Resources are available to help you understand and manage your finances, including one-on-one financial counseling to assist you and your family with financial readiness. Services are designed to focus on money management issues throughout your active-duty lifecycle and into retirement. Financial readiness educational opportunities range from basic planning to long-term investing. Check out the information below to see what’s available at your installation.
Financial Readiness Program enhances and maintains mission readiness and quality of life by teaching Soldiers, Family Members, Retirees and DoD Civilians how to be informed and responsive consumers. Financial Readiness also provides free and confidential budget counseling. Each week basic money management classes are offered in the following areas: Planning and Budgeting, Debt Management, Credit repair, Banking and Money Management, TSP the New Blended Retirement system, Car buying, 1st-time Homebuyer, Prep home for sale or rent, Car Buying and Insurance, and Savings Investing and TSP. Financial Readiness also offers Consumer Advocacy to assist in resolving issues with local business. Army Emergency Relief (AER)
Army Emergency Relief is a nonprofit organization which is designed to assist Soldiers and their family members with emergency assistance. AER is the Army's own emergency financial assistance organization and is dedicated to "Helping the Army Take Care of Its Own." AER provides interest free loans, grants and combination loans and grants.
AER assist Soldiers on active duty, Retired, Army National Guard and U.S. Army Reserve Soldiers on continuous active duty for more than 30 days and their dependents, and serving under sections title 10, United States Code) are eligible for AER assistance, and widows(ers) and orphans.
When arriving at Fort Bliss if financial assistance is required, stop by the AER office located in the ACS building 2494 Ricker Road. If you have any questions please feel free to call 915-569-4227, option 2.

AER does not provide funds for nonessentials. AER does not assist with marriages, ordinary leave, business ventures, investments, home purchases and major repairs, debt liquidation/consolidation, legal fees for civilian court, fines, judgments, liens, bail, divorces, child custody cases, domestic disputes or income taxes. Additionally, AER assistance is not authorized to replace funds for an overdrawn bank account or to cover bad checks.
