Programs and services are available at most installations for children up to age 12. Care may be provided in Child Development Centers, School Age Care Programs, and Family Child Care Homes. Please review the information to find out what programs and services are available at this installation. 5 Child Development Centers for 6 weeks to Preschool/Kindergarten, 2 School Age Centers for 1st – 5th grade, 2 Youth Centers for 6th – 12th grade, Family Child for 4 weeks to 12 years, Youth Sports & Fitness (some for children as young as 3 yrs. Old), SKIESunlimited (piano, Driver’s Ed., Teen Babysitting Class, Martial Arts, etc.), School Liaison (assist with information and mediator for schools).
Parent’s Night Out - at Milam CDC Bldg. 11896/ 915-744-7879 and Milam SAC Bldg. 11898/ 915-744-2274. Once a quarter dates to be announced. Will be posted at CYS Facilities and CYS/MWR Facebook pages. This will give you the opportunity to leave your child in a safe environment while you enjoy the night out. Please call to make reservations. 3 to 10 p.m. cost: $8.00 per hour per child.
SPECIAL OPENINGS
Limited special openings at this time. CAN PROVIDE CARE ON SATURDAYS FOR SPECIAL OPENINGS Service to cover unit events if scheduled on Saturdays.
Four Child Development Centers offer weekly and half day care for 6 week old to Preschool age children (Milam, East Bliss, Replica and Logan). Three CDCs offer before/after school care for Kindergarten children (Replica, Milam, Logan). Two CDCs offer escort to and from Preschool (Logan CDC and Milam CDC). One CDC offers hourly care for 6 week old to Preschool age children (Main CDC – Monday through Friday 7 a.m. to 5 p.m.). Two School Age Centers (Milam and Bliss SAC) offer programming for Before and/or After school, out of school days, and camps for Children in first through fifth grade. For Sixth thru twelfth-grade students Milam and Replica Youth Centers provide after school, special events, and camps. Family Child Care homes provide care for children 4 wks. to 12 years of age in a home setting (full-day, hourly, weekend, overnight, extended).
FCC Office: 915-568-4198 or 915 568-8840, Bldg. 3503 A Story Rd.Family Child Care (FCC) is in-home care provided by an adult family member residing in government housing. FCC providers are required the same background checks, training, inspections as the centers. Along with the provider, Soldier (spouse) and children 12 years and older must have background checks / school checks completed. FCC is Certified through the CYS Program. FCC Management/Trainer is responsible for ensuring that all FCC providers meet all requirements outlined in Army Regulation 608-10 and Fort Bliss Standard Operating Procedures. FCC priority is to ensure a safe and healthy environment for children participating in the program. FCC PRIORITY: Offer Developmental programming and care through initial provider certification and consistent, on-going, in-service training in all areas of child development. FCC providers may qualify for a Child Development Association Credential (CDA) or a National Association for Family Child Care Accreditation (NAFCC) after special training and demonstration of competency. Centers on Installation
Who is Eligible to use Ft. Bliss CYS: dependent Children/Youth of Active duty personnel, DAC employees, DOD civilians, DOD contractors, Military member/DA civilian with a working/enrolled in school spouse, and to other eligible categories when space is available. Army Community Services (ACS) and American Red Cross (ARC) volunteers along with Members of the military reserve components during active status.
Priority for care is given to single and dual military and Child and Youth employees.
The Military Child Care Act requires DOD to prescribe uniform fee regulations for military child development centers. The fees are based on total family income and apply to all children who attend on a regular basis. The fee ranges are updated annually.
CHILDREN Must be registered with CYS to use any of our programs.
Register at Parent Central Bldg. 1743 Victory Road, Phone 915-568-4646 or 915-4374. Registrations by walk-in and appointment. We can email all forms and a list of what is needed to register. Walk-in or schedule an appointment and bring completed forms with you to complete registration. Annual Registration renewals are completed only at Parent Central. Registration requires approximately 30-45 minutes per child to complete. You will need to show a valid military ID card, child's immunization record and current pay statement for all working family members. Registration is good for one year and can be Exported to new Army installation or Imported from previous Army installation. You will have 30 days to turn in Health Assessments. These are good for 3 years unless child has Special Needs or participating in Youth Sports – Youth Sports requires Annual Health Assessments.
Report any changes to your registration file as they occur. Most important is emergency contacts, change of address/phone numbers, spouse employment or school enrollment, etc. It is your responsibility to report these changes to the Parent Central Office immediately and to the programs you are enrolled in.

Fort Bliss CYS centers (CDC and SAC) are nationally accredited CDCs by National Association for Education of Young Children (NAEYC); SAC by the National After School Association (NAA). This accreditation assures parents of a commitment to responsive, trained / competent staff, a safe and healthy environment, and consistent program improvement and quality. SAC, Youth Sports, and YC all use the Boy’s and Girl’s Club curriculum and 4-H Club activities.
SAC provides escort to and from selected schools. Children arriving after buses have departed become the parent's responsibility to transport to school.
Youth Centers provide different types of activities for middle school and High School youth. (6th-12th). Program is free of charge for afterschool or weekends. A cost applies only to Camps or special events.
Each facility provides snacks and have: computer lab, homework lab, game room, music room, lounge with big screen TV, a video library, teen patio and playground, arts and crafts activities, Homework, Tutoring, Mentoring, full use gym for a variety of activities. The Fort Bliss Youth Services Programs are designed to provide opportunities for education, exercise, and enjoyment in a safe and healthy environment. Youth Services provides escort to and from selected schools. Ask for calendar of scheduled events for Fri and Sat.
