Military Housing: Navy Region Southwest has partnered with Liberty Military Housing (LMH) in a Public-Private Venture to operate and manage on-base housing at NAS Lemoore. LMH provides a property management staff to respond to day to day maintenance and operations, while teaming with the Navy Housing Service Center (HSC) staff to provide Service Member advocacy services and support. There are currently 1,628 family housing units consisting of 194 officer and 1,434 enlisted.
Availability
Housing is available to all pay grades. The waiting list varies from less than one month to more than six months, depending on the size of the family and the service member's pay grade. The Navy HSC determines eligibility and manages the waiting list. Housing is open to all Active-Duty military personnel.
Resident Eligibility, Requirements and Application Process
Active-Duty military personnel with dependents are eligible for and are the primary residents of LMH. If you desire to live in LMH or are considering it, you may submit a housing application to the Navy HSC who will determine eligibility, process the application, and maintain the waiting list.
To apply for LMH you will need to submit an application along with your Permanent Change of Station Orders to NAS Lemoore, Record of Emergency Data (Page 2) and Detaching Endorsement from present Command. Even though you may submit your application early, the official date on the waiting list will begin effective the date of “detachment” from your last permanent duty station. You must check into the HSC within 30 days of arrival to secure full local move benefits and secure control date. Application may be made in person or submitted by mail, fax, or email. Those not submitted in person must be confirmed within 30 days of reporting. Waiting times vary depending on rank and family size. Reporting Requirements
All Service Members seeking on-base housing must check in at the Navy HSC which is located at 800 Bon Homme Richard Road. Recommend that Service Members who plan to live off the Installation check in with the Navy HSC (preferably prior to signing a lease) in order to receive assistance in house hunting or mediation of tenant-landlord disputes.
Unaccompanied Housing (UH/Barracks) is conveniently located on NAS Lemoore, housing approximately 2,400 personnel in 20 buildings. To determine and explain your eligibility and housing options, see our friendly support staff at the UH Office located in Bldg 880 on Enterprise.
Accommodations are one or two persons to a room based on pay grade, square footage entitlement, and availability. Building 800 (at the Navy Gateway Inns & Suites Desk) serves as the check-in point. Linen is provided at check-in for CNATTU Students only. Most personnel, E1-E3 and E4 < 4, are required to live in UH. E4s may live on base, space permitting. More senior personnel may under certain circumstances be eligible to live in UH.
As an added convenience to residents, there are lounges equipped with televisions, washers and dryers, and vending machines in all buildings. There are also recreational, fitness, dining, religious, educational and other amenities – most located within walking distance of UH. Information on base amenities is available in the Welcome Aboard package provided upon check-in. There are many advantages to living on base for single sailors:
Resident Advisors (RA)
RAs are Senior personnel who provide an after-hours leadership presence in UH residences. RAs sign a Memorandum of Understanding, agreeing to certain duties and responsibilities in exchange for a room in UH. The program is strictly voluntary and open to personnel in pay grades E6-E9, including Geographic Bachelors. Geographical Bachelor (GB)
GBs are personnel ordered to NAS Lemoore who, by choice or circumstance, have decided that their dependents will continue to live in another geographic area. GBs receive Basic Allowance for Housing at the “with dependents” rate. They are not normally authorized to live in UH. However, we do have a limited number of spaces available for GBs. GBs must submit an application that will be reviewed, and if approved, the GB will be placed on the waiting list and offered UH when it becomes available.

Off Base Rental Properties
The NAS Lemoore Navy Housing Service Center is your contact for any problems you may encounter, such as discrimination complaints, tenant/landlord disputes or any questions or problems about on-base or off-base housing.
Off Base Housing
The Navy HSC will provide you a list of rental properties and give you information regarding the communities in which the rentals are located. Rental properties listed with the Navy HSC are inspected for suitability by our housing professionals. The Navy HSC also works closely with landlords and property managers in the community, and in some cases can offer favorable rents and security deposit agreements. All renters should carry renters insurance against fire, theft and other damages. The property owner's insurance will cover the property, but not the renter's personal property.
Deposits and Fees
Many real estate agents/landlords require an application fee to process your application. This fee offsets their expense for verifying your credit references, employment history, etc. If the application fee is $20 or less, it does not have to be refunded if you do not take the rental. If the
application fee exceeds $20 and you do not rent the unit, you may be entitled to a refund of any money in excess of $20. Refunds may take up to 20 days.
A landlord cannot demand a security deposit of more than an amount equal to two month's rent for an apartment. In a month-to-month rental agreement, a clause which states that part or all of the security deposit will be forfeited if you move out before a specified period of time (for example, six months), is in violation of Section 1950.5 of the California Civil Code.
Pet Deposits
Many Kings County property managers prohibit pets. Others will allow them with an additional deposit or non-refundable fee and may restrict certain breeds. The amount may vary according to the type, size and number of pets. There may also be an additional monthly charge for allowing your pets.
Area Cost of Living
Lemoore has a relatively moderate cost of living with the price of rentals sometimes higher than the housing allowances. Most rental properties require a first- and sometimes last-month rental deposit with additional charges for pets.
It is a standard practice in this area for property managers to run a credit check on prospective tenants. The credit check will include previous rental history, background survey and criminal record. Negative findings may limit your rental options and may make this process very difficult. If you are having credit issues, the Fleet and Family Support Center staff can help you start the lengthy credit-repair process.
Rental Partnership Program (RPP)
Ask about the availability of RPP if you are planning to rent; there are a select few apartment complexes in Lemoore and Hanford that participate in this program. RPP often offers a discounted security deposit, no credit check or fee, and a rent discount. Command endorsement required for E5 and below.

Purchase Options
The Fleet and Family Support Center offers home-buying seminars approximately six times per year to help educate future home buyers on the process. At these seminars, you will learn how much house you can afford, including overall cost and monthly payment, what mortgage brokers look for on your credit reports, how to look for and work with a real estate agent, what to expect at the closing, how to read a contract, and many more helpful home-buying hints, tips and the pitfalls to avoid.
