When planning for a move with the military, you might consider moving into government housing. Government housing is owned and maintained by the Department of Defense and is typically on the installation. Eligibility and availability for this type of housing may vary by service member, family size and installation. Learn more about the different options, benefits and discounts that may be available to you through government housing.
Register on the Housing Early Application Tool for housing information and to apply. A housing counselor will contact you to answer questions and help you begin the application process. An application package consists of the following documents: A copy of your current Record of Emergency Data (NAVPERS 1070/602, DD Form 93 or CG-4107A) which lists your legal dependents.
HEAT stands for Housing Early Assistance Tool. Navy Housing has developed HEAT [www.cnic.navy.mil/HEAT] to assist service members (SVMs) and their families in obtaining housing information Navy wide. HEAT allows SVMs, DoD sponsored civilians, and their families to get the housing process started online at one or more Navy installations before or after they receive their Permanent Change of Station (PCS) orders. HEAT creates an easy user experience to connect with your destination. Spouses can use the tool as well, needing only minimal information about their SVM.

Application and Eligibility: Procedure for Advanced Housing Application
Eligibility: You are entitled to Military Family Housing if you are active-duty and have authorized dependents residing with you. All units are assigned to comply with the bedroom criteria published in housing instructions.
Availability: There may be a waiting list for family housing, depending on family composition. The wait times vary, so call the Housing Welcome Center for updated information.
Privatization: Naval Submarine Base New London Housing was privatized in November 2004 with Balfour Beatty Communities now operating as the managing partner.
Application: Procedures for advanced housing applications
HOMES.mil: HOMES.mil is a DoD website that enables Service members and their families to search online for community housing at virtually every US military installation. Listings on HOMES.mil are managed by the Navy HSC.
Eligibility: Single service members who are E4 over 4 on both shore and sea duty are authorized to reside in the local community and be paid a Basic Allowance for Housing. There is no housing for single E5 and above in the barracks. E4 under 4 stationed ashore will stay in the barracks and be put on a waiting list until the base housing manning reaches 96%. E4 under 4 may be eligible to reside out in town and receive BAH entitlements.
Single enlisted service members with at least six months left in service can move into the Naval Submarine Base public/private venture barracks. Service members having less than six months can move into Navy operated barracks. Single sailors E4 under 4 who elect to reside in PPV housing will collect the higher rate of the partial BAH.
Newly reporting officers may be afforded transient berthing for 30 days at Navy Gateway Inns and Suites Naval Submarine Base. Transient berthing is at market rates of $107/day and is on a Space-A basis. For up-to-date information, call the NGIS 860 694-3416 or DSN 312-694-3416.
Application Procedures: PPV barracks require signing a lease and filling out an application. The period of the lease is six months for the initial period and then a month-to-month lease will apply. Service members will need to bring a valid ID card, orders, emergency contact name, an address and phone number where the member can be reached. In addition, the member must bring an automobile license plate number, a contact number and work number and a copy of the most current LES.
Note: There is no application fee for PPV barracks, However, the service member will be required to pay a security deposit and the first month's rent if an allotment is not set up.
By CAR: (IF DRIVING FROM, ME, MA, NH, VT)FROM THE NORTH If driving a route that will take you through Boston, your best bet is to follow I-95 south into Connecticut. Once in Connecticut, you will be looking for Exit 86. At the bottom of the exit turn right (Route 12) and follow 2-3 miles. Turn left at the fifth stop light on Route 12 (Crystal Lake Road). Follow this road to the end. It will lead you directly to the main gate.
By CAR: (IF DRIVING FROM, NY, NJ, MD, VA, ETC.)FROM THE SOUTH If driving a route that will take you through New York City, the most common route is to take I-95 north into Connecticut. This will involve crossing the George Washington Bridge and using the Cross Bronx Expressway. Use caution if you are not used to driving in a big busy city. Try to avoid rush hour if possible, for obvious reasons. Follow I-95 north to exit 86 in Connecticut. Take this exit and make a right at the bottom of the ramp onto Route 12. Follow Route 12 for 2-3 miles and make a left (at the fifth stoplight) onto Crystal Lake Road. Follow this road to the end. It will lead you to the main gate.
By RAIL: In downtown New London there is an Amtrak train station regularly served by local cab companies.
By BUS: Located next to the train station in New London is the local stop for Greyhound Bus Lines.
