Child, Youth, and School Services (CYS) Programs
Fort Bliss offers a range of programs and services for children and youth, including:
Child Development Centers (CDCs): 5 centers for children aged 6 weeks to Preschool/Kindergarten
School Age Centers (SACs): 2 centers for children in 1st-5th grade
Youth Centers: 2 centers for 6th-12th grade students.
Family Child Care: Homes providing care for children 4 weeks to 12 years old.
Youth Sports & Fitness: Programs for children as young as 3 years old.
SKIES Unlimited: Instructional classes for youth, including piano, Driver's Ed., Teen Babysitting Class, Martial Arts, and more

Family Child Care (FCC) is a in-home childcare option provided by an adult family member residing in government housing. To ensure a safe and healthy environment for children, FCC providers are subject to the same rigorous standards as childcare centers, including:
* Background checks for the provider and household members aged 12 and older* Completion of required training and inspections* Certification through the Child, Youth, and School Services (CYS) Program
The FCC Management/Trainer plays a crucial role in overseeing the program, ensuring that all providers comply with Army Regulation 608-10 and Fort Bliss Standard Operating Procedures.
The primary focus of FCC is to provide a nurturing environment that supports the physical, emotional, and cognitive development of children. To achieve this, FCC providers participate in initial certification and ongoing in-service training, covering all aspects of child development.
With additional training and demonstration of competency, FCC providers may be eligible to earn a Child Development Associate (CDA) credential or National Association for Family Child Care Accreditation (NAFCC).

Centers on Installation
**Eligibility for Fort Bliss Child, Youth, and School Services (CYS)**
The following individuals are eligible to use Fort Bliss CYS:
* Dependent children/youth of active duty personnel* Dependent children/youth of Department of the Army (DA) civilians* Dependent children/youth of Department of Defense (DOD) civilians and contractors* Military members/DA civilians with a working/enrolled in school spouse* Other eligible categories when space is available* Army Community Services (ACS) and American Red Cross (ARC) volunteers* Members of the military reserve components during active status
**Priority for Care**
Priority for care is given to single and dual military families and Child and Youth employees.
**Fees**
The Military Child Care Act requires DOD to prescribe uniform fee regulations for military child development centers. Fees are based on total family income and apply to all children who attend on a regular basis. The fee ranges are updated annually.
**Registration Requirements**
To use any CYS program, children must be registered with CYS. Registration can be completed at:

Registration can be done by walk-in or appointment, and forms can be emailed in advance. The registration process takes approximately 30-45 minutes per child and requires:
* A valid military ID card* The child's immunization record* A current pay statement for all working family members
Registration is good for one year and can be exported to new Army installations or imported from previous Army installations. Health Assessments are required within 30 days of registration and are valid for three years unless the child has special needs or participates in youth sports.

It is the responsibility of parents to report any changes to their registration file as they occur, including:

Program Offerings
Our SAC, Youth Sports, and Youth Centers (YC) utilize the Boys and Girls Club curriculum and 4-H Club activities, providing a wide range of engaging and educational experiences for children and youth.

SAC offers escort services to and from selected schools. However, parents are responsible for transporting their children to school if they arrive after the buses have departed.
