commander, Navy Region Hawaii website.
The Joint Base Pearl Harbor-Hickam Newcomer's Orientation is available on the second Tuesday of every month at the JBPHH Pearl Harbor Chapel from 8:00 a.m. to 3:15 p.m. for all newcomers to JBPHH, including service members, family members and Joint Base Pearl Harbor-Hickam civilians.
Registration for the Newcomer's Orientation is accomplished on the Great Life Hawaii website. Occasionally, different search engines will need to be tried/used for this website to register.
Air Force-Specific Information
Verify with your sponsor where to report and in-process. As a general rule, please report to your unit commander's support staff, or CSS, on the next duty day for in-processing and to be scheduled for mandatory in-processing appointments. In addition, you will need to be gained to the base. If you are not gained, all information in the virtual Military Personnel Flight and Military Personnel Data System will reflect your previous base. Check with your sponsor if your unit has designated specific times for in-processing.
For units without a CSS, please report to MPF Customer Support Service, located at 900 Hangar Ave., Suite 127 in Hangar 2, on the next duty day at 8:30 a.m., Monday to Friday. Please ask your sponsor if your unit possesses a commander's support staff.
The Joint Base Pearl Harbor-Hickam Newcomer's Orientation is available on the second Tuesday of every month, formerly the Ohana Aloha Newcomers Orientation, at the JBPHH Pearl Harbor Chapel from 8 a.m. to 3:15 p.m. for all newcomers to JBPHH, including service members, family members and Joint Base Pearl Harbor-Hickam civilians. The smooth transition to newcomers is now placed on the squadrons and their sponsors.
Your CSS, or MPF if your unit does not have a CSS, will assist you to register you for mandatory appointments.
Housing
Within three days of your arrival to JBPHH, visit the Housing Management Office at 200 Kokomalei St. to receive your Temporary Lodging Allowance brief and to complete the on-base housing referral if you desire to be referred for on-base housing with Hickam Communities. For inquiries on waiting times and waiting list status, please check the Hickam Communities website. Hickam Communities and the Housing Management Office are co-located in the same office. Contact the HMO by email or call 808-312-0199/808-590-1402 during work hours of 7:30 a.m. to 4 p.m.
Temporary Lodging Reservations
Make your temporary lodging reservations well in advance of your arrival, especially if traveling with pets. It is mandatory for all service members and family members to obtain government lodging in the Navy Lodge or Navy Gateway Inns and Suites upon check in. If there is no availability, ensure that you obtain a certified non-availability or non-availability statement email or memo from the Navy Lodge or NGIS prior to obtaining commercial lodging out in town. Inform the hotel know that you would like the temporary lodging allowance government rate. Hotels can be full during the high tourist seasons of December to March and May to August. The Navy Lodge is also available on base on Ford Island. Please refer to the Housing - Temporary category for more information. The TLA hotel listing is available through the Housing Office or Family Support Center. Pet lodging for temporary lodging allowance-approved hotels is included on the hotel listing. Currently, there are 28 hotels that accept pets, however, you must contact the hotels for their specific requirements.
It is mandatory to check in with the Housing Service Center at the Navy Aloha Center prior to securing off-base permanent housing.
Command Sponsorship
Concurrent travel of family members on your permanent change of station orders is only authorized if they are command sponsored. In other words, you must have accompanied orders stating family members are authorized. If your family members are not command sponsored, you will be responsible for their travel expenses. To obtain a command sponsor letter, please contact your arriving command pay and personnel administrator for eligibility requirements and issuance of letter. The command sponsor letter is required for housing and pay entitlements.
Contact the Navy Gateway Inns and Suites Royal Alaka'i for billeting. NGIS is located at 15 G St. on Hickam Air Field, Joint Base Pearl Harbor Hickam. Call NGIS Royal Alaka’i at 808-800-2330, Ext. 1, 24 hours a day, seven days a week or 808-448-5974/5962/5963 to make a reservation. Permanent change of station in/out travelers may also contact the Navy Lodge Hawaii located on Ford Island at 808-440-2290 to make a reservation. For all Joint Base Pearl Harbor Hickam NGIS inquiries, please call 808-800-2330. Your reservation is not confirmed until you receive a confirmation number. If on-base billeting is unavailable, secure a certificate of non-availability or non-availability statement letter from the Navy Lodge prior to making a reservation at a TLA-approved hotel. Non-availability statements or certificates of non-availability cannot be back-dated, so it is crucial to obtain the NAS/CNA before your arrival date. A list of TLA-approved hotels is available upon request from the Housing Management Office.
All dependents of service members serving overseas tours must be command sponsored. Your dependent family members listed on your permanent change of station orders will receive automatic command sponsorship unless otherwise indicated (for example, not medically cleared). Command sponsorship must be requested for all other dependents acquired prior to or after your arrival at the overseas station.
When to request command sponsorship:
Please contact Hickam Military Personnel Flight Customer Service at 808-449-8624, Option 1, to obtain guidance on how to apply for command sponsorship under the above circumstances. As a general rule, dependents gained after the service member's arrival at an overseas tour are not authorized travel and transportation allowances. All dependents must be medically screened and/or cleared prior to approval for command sponsorship. With-dependent station allowances are not authorized until dependents are command sponsored. Approved command sponsorship memos and medical clearance documents are filed in the service member's record at the Air Force Personnel Center.
Navy Specific Information
If you get married before you PCS, you must inform your command and follow the procedures exactly as you are given. The military will not pay for travel and housing of your family members if you do not follow proper procedures. A request chit to obtain a "Command Sponsor" letter will need to be submitted to your arriving command for family member pay entitlements.
The same goes for moving your personal effects (household goods) to your new duty assignment. You must have prior approval from the Military Transportation Office or you will not be reimbursed.
