Fort Bliss Family Homes Kelly Park Community Center
Located at 1991 Marshall Road, Fort Bliss, they can be reached by calling 915-564-0795; fax 915-564-1853. Hours are Mon-Fri 0800-1700, Wed 0800-1900, Sat 1000-1600, and Sun 1200-1600 at Kelly Park/Logan Heights.

Paso Del Norte Community Center

At Fort Bliss, Fort Bliss Family Homes has a variety of recreational amenities and opportunities to enjoy. You will find these amenities located throughout the community in areas from open space for team activities to shaded spaces for playgrounds and picnic areas.
At Kelly Park on Main Post, Residents have the following activities available to them: Splash Park, 18 hole Mini Golf course, 10 Covered Pavilions with charcoal grills & picnic tables, 4 Basketball Goals, 4 Volleyball Nets, 4 Horseshoe Pits, a Baseball Field & a Soccer Field.

Exception to Policy for on post housing at Fort Bliss is generally approved for soldiers who have family members that have Exceptional Family Member Exceptional Program (EFMP) cases based upon physician recommendation and approval from the hospital command and EFMP. The soldier's dependent must be enrolled in EFMP.
To apply for EFMP Housing
Must complete Fort Bliss Family Homes EFMP Housing Packet. Do not leave anything blank. The packet needs to be filled by a physician and also signed by someone from ACS EFMP. It will have to be a current certification.
A copy of the EFMP enrollment.
Please note that EFMP Housing Packet is reviewed and will either be approved or disapproved by Management. Being approved does not mean you get priority housing above everyone else. It is all case by case. If you have any question, please contact Fort Bliss Family Homes at 1-866-771-4323.
Single soldiers PVT-SGT must reside in barracks provided by their unit. Permanent party single SSG and above, and geographical bachelors (ALL RANKS) will need to make arrangements to reside off post. For assistance in house hunting call Housing Services Office at 915-568-2898.

Single service members in pay grades E-7 and above are authorized to live off post and to receive Basic Allowance for Housing (BAH) at the without dependents rate. Call Mr. Rogers at 915-568-4005 for more information.
