There are programs to support you in a variety of situations, including victim assistance, emergencies en route and service-specific relief societies. Planning for Emergencies
Emergency Contact at U.S. Airport
There are no DoD assistance counters at Narita or Haneda airports. If an emergency occurs after you arrive at the airport in Japan, contact your unit sponsor for assistance. If you need help contacting your unit, please call the Camp Zama Staff Duty NCO at 090-3579-6967 or DSN 315-263-5302.

During emergencies, the American Red Cross can assist with emergency communication messages and financial assistance. The phone number for the Camp Zama American Red Cross is 011-81-46-407-3166 or DSN 315-263-3166. The American Red Cross Service to the Armed Forces can be reached 24/7/365 by dialing 877-272-7337. Please note, this number is toll free only when calling from a state-side line. Army Emergency Relief Army Emergency Relief is a private nonprofit organization incorporated in 1942. AER's mission is to provide emergency financial assistance to soldiers and their families. AER can help with emergency financial needs for:
Assistance can be provided as an interest-free loan, a grant or part loan and part grant. If the soldier is away, a spouse can get help but must have a power of attorney, military ID card and substantiating documents.
The Command Referral Program allows the company commander or first sergeant to approve loans for up to $2,000. Assistance is provided through your chain of command and the installation AER section.

Evacuation Program
Within 30 days of arrival to Japan all personnel (except unaccompanied service members or unaccompanied Emergency Essential Civilian Employees) are required to have a complete Evacuation packet in case of an evacuation. Each unit or organization has an Evacuation Program warden who is trained and resourced to help you complete your packet.
Mass Warning and Notification System
The ALERT! system an emergency notification tool and enrollment is a requirement for all service members and Department of the Army civilians (APF and NAF). Most installations use the ALERT! system, so if you’re currently enrolled in your installation’s ALERT! system please make sure to not make any changes until you in-process at Camp Zama. During in-processing you’ll be instructed on how to update your ALERT! account to reflect your new location. If you’re not currently enrolled, you’ll be enrolled during in-processing.
