Fort Riley In-Processing Guide

Welcome to the Home of the 1st Infantry Division (1ID), "The Big Red One." This guide outlines step-by-step reporting instructions, essential documentation, timeline expectations, and family integration resources for Soldiers arriving at Fort Riley.

2. Arrival & Ground Transportation

Arriving by Air (Manhattan Regional Airport - MHK)

• VRC Official Transportation: Victory Reception Company Staff Duty is authorized to provide official pickup and transportation for Soldiers on PCS orders arriving at Manhattan Regional Airport.
• Contact for Pickup: Call the VRC Staff Duty desk at 785-239-2119 upon landing to request government transportation.
• Commercial Transportation: Taxis, buses, and rideshares (Uber/Lyft) are authorized transportation options. You must retain all itemized receipts to claim reimbursement on your travel voucher (Smart Voucher / DD Form 1351-2).

3. Permissive TDY (PTDY) for House Hunting

CRITICAL WARNING: PTDY cannot be backdated. Failure to follow proper sequence may result in your days being charged as ordinary annual leave.

• Pre-Approved PTDY (Prior to Arrival):
  1. If you have pre-approved PTDY on your absence request, do not sign into the installation first.
  2. Visit the Housing Office located in Building 210 the business day prior to or on the exact start date of your PTDY to obtain your official arrival stamp.
  3. Complete your authorized PTDY period.
  4. Once PTDY is completed, report to the VRC Staff Duty desk to officially sign into the installation.
• Requesting PTDY After Arrival:
  • If you do not have pre-approved PTDY, you will sign into Fort Riley and request house hunting leave after reporting to your permanent unit of assignment.

4. Signing In at Victory Reception Company (VRC)

Report directly to the VRC Staff Duty Desk in Building 210 on Custer Avenue.

Required Documentation for Sign-In

• IPPS-A Absence Request: 1 hard copy showing your signed departure from your losing duty station.
• PCS Orders: Minimum of 3 printed copies (including all amendments).
• Military ID (CAC): Valid Common Access Card.

Uniform Standards

• Sign-In / Duty Uniform: Complete Army Combat Uniform (ACU / OCP) in accordance with AR 670-1.
• Physical Readiness Training: Complete Army Physical Fitness Uniform (APFU / full PT gear) ready for physical training sessions.

Single Soldier Billets

• Unaccompanied/single Soldiers will be assigned temporary barracks rooms within Victory Reception Company until clearing in-processing and shipping to their gaining unit.

5. In-Processing Timeline & Milestones (5–8 Working Days)

All Soldiers, regardless of rank, must complete the centralized installation in-processing cycle before reporting to their permanent unit.

• Administrative & Briefs- Receive comprehensive post briefs, policy orientations, and command introductions.
• Finance & Travel Voucher - Submit completed travel settlement vouchers (Smart Voucher) with all receipts (lodging, flights, taxi/Uber).
• Medical Readiness (IMR)- Complete individual medical, dental, immunization, hearing, and vision readiness screenings.
• Central Issue Facility (CIF) - Receive organizational clothing and individual equipment (OCIE) issue.
• 1ID Victory Welcome - Mandatory weekly installation and community orientation (every Wednesday).

6. Mandatory Events & Family Integration

1ID Victory Welcome (Mandatory)

• When: Every Wednesday, 1 to 4 p.m.
• Who: Mandatory for all incoming Soldiers.
• Family Attendance: Spouses and family members are welcome and highly encouraged to attend alongside their Soldier to receive installation resources directly from division leadership.

Weekly PCS Social

• When: Every Wednesday, 5:30 to 7 p.m.
• Where: USO Fort Riley
• Purpose: A dedicated informal gathering designed for spouses and family members to:
  • Connect with fellow Fort Riley families and spouses.
  • Discover local community classes, family programs, and upcoming post events.
  • Receive guidance on local spouse employment opportunities and continuing education programs.

7. Master Hand-Carry Checklist

Never pack essential records in your household goods (HHG) or unaccompanied baggage. Hand-carry all required records:

Military & Travel Records

• IPPS-A Absence Request (approved and signed out by losing unit)
• PCS Orders and all amendments (minimum 5 copies recommended)
• Government Travel Charge Card (GTCC)
• Medical and dental records (if hand-carrying)
• All lodging, flight, toll, and commercial ground transportation receipts

Family & Dependent Documentation

• State-certified marriage certificate (original or certified copy)
• Spouse's valid state driver’s license or government photo ID
• Original birth certificates for all dependent children
• Certified divorce decrees / custody agreements (if applicable)
• Legal adoption decrees / court orders (if applicable)

DEERS Enrollment Note: If you were recently married or have new dependents, enroll them into the Defense Enrollment Eligibility Reporting System (DEERS) immediately upon arrival or on Day 1 of in-processing to ensure medical coverage and allowance entitlements are updated without delay.
